RE: APPROVE TEMPORARY ASSEMBLY PERMIT - ROCKY MOUNTAIN WILDLIFE
CONSERVATION CENTER, INC., DBA THE WILD ANIMAL SANCTUARY
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, Rocky Mountain Wildlife Conservation Center, Inc., dba The Wild Animal
Sanctuary, 1946 CR 53, Keenesburg, Colorado, 80643, has presented to the Board of County
Commissioners an application for a Permit for Temporary Assembly on land within the
unincorporated portion of the County of Weld, State of Colorado, to be held from 6:00 PM until
9:00 PM, on May 17th and 31st; from 6:00 AM to 9:00 PM on June 7th and 8th; and from 6:00 PM
until 9:00 PM, on June 14th and 28th, July 12th and 26th, and August 9th and 23rd, 2014, on
property described as follows:
Rocky Mountain Wildlife Conservation Center, Inc.,
dba Wild Animal Sanctuary, 1946 WCR 53,
Keenesburg, Colorado, 80643; being further
described as 1946 County Road 53, Keenesburg,
Colorado 80643; being more fully described as Lot B
of Recorded Exemption #2344, being part of the
N1/2NW1/4 of Section 28, Township 1 North, Range
64 West of the 6th P.M., Weld County, Colorado
WHEREAS, said applicant has paid Weld County the sum of ONE-HUNDRED DOLLARS
($100.00) for said Weld County Permit for Temporary Assembly, and
WHEREAS, having examined said application, the Board deems it appropriate to grant a
Weld County Permit for Temporary Assembly to the Wild Animal Sanctuary, and
WHEREAS, said permit shall be issued subject to compliance with the terms and
conditions as set forth in the application materials and upon the express condition and agreement
that the temporary assemblage will be conducted in strict conformity to all laws of the State of
Colorado and the Weld County Code, and
WHEREAS, any violation to said terms and conditions shall be cause for revocation of
said permit and forfeiture of bond.

NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that said Weld County Permit for Temporary Assembly on May 17th and 31st,
June 7th, 8th, 14th and 28th, July 12th and 26th, and August 9th and 23rd, 2014, be, and hereby
is, granted to The Wild Animal Sanctuary to conduct a temporary assemblage at the hereinabove
described location.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 30th day of April, A.D., 2014.

Run event had 1,300 last year-so 3,000 is a most-likely an exaggerated guess for 2014 attendance
Dinners are capped at 85 tickets for each event

All water is bottled commercial brands-and waste receptacles are located throughout run event and dinners
with contracted waste disposal provided by Waste Management Inc.

Waste receptacles are placed in numerous locations and collected by volunteers. Then put in large waste dumpsters provided by Waste Management

Waste Management will provide a minimum of 20 Female specific Porta Poties-20 men specific porta polies
and 10 ADA compliant porta poties for the running events... and the fundraising dinners are held within
100 feet of the Sanctuary Visitor Bathrooms.

10. Identify the plans to provide for medical facilities, including the location and construction of
any structures, the names, addresses, and hours of availability of emergency medical
technicians and nurses and provisions for emergency ambulance service:
8'X 40'medical trailer will be on-site for use as needed,and ambulatory and emergency services will be
provided by South East Weld Fire Protection District-per contract signed by Tom Beach-Chief of SEWFPD
11. Identify the plans, if any,to illuminate the location of the assembly, including the source and
amount of power,and the location of lamps:Run and dinner events end before dark.
12. Identify the plans for parking vehicles, including size and location of lots, points of highway
access and interior roads, including routes between highway access and parking lots:
The Dinner event utilize the Sanctuary's current parking lots and have no problem accommodating 85 attendees.
The run-walk event utilizes the Sanctuary's north parking lot that has 240 parking spaces(10'X 20'each),and
an overflow parking area that has 320 parking spaces. All access is off of county road 53(see map).
13. Identify the plans for communications with hospital, police, and fire services, including the
source,amount, and location of communication equipment: South east Weld Fire Protection
District will be on hand for emergency and ambulatory services during run-walk event,and the Sanctuary's
Staff and volunteers will assist with emergency services as needed for the run-walk and dinner events.
14. Identify the plans for camping facilities, if any:

15. Identify the plans for fire protection: South East Weld Fire Protection District&Hudson Fire will be on hand.
16. Identify the plans for security, including the number of guards,their deployment,their names,
addresses, credentials and hours of availability and description of peer group control,if any:
Trained Wild Animal Sanctuary Staff and volunteers will be on hand at all events and have both medical,
emergency and crowd control training. Peer group control has worked extremely well in past Sanctuary events
including the run-walk event in 2013.
17. Identify the plans for sound control and sound amplification, if any, including number,
location, and power of amplifiers and speakers:
Entertainment,as well as awards ceremony Public Address systems will be used on Sanctuary property-
however,their level and location will not be an issue with the Sanctuary's location in open farmland,and having 720 acres
belonging to the sanctuary.
18. If applicable, identify plans for meeting County health standards for food concessions and
concessionaires who will be allowed to operate on the grounds, including the names and
addresses of all concessionaires and their license permit numbers:
The University Of Northern Colorado Food Services Group will be catering all events and are fully licensed.
19. Identify the plans, if any, for an electrical system: Permited power sources through weld
county will be used where available,and generators will be used in areas not having permitted&inspected power.

20. Identify the plans to ensure that trees, underbrush, large rocks, and other natural features
shall be left intact and undisturbed, and natural vegetative cover retained, protected and
maintained so as to facilitate drainage, prevent erosion, and preserve the scenic attributes;
and the plans to abate dust on the site: All Sanctuary property and public roads(CR 53)will be
monitored&protected.
- Attach a statement by a bonding company licensed to do business in the State of Colorado
indicating its intent to furnish a bond required in Section 12-1-30.B.13 of the Weld County
Code to ensure performance by the applicant of each of the terms and conditions of the
temporary assemblage permit. $3,000 Cash Deposit given to Commission Clerk
Attach a statement by an insurance company licensed to do business in the State of
Colorado stating its intent to provide liability insurance, as required by Section 12-1-30.6.14
of the Weld County Code, to protect against injury to persons or property occurring as a
result of such an assembly.
- Submit$100.00 fee for each event where three-hundred fifty(350)or more people assemble
or can reasonably by anticipated to assemble at any one(1)location, unless the location is
properly zoned for such assembly, in which case one permit shall be required for the total
number of events scheduled for that location for the reminder of the calendar year, not to
exceed ten (10) events per year. As used herein, the term event means an assembly or
anticipated assembly which is scheduled to last for three (3) consecutive days or less.

The Wild Animal Sanctuary is putting on a 5K & 10K Fun Run'Walk, and a Half/Full Marathon Event on
the weekend of June 7"' & S'l'. 2014. and the South East Weld Fire Protection District hereby agrees to

SUBJECT: Temporary Assembly & Special Event-Wild Animal Sanctuary
The Weld County Public Works Department has reviewed this proposal. Our requirements are as follows:
REQUIREMENTS:
1. No parking will be allowed on Weld County Roadways.
2. The facility has adequate parking for the proposed event.
3. This area is not in a Special Flood Hazard Area (SFHA) as determined by the Federal Emergency
Management Agency (FEMA).
4. The applicant has submitted an acceptable Traffic Control Plan (TCP) prepared by a certified Traffic
Control Supervisor (TCS) for past events. Continue use of the previously approved Traffic Control
Plans.
5. Please submit an Incident Action Plan for the Office of Emergency Management.

Concert Series
In response to your request, Environmental Health Services has reviewed the Temporary
Assembly Permit for The Wild Animal Sanctuary Summer Safari Series, located at 1946
CR 53, in Keenesburg, Colorado.
After reviewing the application, and discussing operations with Bob Grand, the following
are the recommendations made by this Department:
1) Temporary hand washing stations should be located outside the portable toilets. We
recommend that there be one hand washing station for every two portable toilets
(provided the toilets are in close proximity to one another). If the portable toilets are
spread throughout the facility we recommend one hand washing facility per toilet.
