I appreciate you taking the time out of your busy schedules to meet with me. Your updates on Weld County's spring runoff preparation were very informative. I valued the feedback and questions that you had in regards to how the State can help with some of the issues your communities are facing after the flooding in September. I have done my best, below, to help answer questions and guide you to the right resources in response to your concerns: • Following the meeting, I received an email from Weld County Director of Emergency Management Roy Rudisill with a follow-up question to the issues raised during our meeting regarding Weld County's seven sites that were affected by the flood that are covered by the Federal Highway Administration ER Program (FHWA-ER). Weld County has been working to secure contractors to complete the additional emergency work to prepare for spring runoff but learned that, due to what appears to be a technicality, is not able to proceed with the work. I appreciate the follow up from Roy. It is our understanding that Weld County was very responsive in request for additional information regarding resiliency work covered as emergency response. However, time expired before approvals could be given. I spoke to the Colorado Department of Transportation (CDOT) and learned that Johnny Olson and Kyle Lester from CDOT are working to find solutions with FHWA. It is my understanding that Roy Rudisill has additional details that he is following up on with CDOT. The State will continue to do whatever we can to get closure on these issues quickly so as to not impede important work that needs to be completed. The contact for Roy on this, as well as reimbursement questions, is Aaron Greco at CDOT, Aaron.Greco@state.co.us. • Some general comments came up about preparedness and evaluations that may have been done by the U.S. Army Corps of Engineers (USACE) and the Colorado Department of Natural Resources. We are happy to coordinate with the local contacts to be sure that you have information you need in your preparedness efforts. Tim Gouger with the USACE has been in contact with Roy Rudisill and the Weld County Flood Plain Manager CSIY MAuft-tc G 11\ ,t3C oO4/.5- 4 30-ao,. 2014-1354 April 14, 2014 Page 2 this week regarding pre-flood survey documentation covering the Big Thompson River (e.g. specifically near Milliken, Johnston, Loveland, and Evans). Clay Kimmi, Weld County Flood Plain Engineer, will be providing the USACE with pre-flood LiDAR data; the USACE will provide the comparison results to Mr. Rudisill to assist with stream hazard evaluations. Clay can be contacted at ckimmi@co.weld.co.us. • There was a question regarding river capacity and debris impact. The Recovery Office suggests the best way to determine the river's capacity and debris impacts is to participate on the Big Thompson River Restoration Coalition. The Coalition has hired a consultant to develop a master plan from the outfall of Lake Estes to the confluence with the South Platte River. Milliken is part of the Little Thompson River Coalition, and they are also engaged in master planning. Finally, Evans is contemplating master planning from the St. Vrain Confluence to the Poudre Confluence of the South Platte.
