BOARD OF COUNTY COMMISSIONERS
WELD COUNTY, COLORADO
MONDAY, JULY 14, 2014
The Board of County Commissioners of Weld County, Colorado, met in regular session in full
conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County
Administration Building, Greeley, Colorado, Monday, July 14, 2014, at the hour of 9:00 a.m.
El ROLL CALL: The meeting was called to order by the Chair and on roll call the following members
were present, constituting a quorum of the members thereof:
Commissioner Douglas Rademacher, Chair

• MINUTES: Commissioner Garcia moved to approve the minutes of the Board of County
Commissioners meeting of July 9, 2014, as printed. Commissioner Kirkmeyer seconded the motion,
and it carried unanimously.
El CERTIFICATION OF HEARINGS: Commissioner Kirkmeyer moved to approve the Certification
of Hearings conducted on July 9, 2014, as follows: 1) USR14-0016 - Long Meadow Farm, LLC, and
Lester and Sherrill Hardesty. Commissioner Garcia seconded the motion, which carried unanimously.
e AMENDMENTS TO AGENDA: Commissioner Kirkmeyer moved to amend the agenda to delete
#3) Clerk and Recorder, Certification of 2014 Primary Election, dated July 7, 2014, on the Consent
Agenda. This item will be on the next regular agenda. Commissioner Garcia seconded the motion, and
it carried unanimously.
ID CONSENT AGENDA: Commissioner Kirkmeyer moved to approve the Consent Agenda, as
amended. Commissioner Freeman seconded the motion, and it carried unanimously.
Ei PUBLIC INPUT: No public input was given.
BIDS:
1) APPROVE BID #B1400101, WELD COUNTY PARKWAY PROJECT (CR 49 EXTENSION) -
DEPARTMENT OF PUBLIC WORKS: Trevor Jiricek, Director of General Services, explained that Weld
County will receive $3,000,000.00 in DOLA grant funds for this project. Staff recommends the bid be

awarded to the lowest bidder, Flatiron Constructors, Inc., for a total amount of $20,821,693.16, which is
approximately $2,000,000.00 less than the engineer's estimate. Construction is set to commence in
August. Commissioner Freeman moved to approve said staff recommendation on bid. Seconded by
Commissioner Kirkmeyer, the motion carried unanimously.
▪ 2) PRESENT BID #61400109, ACCELA CONFIGURATION CONSULTING SERVICES -
DEPARTMENT OF INFORMATION TECHNOLOGY: Ryan Rose, Director of the Department of
Information Technology said there are two interested bidders. This bid will be brought back with a
recommendation from staff on July 28, 2014.
U 3) PRESENT BID #B1400111, SECURITY INFORMATION AND EVENT MANAGER -
DEPARTMENT OF INFORMATION TECHNOLOGY: Mr. Rose said there are five interested bidders.
This bid will be brought back with a recommendation from staff on July 28, 2014.
El 4) PRESENT BID #61400114, 918 BUILDING REMODEL - DEPARTMENT OF BUILDINGS
AND GROUNDS: Mr. Jiricek said there are six interested bidders. This bid will be brought back with a
recommendation from staff on July 28, 2014.
U 5) PRESENT BID #B1400118, DRY CREEK FLOOD RECOVERY PROJECT - DEPARTMENT
OF PUBLIC WORKS: Mr. Jiricek said there are four interested bidders. This bid will be brought back
with a recommendation from staff on July 28, 2014.
U 6) PRESENT BID #B1400128, ROOF(S) REPLACEMENT MISSILE SITE - DEPARTMENT OF
BUILDINGS AND GROUNDS: Mr. Jiricek said there are six interested bidders with a wide range. This
bid will be brought back with a recommendation from staff on July 28, 2014.
• 7) PRESENT BID #B1400130, HOUSEHOLD HAZARDOUS WASTE PICKUP SERVICES —
DEPARTMENT OF PUBLIC HEALTH AND ENVIRONMENT: Mr. Jiricek said there are three interested
bidders. This bid will be brought back with a recommendation from staff on July 28, 2014. The current
vendor is included.
NEW BUSINESS:
U 1) CONSIDER CHILD PROTECTION AGREEMENTS FOR SERVICES AND AUTHORIZE
CHAIR TO SIGN — NORTH RANGE BEHAVIORAL HEALTH: Judy Griego, Director of Department of
Human Services, explained this is a partnership for comprehensive voluntary support services for
families in the early stages of child maltreatment risk. Commissioner Kirkmeyer moved to approve said
agreement for services and authorize the Chair to sign. Seconded by Commissioner Garcia, the
motion carried unanimously.
• 2) CONSIDER CHILD PROTECTION AGREEMENTS FOR SERVICES AND AUTHORIZE
CHAIR TO SIGN — THE PRIDE DIALECTIC, LLC: Ms. Griego explained the Department and
Contractor will deliver P.R.I.D.E. (Peer, Respect, Initiative, Direct Education) services to at-risk and/or
gang-involved youth between the ages of 10 and 18, throughout Weld County. Commissioner Garcia
moved to approve said agreement for services and authorize the Chair to sign. Seconded by
Commissioner Kirkmeyer, the motion carried unanimously.
U 3) CONSIDER CHILD PROTECTION AGREEMENTS FOR SERVICES AND AUTHORIZE
CHAIR TO SIGN - LUTHERAN FAMILY SERVICES ROCKY MOUNTAINS: Ms. Griego explained
Lutheran provides community education via Parenting Education Classes and the 'SafeTouch Program'

throughout the County. Commissioner Freeman moved to approve said agreement for services and
authorize the Chair to sign. Seconded by Commissioner Kirkmeyer, the motion carried unanimously.
4) CONSIDER ACCEPTING ASSESSED VALUATION OF ALL TAXABLE PROPERTY AND
MASTER PROTEST LOG - REAL AND PERSONAL PROPERTY: Christopher Woodruff, Weld County
Assessor, said 2014 was not a general appraisal year for new market value, but record changes in the
real property itself. He noted that oil and gas production is reevaluated every year. $7.118 billion
dollars was the number at the beginning of the year; today, the preliminary assessed value is $9.122
billion, an increase of over 2 billion, primarily due to increased oil and gas. He noted the State's
numbers are not available until August, but there will be an additional increase by the time of
certification. He also noted the Board of Equalization hearings are pending. He discussed the
fluctuation of vacant land; that value is down. Residential value is up due to new construction, which
shows the market is changing. There is also a slight increase in Industrial, due to two oil and gas
plants classified as Industrial, and Agricultural. He stated a 28 percent increase in a non-reappraisal
year is remarkable and gave a detailed review of pending appeals, concluding that Weld will likely be
one of the top three counties in the state. Oil and gas makes up 63 percent of the tax base. In response
to Commissioner Kirkmeyer, Mr. Woodruff said the price of gas is close to $3.50 this year, and noted a
recovery in the real estate market, so increases are anticipated next year. Commissioner Kirkmeyer
moved to approve said assessed valuation and log. The motion, which was seconded by
Commissioner Garcia, carried unanimously.
5) CONSIDER DECLARING CERTAIN EQUIPMENT AS SURPLUS PROPERTY AND
APPROVE SALE OF SAME AT AUCTION: Barbara Connolly, Controller, explained two different
auction companies will be used this time - one is online. Duplicate items were sent to each for a cost
comparison; the advantage of online is that the sale items don't need to be transported. She told the
Board the 2009 Motor Grader has a bad transmission and the decision was made that keeping it was
cost prohibitive. Jay McDonald, Director of the Department of Public Works, said the vehicle is a Volvo
which has had constant problems. In response to Commissioner Kirkmeyer, Mr. McDonald said he
would follow up for the Board on the reason for sending these message boards to auction.
Commissioner Garcia moved to declare surplus property and approve sale. Commissioner Freeman
seconded the motion and it carried unanimously.
El 6) CONSIDER CANCELLATION OF CERTAIN OUTSTANDING ACCOUNTS RECEIVABLE
FOR THE WELD COUNTY TREASURER - PERSONAL PROPERTY, MOBILE HOMES, AND
POSSESSORY INTEREST TAXES: John Lefebvre, Treasurer, explained this is the list of personal
properties considered uncollectable. Due to the September 2013 flood, there are 4.5 pages of mobile
homes destroyed in the flood, and the bankruptcy of Abound Solar is also listed at this time. He said
this is an unusual year, it is generally around $100,000 and this year it is around a million. He
explained the ruined mobile homes were inspected and red-tagged by FEMA. Commissioner Kirkmeyer
moved to approve the cancellation of outstanding accounts. Seconded by Commissioner Garcia, the
motion carried unanimously.
El 7) CONSIDER TEMPORARY CLOSURE OF CR 68 BETWEEN CRS 69 AND 83: Mr. McDonald
reviewed this temporary road closure for a culvert replacement. Commissioner Garcia moved to
approve said temporary road closure. The motion was seconded by Commissioner Freeman, and it
carried unanimously.

8) APPROVE WELD COUNTY NEW HAZARD MITIGATION PLAN APPLICATION AND
AUTHORIZE CHAIR TO SIGN: Roy Rudisill, Director of the Office of Emergency Management,
explained the previous Hazard Mitigation Plan was part of the State program in cooperation with the
Northeast Region. It is a county-wide document required to be updated every five years. Due to the
growth of the County, as well as the number of environmental hazards and risks, Weld County is
developing an independent plan. The application is for $104,841.00, with a 25 percent match, and the
State is also providing a 12.5 percent match so that drops it down to $13,100.00. Additional monies
from other communities means the County's expenditure will be around $7,000. Commissioner
Kirkmeyer moved to approve said application for funds and authorize the Chair to sign. The motion
was seconded by Commissioner Freeman, and it carried unanimously. Commissioner Kirkmeyer said
whether or not this grant comes through, the County should proceed because this is extremely
important.
El 9) FINAL READING OF CODE ORDINANCE #2014-7, IN THE MATTER OF REPEALING AND
REENACTING, WITH AMENDMENTS, CHAPTER 23 ZONING AND 24 SUBDIVISIONS, OF THE
WELD COUNTY CODE: Commissioner Garcia moved to read by title only. The motion was seconded
by Commissioner Kirkmeyer, and it carried unanimously. Bruce Barker, County Attorney, read the title
for the record. Tom Parko, Director of the Department of Planning Services, explained the purpose of
the code to regulate crawl spaces in a less restrictive way to match state and federal regulations. No
changes were made since last reading and no public testimony was offered. Commissioner Kirkmeyer
moved to approve said Code Ordinance on final reading. Commissioner Garcia seconded the motion
and it carried unanimously.
RESOLUTIONS AND ORDINANCES: The resolutions were presented and signed as listed on the
Consent Agenda. Code Ordinance#2014-7 was approved on Final Reading.
Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted
by the Acting Clerk to the Board.
There being no further business, this meeting was adjourned at 9:30 a.m.
