Mr. Bob White, President Weld County Council Centennial Center Greeley, CO 80631 Dear Mr. White: As per your request for a letter of my concerns stated at the last regular meeting of the County Council: 1. I feel an apology is due Mr. David by Mr. Oliver, inasmuch as Mr. Oliver did call Mr. David a liar in the meeting between the Weld County Council and the Comndssioners on April 18, 1978. The truth of Mr. David's statements previously given the Board of County Conmissioners was amply substantiated at the May 2, 1978 meeting of the Weld County Council. I further feel that the Weld County Council should pass a resolution exhonerating Mr. David completely and further, should only accept Mr. Jenkins report as in- correct. 2. Mr. Robert Martin has previously made demand upon Weld County for $800,000.00 and subsequently filed an action in Weld County District Court asking for $800,000.00 of County taxpayers' money. The Weld County Council, at the May 2, 1978 meeting indicated that Mr. Martin had never reported a potential, possible conflict of interest regarding this matter, and inasmuch as the Weld County Council, during 1976 and 1977, sought and obtained the prosecution of Mr. Victor L. Jacobucci for precisely the same thing, namely, failing to disclose a potential, possible conflict of interest, many people are concerned as to whether or not the Weld County Council will treat Mr. Martin's situation in the same manner. The Weld County Council acts as a budget review board, and the $800,000.00 7ea4ae Mr. Bob White May I , 1978 Page two that Mr. Martin is seeking would require Weld County to levy taxes at approximately 1.3 mills in order to raise this amount of money. 3. On or about March 6, 1978, Anthony T. Jenkins submitted a purchase order/voucher for payment for services rendered as performance auditor for and on behalf of the Weld County Council. On that voucher, Mr. Jenkins claimed a certain amount of time investigating the Department of Social Services and their response to a child abuse corm plaint concerning one of the County Council members. Subsequently, the same County Council member filed suit against Weld County in connection with the very matter investigated by Mr. Jenkins at taxpayers expense. It is therefore obvious that Mr. Jenkins was performing services of a personal nature for and on behalf of one of the Council members in spite of the fact that the Weld County Council, by letter dated March 21, 1978, addressed to Mr. Ed Dunbar, Chairman of the Board of County Carmissioners, did state that all of the matters listed on Mr. Jenkins voucher were performed pursuant to the instructions of the Weld County Council. I would therefore ask the Weld County Council if there is any conceivable benefit which the taxpayers of Weld County could have realized from Mr. Jenkins investigation, at public expense, of this purely private matter. Finally, I would request that the Council make a ruling as to whether or nor there was a conflict of interest by the Council author- izing this investigation by Mr. Jenkins.
