The Arapaho and Roosevelt National Forests and Pawnee National Grassland (ARP) has completed a Draft
Environmental Impact Statement(DEIS) to make an oil and gas leasing decision for the Pawnee National
Grassland(PNG) in Weld County, Colorado. The goal of this DEIS is to analyze different leasing alternatives
on the PNG and determine which alternative best meets Forest Plan direction, Forest Service minerals policy,
and the public interest. The DEIS examines three alternatives in detail: (1) No Leasing; (2) No Action; and(3)
No Surface Occupancy (Forest Service preferred alternative).
Publication of the Notice of Availability in the Federal Register on September 3, 2014, will initiate a 45-day
comment period for the Draft EIS. The comment period will end October 20, 2014 at 11:59 pm. The actual 45
days ends on a Saturday, and because of this is extended to the end of the next Federal working day The entire
Draft EIS can be reviewed on and/or downloaded from the Forest Service project website at:

Submit written comments to: PNG Leasing Analysis Comments, Glenn Casamassa, Forest Supervisor, 2150
Centre Avenue- Building E, Fort Collins, CO 80526. Submit electronic comments via our web form located at:
https://cara.ecossstem-manaaement.ore/Public/Commentlnput°project=4]812. Comments may be hand-
delivered Monday through Friday between 8 a.m. and 5 p.m. Regardless of format or delivery method,
• comments must be received or postmarked by October 20, 2014.
Eligibility to file an objection during the objection period is based on submission of timely, specific written
comments on the Draft EIS. It is your responsibility to meet the criteria to file an objection in the future (see 36
Code of Federal Regulations Section 218.5). If you choose to comment, include: (1) your name, address,
telephone number and organization represented(if applicable); (2) title of Draft EIS upon which you are
commenting; (3) comments pertaining to the analysis with supporting rationale that would be helpful to consider
in reaching a decision. Be as specific as possible. Comments must have an identifiable name attached or
verification of identity will be required to file an objection.
Your comments will be considered before any decision is made on this project and will be addressed in the Final
EIS. Notification of issuance of the Final EIS and draft decision document will be mailed to those individuals or
groups who submit comments. If you do not provide comments on the Draft EIS but want to be notified when

Please disregard the August 29, 2014 letter our Acting Forest Supervisor, Ron J. Archuleta, sent to you
concerning the publication of the Notice of Availability (NOA) in the Federal Register on September 2,
2014 for the Pawnee National Grassland Oil and Gas Leasing Analysis DEIS. The Federal Register
published the NOA on September 3, 2014. The 45-day comment period ends on October 20, 2014 at
