The Weld County Public Works Department has reviewed this proposal. This project falls under the
Use by Special Review Standard, Weld County Code, Chapter 23, Article II, Division 4, Section 23.
Staff comments made during this phase of the Use by Special Review process may not be all inclusive;
as other issues may arise during the remaining application process.
COMMENTS:
CR 35 is a local gravel road and requires a 60-foot right-of-way at full build out. There is presently a
60-foot right-of-way. This road is maintained by Weld County. Pursuant to the definition of SETBACK
in the Weld County Zoning (23-1-90), the required setback is measured from the future right-of-way
line.
Section Line: CR 38 (60' right-of-way)
REQUIREMENTS:
Site Plan:
Need to show drainage easement on adjacent property for your outlet culverts and rip rap. Weld
County does not have right-of-way here.
Access Permit Application Form:
Show the approved access on the plat and label it with the approved access permit number (AP13-
00172).
Noxious Weeds:
Should noxious weeds exist on the property or become established as a result of the proposed
development, the applicant/landowner shall be responsible for controlling the noxious weeds, pursuant
to Section 15-1-180 of the Weld County Code.
Traffic Study:
Narrative submitted — Anadarko anticipates that 40 pick-ups a day with or without trailers will visit the
site. Traffic will approximately split evenly heading north and south from the site.
Drainage Report:
Public Works received a submittal package, dated Jan. 30, 2014, including drainage report, drainage
plans, from Wernsman Engineering for Anadarko's proposed Material Management Center project.
The proposed project sits on a 276 acre parcel; however, the initial area proposed for construction
covers just the easternmost 8 acres. Grading for drainage will involve approx. 35 acres.
General overall comments:
1) See the notes in the draft report.

2) The draft report follows the Use by Special Review Drainage Report checklist.
3) The project does not lie in a FEMA-designated floodplain.
4) When finalized, the construction drawings and drainage report must be signed and stamped
with original wet ink by a Colorado registered professional engineer.
5) The proposed detention pond utilizes an existing embankment that lies on the section line and
alignment of what would be WCR 38 if a road existed at this location. That ROW is utilized by
others to access their properties and as such must be kept passable.
6) Offsite flows from south and east of the site are to be conveyed across the site to the proposed
detention pond and through and overflow box to 5 —48-inch diameter pipes that convey the
runoff north to an offsite property owned by DCP Midstream. An easement showing DCP
acknowledging that potential concentrated flow will be needed.
7) The proposed 5 -48-inch drainage pipes pass under the County ROW that is often used by
heavy trucks. Depending on the amount of available cover material, the proposed corrugated
metal pipes might need to be replaced with reinforced concrete pipe.
8) A County Right of Way permit will need to be obtained prior to construction of the proposed
drainage pipes under the WCR 38 ROW.
9) Ensure that the construction drawings show the inverts of the proposed pipes in the ROW.
10)Please label proposed paved vs. gravel areas on the construction plans.
11)Provide all electronic files and spreadsheets.
12)Show all utility easements. Include all drainage features in drainage and utility easements.
The above comments are based on the draft report received; additional comments may arise upon
further review of any subsequent submittals. Contact our Drainage Engineer for question. 970-356-

Grading Permit: If more than one acre is to be disturbed, a Weld County Grading Permit will be
required prior to the start of construction.
Flood Hazard Development Standards:
This area IS NOT in a Special Flood Hazard Area (SFHA) as determined by the Federal Emergency
Management Agency (FEMA).
Improvements and Road Maintenance Agreement:
This document is required for this site. Road maintenance including dust control, damage repair, and
triggers for improvement will be included (haul route CR 35).
Drainage Easement:
Anadarko E & P shall be responsible for acquiring additional drainage easement with the adjacent
property owner (DCP Midstream LP). Anadarko shall be responsible for cleaning and insuring proper
drainage.

Environmental Health Services has reviewed this proposal for an Oil and Gas
Support and Service Facility (storage and staging of oil and gas equipment along with
buildings utilized for an office, light vehicle maintenance and material storage) along
with a 70-foot tall Telecommunication Antenna Tower in the A (Agricultural) Zone
District.
Water will be provided by an individual commercial well. An engineer designed septic
system will be installed.
Native vegetation, compacted gravel surfaces, asphalt parking areas and a water truck
will be utilized for dust control.
The waste handling plan stipulates that a dumpster will be provided and will be serviced
by Waste Management. Equipment and vehicle washing and maintenance will be
contained in a concrete vault and disposed of by an appropriate disposal company. The
western edge of the site plan contains an area labeled tanks. All used tanks shall be
stored on an impervious surface to ensure contamination of surface or groundwater
does not occur.
We have no objections to the proposal; however, we do recommend that the following
conditions be part of any approval:
Prior to the issuance of the Certificate of Occupancy:
1. An individual sewage disposal system is required for the proposed facility and
shall be installed according to the Weld County Individual Sewage Disposal
Regulations. The septic system is required to be designed by a Colorado
Registered Professional Engineer according to the Weld County Individual
Sewage Disposal Regulations.
We recommend that the following requirements be incorporated into the permit as
development standards:
1. All liquid and solid wastes (as defined in the Solid Wastes Disposal Sites and
Facilities Act, 30-20-100.5, C.R.S., as amended) shall be stored and removed
for final disposal in a manner that protects against surface and groundwater
contamination.
2. No permanent disposal of wastes shall be permitted at this site. This is not
meant to include those wastes specifically excluded from the definition of a
solid waste in the Solid Wastes Disposal Sites and Facilities Act, 30-20-100.5,
C.R.S., as amended.
3. Waste materials shall be handled, stored, and disposed in a manner that
controls fugitive dust, fugitive particulate emissions, blowing debris, and other
potential nuisance conditions. The facility shall operate in accordance with the
approved Waste Handling Plan, at all times.
4. Fugitive dust and fugitive particulate emissions shall be controlled on this site.
The facility shall be operated in accordance with the approved Dust Abatement
Plan, at all times.
5. This facility shall adhere to the maximum permissible noise levels allowed in
the Non-specified Zone District, as delineated in Section 14-9-30 of the Weld
County Code.
6. Adequate drinking, handwashing and toilet facilities shall be provided for
employees and patrons of the facility, at all times.
7. Sewage disposal for the facility shall be by septic system. Any septic system
located on the property must comply with all provisions of the Weld County
Code, pertaining to Individual Sewage Disposal Systems.
8. A permanent, adequate water supply shall be provided for drinking and sanitary
purposes.
9. All potentially hazardous chemicals must be handled in a safe manner in
accordance with product labeling. All chemicals and used tanks must be stored
secure, on an impervious surface, and in accordance with manufacturer's
recommendations.
10.Any vehicle or equipment washing areas shall capture all effluent and prevent
discharges in accordance with the Rules and Regulations of the Water Quality
Control Commission, and the Environmental Protection Agency.

11.The applicant shall obtain a Colorado Discharge Permit System or CDPS
permit from the Colorado Department of Public Health and Environment
(CDPH&E), Water Quality Control Division, as applicable.
12.The operation shall comply with all applicable rules and regulations of State
and Federal agencies and the Weld County Code.

After reviewing the application and documents submitted the Building Department has the
following comments:
A building and electrical permit will be required, per Section 29-3-10 of the Weld County Code,
for any new structures ,additions or renovation to any structures. A building permit application
must be completed and two complete sets of engineered plans. MSDS sheets for all materials
stored shall be submitted with building permit applications.
Buildings and structures shall conform to the requirements of the various codes adopted at the
time of permit application. Currently the following has been adopted by Weld County: 2012
International Building Code; 2012 International Mechanical Code; 2012 International Plumbing
Code:; 2012 International Fuel Gas Code; 2006 International Energy Code; 2011 National
Electrical Code; 2009 ANSI 117.1 Accessibility Code and Chapter 29 of the Weld County Code.
A Fire District Notification letter shall be submitted to the Fire District with jurisdiction for review and
comments and submitted with Commercial Permit application to Weld County

Dear Mr. Gathman:
This referral does not appear to qualify as a "subdivision" as defined in Section 30-28-
101(10)(a), C.R.S. Therefore, pursuant to the State Engineer's March 4, 2005 and March 11, 2011
memorandums to county planning directors, this office will only perform a cursory review of the referral
information and provide informal comments. The comments do not address the adequacy of the water
supply plan for this project or the ability of the water supply plan to satisfy any County regulations or
requirements. In addition, the comments provided herein cannot be used to guarantee a viable water
supply plan or infrastructure, the issuance of a well permit, or physical availability of water.
The application is for a Site Specific Development Plan and Use by Special Review Permit for
mineral resource facility including an oil and gas support and service facility for storage and staging of oil
and gas equipment along with buildings utilized for an office, light vehicle maintenance and material
storage, along with a 70-foot tall telecommunication antenna tower. The water supply for the property is
proposed to be through a new commercial well. The Applicant submitted a well permit application for a
new commercial well, however this application was returned to the Applicant for additional information on
March 20, 2014. The application will be re-evaluated at the time is received in this office.
