REVIEW (USR) QUESTIONNAIRE

1. Explain, in detail, the proposed use of the property.
2. Explain how this proposal is consistent with the intent of the Weld County Code, Chapter 22 of the
Comprehensive Plan.
3. Explain how this proposal is consistent with the intent of the Weld County Code, Chapter 23 (Zoning) and
the zone district in which it is located.
4. What type of uses surround the site (explain how the proposed use is consistent and compatible with

USR QUESTIONNAIRE for GREATHOUSE SELF & RV STORAGE
1. This proposed project will be a mini self storage facility utilizing approximately five
acres. Construction will start with two buildings totaling 92 units with a potential to add
another 1-5 buildings with a total of 150-400 units over the next five to ten years. Some of the
sites area will be used for boat, RV, and camper trailer storage as well. There will not be a RV
dump station on this site. A coded electric entry gate with a keyed Knox box will be used for
security yet allowing the fire dept emergency access. One 20' X 320' building with doors to the
unit on the north side will be used as screening along CR 50, with the remainder of the front
screening to be six foot tall white privacy style vinyl fence. Six foot tall white privacy style vinyl
fence will be installed on the east and west sides. One 18' wide double swing gate will be
installed on the south east corner with a Knox brand padlock for emergency fire access. Six foot
tall chain link fence with three strands of barbed wire will be installed across the north side of
the proposed area. Recycled asphalt will be use for driving areas.
2. This proposal is consistent with the intent of Weld County Code comprehensive plan:
A. Policy 7.2 Conversion of agricultural land to nonurban residential, commercial and industrial
uses should be accommodated when the subject site is in an area that can support such
development, and should attempt to be compatible with the region.
3. The proposal is consistent with Weld County Code zoning per section:
S. Any use permitted as a Use by Right, an ACCESSORY USE, or a Use by Special Review in the
COMMERCIAL or industrial zone districts, provided that the property is not a Lot in an approved
or recorded subdivision plat or lots parts of a map or plan filed prior to adoption of any
regulations controlling subdivisions.
4. The immediate property around the site is currently farmed to some extent or has farm
residences in the area. We are less than 1/3 of a mile from residential neighborhoods and
Nelson Ball fields, a four field baseball complex. Most of the current growth within the town
and surrounding area falls within covenant controlled subdivisions which exclude RV's, boats,
and camper trailer parking. The town also has a law prohibiting vehicles/trailers being parked
for over 24 hours (Town Municipal Code chapter 8, Article III, section 8-47). All of the current
mini storage sites within 10 miles are at roughly 95%occupancy showing there is a demand for
RV/Boat/Camper storage and self mini storage in our area. In addition, CR 50 is a proposed
arterial road around the town of Johnstown. Our proposed mini storage facility will serve the
local and surrounding communities with a much needed service. We are easily accessible to
Johnstown and Milliken residents, as well as being along one of the main roads many
individuals use to commute around the area making it easy access to area residents.

A. Number of people using this site will depend upon occupancy. At full build out of 400
self storage units and assuming 90-95%occupancy our research indicates on average 4-5
individuals will access their units per day. Additionally 50-65 RV/boat/camper trailer parking
spaces will be utilized. Some seasonal increases may occur with boats and RV/camper usage.
Usage is typically less in the late fall and winter months.
B. There will be no employees stationed on site. All new business will be by phone and
new customers will be met on site to initiate and sign new rental contracts.
C. The hours of operation will be from 5 AM- 11 PM Seven days a week. Access through
coded security entry gate will be enabled during business hours.
D. Buildings will be all steel construction with stamped engineered prints along with
stamped engineered concrete foundations. All self storages units on site will not be heated.
Each unit will have a roll up door installed. All buildings will have one light on a timer in each
unit. All units will have adequate exterior lighting installed per code and will be shielded to
minimize disruption to surrounding properties. The building that runs parallel to CR50 will have
a proposed footprint of 20'X320'. The buildings that run "north/south" will have proposed
footprints of 25'X300'.
E. There will be no animals living on this site. People may have dogs in their vehicles while
loading/ unloading or dropping off boats/RV's.
F. Most vehicles using this facility will be normal cars, pickup trucks, SUV's. There will be
some moving trucks, people dropping off or picking up boats, trailer campers, and RV's.
G. Johnstown Fire Protection District
H. A 5/8" conservative water tap provided by Little Thompson Water will be installed and
used to supply landscape drip irrigation lines.
I. There is a septic system already in place for the house that is on the property. The mini
storage facility will not have built in bathroom facilities therefore will not use any septic system.
J. Normal household items, furniture, office items, tools, etc. will be stored in the units.
Gasoline, paint, and other combustible materials will not be allowed. Boats and RV's will also
be parked outside on site.
6. The proposed landscaping for this project will consist of"Clump and Cluster"
trees/shrubs along County Road 50 to break up the view of the building that parallels the road.
Drought tolerant grass will be planted along County Road 50 in the right of way.
7. This is a long term plan with a substantial investment; therefore there is no proposed
reclamation procedure in place as we have no intent on terminating the USR.
8. The storm water drainage will be handled by a retention pond.
9. The project is scheduled to begin as soon as we've completed the USR process. The first
phase of the project will consist of two buildings, (one that parallels County Road 50, and the
western most building that runs north/south) all fencing, retention pond, and landscaping will
be installed in this phase and is estimated to take approximately 1 year. With full build out of
the remaining buildings scheduled to take place over the next five-ten years.
10. There will be an onsite trash dumpster screened behind the fence for waste.
Traffic Narrative
Most vehicles using this facility will be normal cars, pickup trucks, SUV's. There will be some
moving trucks, people dropping off or picking up boats, trailer campers, and RV's.

Proposed new access for 7111 CR 50
We have had a pre application meeting regarding building a mini storage facility on this sight. One of the
things we are proposing is we would like to have entrance to the storage facility directly across from Telep
Ave. Which is the intersection at CR 50. There is an existing house driveway entrance on the property,
but we would like a separate entrance to the proposed mini storage units so as to not disrupt the renters
living in that house. In addition, we were thinking it might be a better and safer way to control the flow of
traffic at one single point ie. Telep Ave. & WCR50. The facility will have a gated key code entrance that is
located an additional 100' inside the Right of Way so anyone pulling into the facility can pull completely
off the road and out of the 70' ROW before they have to stop and enter a code for entrance so there will
be no standing traffic on CR 50.
We also feel that this would add safety to this intersection as when roads are wet & icy we tend to get
vehicles in the ditch from Telep Ave. as they slide through the current intersection. With the proposed
new access they would not be in the ditch.

Dust Abatement & Waste Handling Plan
The Dust Abatement plan for our proposed project will be to use recycled asphalt on site
around the buildings and in areas that will be used to park RV's, boats, or camper trailers.
The Waste Handling plan will be to utilize an onsite trash dumpster screened by vinyl privacy
fencing. The dumpster will be emptied as needed by a commercial trash disposal company.
A portable toilet will be used on site and maintained by a commercial sewage disposal service
company.
