Bids were received and opened on March 27, 2014 for a Wide Format
Copier/Scanner/Printer for the Clerk & Recorder office. Seven (7) vendors submitted
eleven (11) bids, ranging from $7,494 to $16,183. Attached is the bid tabulation for your
information.
All bids met the posted specs. However, after an evaluation by IT, it was determined that
the Oce Plotwave 340 (with Support Option #1) offered by United Reprographic Supply
best met the business needs of the Clerk and Recorder. The Oce Plotwave 340 uses a
toner-based technology (Electrophotographic), has minimal warm-up time (1 second),
print speed of 4 D-size pages per minute, an easy-to-use interface, and great print quality.
As part of the maintenance contract, the vendor supplies all consumables and includes 4
quarterly preventive maintenance visits to reduce potential downtime. The vendor
knows the C&R business needs and has a 4 hour response time for their Service Level
Agreement. The expected life for this scanner/copier/printer is 10 years. We calculated
a Total Cost of Ownership (TCO) which includes initial cost, maintenance, and
consumables. For the top three solutions on our short-list, this solution had the lowest
TCO over a 10 year period.
With the above information, I recommend the board award the Wide Format
copier/scanner/printer bid (for the Clerk & Recorder) to United Reprographic
Supply for the amount of$12,995.00 (with Support Option #1 at $89.00/monthly).
