The Weld County Public Works Department has reviewed this proposal. This project falls under the
Use by Special Review Standard, Weld County Code, Chapter 23, Article II, Division 4, Section 23.
Staff comments made during this phase of the Use by Special Review process may not be all inclusive;
as other issues may arise during the remaining application process.
COMMENTS:
CR 100 is a local gravel road and requires a 60-foot right-of-way at full build out. There is presently a
60-foot right-of-way. This road is maintained by Weld County. Pursuant to the definition of SETBACK
in the Weld County Zoning (23-1-90), the required setback is measured from the future right-of-way
line.
REQUIREMENTS:
Site Plan:
Show 60' of right-of-way for CR 100; standard tracking control for access onto gravel roads includes
double cattle guards across both lanes at the access point.
Access Permit Application Form:
Approved by the Traffic Engineer, AP12-00388; show on plat
Noxious Weeds:
Should noxious weeds exist on the property or become established as a result of the proposed
development, the applicant/landowner shall be responsible for controlling the noxious weeds, pursuant
to Section 15-1-180 of the Weld County Code.
Traffic Study:
The applicant is indicating in the questionnaire that there will be approximately 10 vehicles per day on
site.
Drainage Report:
The applicant submitted a Drainage Analysis for review from Kleinfelder West,lnc. dated October 25,
2013. The historical flow patterns and run-off amounts will be maintained on site
Grading Permit:
If more than one acre is to be disturbed, a Weld County Grading Permit will be required prior to the start
of construction.
Flood Hazard Development Standards:
This area IS NOT in a Special Flood Hazard Area (SFHA) as determined by the Federal Emergency
Management Agency (FEMA).

Environmental Health Services has reviewed this proposal for a mineral resource
development facility, for oil and gas support and service, (cryogenic facility for the
processing of natural gas products), and related equipment and structures, and one
communications tower [100 feet in height] in the A (agricultural) zone district
There will be two to four full time employees located at the facility on a daily basis. A
septic system will be installed during the construction phase of the facility. A well permit
has been issued which allows for "drinking and sanitary facilities for a commercial
business. Water from this well shall not be used for lawn or landscape irrigation or for
any other purpose outside the business building structure." As the well is permitted for
drinking, bottled water would not be the primary potable water source.
The waste handling plan stipulates that refuse will be contained and removed by Waste
Management. The plan includes a list of types and quantities of chemicals to be stored
on site. Procedures for cleanup and disposal of spilled hazardous materials will be
included in the Spill Prevention Control and Countermeasure plan (SPCC). The plan
shall be available on site at all times.
On site dust will be controlled by graveling roadways and a water truck will be utilized if
necessary.
We have no objections to the proposal; however, we do recommend that the following
conditions be part of any approval:
We recommend that the following requirement be incorporated into the permit as a
condition that must be met one month prior to operation:
1. A signed copy of the Spill Prevention, Control and Countermeasure Plan shall be
provided to Environmental Health Services Division of the Weld County
Department of Public Health & Environment.
We recommend that the following requirements be incorporated into the permit as
development standards.
1. All liquid and solid wastes (as defined in the Solid Wastes Disposal Sites and
Facilities Act, 30-20-100.5, C.R.S., as amended) shall be stored and removed for
final disposal in a manner that protects against surface and groundwater
contamination.
2. No permanent disposal of wastes shall be permitted at this site. This is not
meant to include those wastes specifically excluded from the definition of a solid
waste in the Solid Wastes Disposal Sites and Facilities Act, 30-20-100.5, C.R.S.,
as amended.
3. Waste materials shall be handled, stored, and disposed in a manner that controls
fugitive dust, blowing debris, and other potential nuisance conditions. The
applicant shall operate in accordance with the approved "waste handling plan", at
all times.
4. Fugitive dust and fugitive particulate emissions shall be controlled on this site.
The facility shall be operated in accordance with the approved "dust abatement
plan", at all times.
5. Adequate drinking, handwashing and toilet facilities shall be provided for
employees and patrons of the facility, at all times.
6. Sewage disposal for the facility shall be by septic system. Any septic system
located on the property must comply with all provisions of the Weld County Code,
pertaining to Individual Sewage Disposal Systems. (Department of Public Health

7. A permanent, adequate water supply shall be provided for drinking and sanitary
purposes. (Department of Public Health and Environment)
8. This facility shall adhere to the maximum permissible noise levels allowed in the
Industrial Zone as delineated in Section 14-9-30 of the Weld County Code, or
with all applicable State noise statutes and/or regulations.
9. All potentially hazardous chemicals must be handled in a safe manner in
accordance with product labeling and in a manner that minimizes the release of
hazardous air pollutants (HAP's) and volatile organic compounds (VOC's). All
chemicals must be stored secure, on an impervious surface, and in accordance
with manufacturer's recommendations.
10.The Spill Prevention, Control and Countermeasure Plan shall be available on
site, at all times.

11.The operation shall comply with all applicable rules and regulations of State and
Federal agencies and the Weld County Code.

After reviewing the application and documents submitted the Building Department has the following
comments:
Building and electrical permits will be required for the cryogenic facility and any new construction,
alteration, or addition to any building on the property per Section 29-3-10 of the Weld County Code.
Currently the following codes have been adopted by Weld County: 2012 International Codes; 2006
International Energy Code; 2011 National Electrical Code.

Dear Sirs:
Thank you for your recent correspondence dated 18 November 2013, concerning the proposed
construction of a natural gas processing/treatment plant (to be known as the Centennial Gas Plant)
in Weld County. Our office has reviewed the submitted materials.
A search of our files indicates that this area has not been comprehensively surveyed for historic or
archaeological resources. Aerial views of the project site show no standing houses, barns, or
other structure. However, it is possible that historic and/or prehistoric subsurface remains may be
present within the project's Area of Potential Effect.
Under state and federal laws, our office takes on a consulting role in projects that involve federal
or state funding, permits, and/or land. As a consulting party, we work with the appropriate
federal and state agencies to identify and protect cultural resources (such as historic buildings and
archaeological sites). Projects that do not have state or federal involvement arc not covered by
these laws, and our office operates in an advisory capacity only.

Dear Mr. Ogle:
This referral does not appear to qualify as a "subdivision" as defined in Section 30-28-101(10)(a),
C.R.S. Therefore, pursuant to the State Engineer's March 4, 2005 and March 11, 2011 memorandums to
county planning directors, this office will only perform a cursory review of the referral information and provide
informal comments. The comments do not address the adequacy of the water supply plan for this project or
the ability of the water supply plan to satisfy any County regulations or requirements. In addition, the
comments provided herein cannot be used to guarantee a viable water supply plan or infrastructure, the
issuance of a well permit, or physical availability of water.
The application is for a site specific development plan and use by special review permit for a mineral
resource development facility on a parcel of 41.376 acres. The proposed Centennial Gas Plant will treat and
process natural gas. The site is anticipated to be staffed by two to four employees on a daily basis.
Bottled water will be provided for construction personnel during construction and for staff during
operations. Portable toilets will be provided during construction. A well, to be constructed under permit no.
289442, will be used in conjunction with a septic system for use by staff. Well permit no. 289442 was issued
for a well to be used for drinking and sanitary facilities inside a commercial business, with an annual
diversion limit of 1/3 acre-foot (108,600 gallons). The permit expiration date (the date the well must be
constructed by) is currently September 20, 2014.
Water for processing will be obtained from commercial sources and stored in a 1,000 gallon tank.
Water for dust suppression and piping testing will be obtained from a municipal water source and
transported by water truck to the site. No water is anticipated to be required for any landscaping at the site.
SO long as the proposed well is used in accordance with the terms and conditions of well permit no.
289442, this office has no objection to the subject proposal. Should you or the applicant have any
