Dear Mr. Raye:
This letter is in response to a request for water service to serve the following property described as
follows:
Part of the N 'A SE '/ Section 8,Township 2 North, Range 67 West, Weld County, Colorado
Water service can be made available to the above described property provided all requirements of
Central Weld County Water District, Northern Colorado Water Conservancy District and the U. S.
Bureau of Reclamation are satisfied. Central Weld County Water District will require that Tap
Assignments be consummated prior to the setting of a tap or this letter shall become null and void unless
extended in writing by the District. Subdivisions requiring 10 or more taps will be required to purchase
and transfer raw water prior to District approval. Please note that it is your responsibility to contact
Northern Colorado Water Conservancy District at 800-369-7246 for petitioning confirmation into
the Northern Colorado Water Conservancy District and the Subdistrict of Northern Colorado
Water Conservancy District(Windy Gap). Central Weld cannot issue a tap until all requirements
are satisfied. This is in accordance with the Rules and Regulations of Northern Colorado Water
Conservancy District. Central Weld cannot issue a tap until all requirements are satisfied. A review of
the District's system in this water service area will need to be done prior to water taps being sold. A line
extension may be needed to serve this property.
Due to the rapid cost increase of raw water, existing tap fees may not apply for water service to this
property. The District will not notify, by separate letter. any prospective landowners or land purchasers
of tap fee or line extension cost increases. The cost of a tap fee and/or line extension will have to be paid
in advance to the District by the prospective customer in accordance with District policy within one (I)
year from the date of this letter
It is your responsibility to confirm with your local Fire Protection Authority if fire flow water capacity is
required for your project.

Sheri,
I have been in communication with Central Weld County Water District("CWCWD")and I have reviewed their
water supply plan pursuant to Section 29-20-304(3),C.R.S. Section 29-20-304(3),C.R.S.allows for a water supply
plan meeting certain qualifications to substitute for either the report or letter required in subsections(1)and (2)
of Section 29-20-304,C.R.S. The CWCWD water supply plan meets the statutory criteria and thus,a letter
containing the details required under Section 29-20-304(2) is not necessary. For Panorama Estates,the current
can serve letter issued by CWCWD is sufficient. For future applications requiring an adequacy of water
determination and where the supplier is CWCWD,a simple can serve letter similar to that submitted for
Panorama Estates indicating whether CWCWD is willing to serve is sufficient.
I will be contacting other water providers to see if they can submit their water supply plans to me for review.
Hopefully, this will simplify the process moving forward.

The engineer did not provide a site plan to show how this drip irrigation system was going to fit on the lot.The new State
regs will allow size reductions using pre-treatment(see Table 10-1 under section 43.10 below). The perc rate for the site was
80 mpi. Based on this perc rate,the LTAR that may be used if pre-treatment is used is 0.3 gpd/sq.ft.The engineer used 0.27
gpd/sq.ft.for the drip irrigation system design. So, I don't think is going to make much difference in size. Maybe a smaller
house footprint to get the septic to fit.Or maybe they can check with the utility for approval to encroach their easement(as
long as they meet other setbacks).

Tom,
Please find the attached.The yellow box is the approximate size of the septic fields and all the other boxes are various restrictions.
The county won't make any exceptions except for the most rare of cases,so I'm not sure where to place the system.The only area available
is uphill and on a slope and there are utility easements that I am sure you are not supposed to build a septic in,but I wasn't 100%certain. I
cod Wolf so he could also see the dilemma and see if we can split the zones up or do something outside of the box to get this to fit in the
available areas.

United Power is the provider of electric service in the area to the proposed 16 lot subdivision to
be named Panorama Estates, located at TBD WCR 17, aproxiamately a .5 mile south of WCR
24. There is electrical distribution in the area that may or may not need to be upgraded,
depending on the requirements of the site, in order to provide capacity and safe reliable power to
the area.
Service will be provided according to the rules, regulations, and policies in effect by United
