HomeMy WebLinkAbout20143374.tiff RESOLUTION RE: APPROVE INSTALLATION OF TRAFFIC CONTROL DEVICES ON COUNTY ROAD 69 BETWEEN COUNTY ROAD 380 AND END OF COUNTY MAINTENANCE WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Weld County Department of Public Works has recommended to the Board that 55 Miles Per Hour signs be installed on County Road 69 between County Road 380 and the end of County maintenance, to ensure safety to the traveling public, and WHEREAS, the Board has determined that said traffic control devices are necessary for the protection of the general public. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, that the Department of Public Works be, and hereby is, directed to install 55 Miles Per Hours signs on County Road 69 between County Road 380 and the end of County maintenance, for the safety of the general public, and said signs shall conform to the State Manual of Uniform Traffic Control Devices. The most recent traffic count was taken in October 2014 the AADT was 907 vpd with 30% trucks and an 85th percentile of 59 mph. The Manual on Uniform Traffic Control Devices (MUTCD) recommends posting the speed limit within 5 mph of the 85 percentile speed limit (Section 2B-13). Other factors such as road characteristics, roadside development, accident records, and shoulder conditions may be considered when establishing speed limits. WCR 69 is a paved road and is classified as a local road. Research into the recent accident records showed 3 property damage only accident on this segment of roadway in the past 4 years. Based upon the traffic count and a field visit the recommended posted speed for CR 69 is 55 mph.The Manual on Uniform Traffic Control Devices(MUTCD) recommends in section 28.13 Speed limits(R2-1): When a speed limit within a speed zone is posted, it should be within 5 mph of the 85th-percentile speed of free-flowing traffic. It goes on further to identify other factors that may be considered when establishing or reevaluating speed limits are the following: A. Road characteristics,shoulder condition,grade,alignment,and sight distance; B. The pace; C. Roadside development and environment; D. Parking practices and pedestrian activity;and E. Reported crash experience for at least a 12-month period. The 85th percentile for this segment of CR 69 is 59mph meaning the speed limit could be posted between a range of 54mph to 64 mph. Most speed limit signs are in spacing of 5 mph meaning the options of posting the speed limit could be 55 mph or 65 mph.The standard roadway speed in Weld County is 55 mph;Public Works recommends that the speed limit be posted at 55 mph. Based upon the investigation of the roadway condition there were not significant issues with the road characteristics,shoulder condition,grade,sight distance and alignment.All were found to meet Weld County Standards.The pace,roadside development and environment were typical for a rural Weld County roadway.Parking is not allowed on County roadways and the area is zoned agriculture meaning there is not the expectation of a large amount of pedestrian activity versus an area identified as residential. Public Works performed an engineering safety analysis for CR 69.Based upon this analysis which is explained below in the memo,there is not a high crash experience or accident rate for this segment of CR 69.Based upon the information above the recommendation stands to post the speed limit at 55 mph. Public Works staff pulled all accident or crash reports from years 2003-2013 for the roadway section. For all of the reasons listed above the recommended speed limit would be 55 mph. This road dead ends into the 70 Ranch but sees an ABUNDANCE of oil field traffic every day, 24/7. I am not against the oil and gas industry as we need these resources. My complaint is with the way these people drive on CR 69.There is total disregard for the speed limit, for the traffic signs, for the yellow no passing lines and for other traffic on the road. Some of the guys like to drag race as they come from the 70 Ranch;they pass other vehicles that are going the speed limit,even crossing the no passing yellow lines,or on the curves. I even had a worker in his personal car pass me on the bridge! Many of the guys are talking on their phones, not paying attention, and driving into the next lane of traffic or running the stop signs. We take our lives in our own hands every day we drive this road! +tip Another issue is the trash these people leave behind on edf road. Signs on the 70 Ranch restrict them to 20 MPH and no littering, among other rules. As soon as they come from the Ranch, they start speeding and they dump their trash on CR 69. There is NO RESPECT for our community that they pass every day and it is becoming a HUGE nuisance. I used to take walks on this road but it is too dangerous anymore. We used to have deer in the area but they have almost vanished, several of them being killed on the road by the speeding drivers. There was another one killed just this morning right at the bridge where they like to hang out. If these people cared, they would drive slower, especially in this area. Something needs to be done sooner than later before someone is hurt badly or even killed. The speed limit could be reduced at least past our community—and enforced with a sheriff in the area. I would even like to see the gate to the 70 Ranch closed once again. I am a tax payer of this county and I am pretty certain that the majority of these workers are out of state or at least out of county. They do generate a lot of taxes for the county but they need to respect the area they are working in and the people who live here.They will get to leave all this behind—we will still be living here in their mess. Put the taxes to work for us by reducing and enforcing speed limits; enforcing the traffic laws; and putting up no littering signs and enforcing them. Thank you for considering helping out our community by reducing the speed limit on CR69 and enforcing it, as well as enforcing other traffic laws. Sincerely, Floyd and Jill Sullivan 24607 Cottonwood Lane Kersey, co 80644 pp��gr G-�T� - To Whom It May Concern: I am writing this to add my support with the rest of my neighbors who live on W.C.R. 69 heading towards the 70 Ranch gates aka Cottonwood Falls. When we moved out to this area 7 years ago there was not much traffic on road 69. We loved it because we could go for walks up to the 70's ranch gates or down to the river. It was very peaceful. However, the 70's ranch opened up their land to oil and gas exploration which is not a bad thing but the amount of traffic generated by that decision has impacted our little quiet community tremendously. We no longer can walk to the 70's ranch gates without becoming road kill. We can no longer walk to the river without being road kill. In essence the welders and workers who work for Bonanza Creek are the most disrespectful and dangerous group of people. Once they leave the 20 miles per hour at the ranch they come racing down our county road doing over 50 mph and if you think they stop at the stop sign at WCR 69 and 380 your sadly mistaken. They then fly up 69 towards Hiway 34 sometimes crossing over the lane markers even if there is oncoming traffic...we have to move for them. The amount of trash they have littered our road is disgusting. I am going to make it a personal effort to gather their trash and put it at the gates of the 70's Ranch with a note telling them "This is YOUR trash". They have no respect for the environment or the beauty of living in the country. These drivers are causing a very unsafe environment for not only our community but to the wildlife around our area. I know the 17 Ranch has had some concerns about the speeding also. It's time to make a serious decision about the speeding. Either have the 70's Ranch close their gates and force the welders and Bonanza Creek workers to take the oil field road or post speed limit signs and ENFORCE them. I have made several calls to the Weld County Sherriff's office to help us patrol our road but they are stretched all over and can not come to our aid. They most likely will when someone get's hit or dies but until then we need help. I have also called Bonanza Creek and asked them to have a talk with their personnel and anyone involved going up to the Ranch but it seems to fall on deaf ears. And a last comment.... When the flooding happened a year ago September, we who live at Cottonwood Falls had permission to take the oil field road thru the 70's Ranch to get to our homes. We respected their rules of 20 miles per hour, pull over for large trucks, and close the gates coming and going. I even held gates open for a long line of trucks entering or leaving as a courtesy to them. It would seem to me that the same courtesy should be given to us. Thank you. ry nn u Co ton ood Falls Homeowner To whom it may concern, 10-24-14 This letter is regarding the speed of traffic near our home on Weld County Road 69,just north of Hwy 34. It is becoming a MAJOR safety concern. There are children of all ages, pets,and residents who live in our community of 13 homes right off of the county road. There was a time when we could take our oldest son for a walk to the river and back,without any worries at all. Now the oil field and ranch traffic heading up to and from the gates at the 70 Ranch is just too heavy to even think about a long walk. Sadly, our second son has not gotten that chance to walk to the river. Even walking to the mailboxes can be a concern when these vehicles are going increasingly faster and often even drag racing. If(when) there is an accident it could happen near our driveway and mailboxes when someone is out retrieving his or her mail. It could easily also involve a resident's car, perhaps even the Platte Valley school bus, also traveling along the county road. Not to mention the abundant wildlife that lives in the river bottom and are often crossing the road. White-tailed deer and turkey just to name a couple. They could easily be killed or be an accessory to an accident due to the ridiculous speed of travelers through there. I am not sure of the solution to this problem, perhaps more patrolling by our State Patrol, perhaps close these gates and have the traffic go around like they did just two years ago. Please take these ideas into consideration when deciding how to remedy this'accident waiting to happen' issue. Thank you for your time and attention in this matter.
