Dear Local Government Representative,
In an effort to be more environmentally friendly, enclosed please find a CD with a copy
of the 10-year and 20-year Joint Transmission Reports that Public Service Company of
Colorado (Public Service or Company) recently filed with the Colorado Public Utilities
Commission (CPUC). The reports were produced jointly with Tri-State Generation &
Transmission and Black Hills Energy. These plans contain transmission planning
information for each Company as required by Commission Rule 3627.
We have enclosed a hard copy of the ten-year transmission plan map that includes all
projects listed in this report for your convenience. Should you require a hard copy of
these reports,please contact me.
Rule 3627 requires that regulated utilities prepare and file their transmission plans on a
biennial schedule. The first plan was filed on February 1, 2012 and included all projects
planned for the next ten years based on information known to date. Starting on February
1, 2014, the transmission plans are also required to include longer-range scenarios that
consider a twenty (20)-year transmission planning horizon. The plans include all
proposed transmission facilities 100kV or greater. The purpose of sending you this
document is to ensure that you are aware of the transmission planning process and
planned projects, which are included in the reports. The projects specific to Public
Service are found in the ten-year report in Appendix F.
Another requirement of Rule 3627 is that utilities must provide government agencies and
other stakeholders with opportunities for meaningful participation in the transmission
planning process. A primary goal is to allow stakeholders the opportunity to identify
alternative solutions to the proposed electric transmission projects. In 2013, Public
Service held a series of meetings to engage stakeholders in this process.
