DESIGN/CONSTRUCTION COORDINATION MEETING
Minutes held: January 21, 1977 8:00 A.M.
In attendance were:

I._ Phase I
A) Old warranty items
1. Lobby fixtures secured - complete
2. Flickering cafeteria lights - factory representative was on the job
1/26/77 and ordered one new dimmer unit which is scheduled to arrive
2/11/77.
3. Dimmer switches will be converted to conventional on-off switches through-
out the building.
4. Simplex clocks for Assembly Room and 1st floor lobby are being shipped tt
the job. Even trade for old ones, will be installed as soon a;, they arrive.
5. D.A. 's and north entrance snow melting mats will be checked out by
Hardman Electric on 1/29/77. •
6. Driveway post and chain - installed - needs to he painted and signs posted
by Andy.
7. Traffic arm - repaired.
8. Base molding at Commissioners' table - installed.
9. Commissioners' table top - an Acrylic finish will put on the table top.
JO. Elections' couutertop - repaired, will monitor to see if conditions change.
11.. Door trim at Judge's Chamber - replaced .
12. Cut opening and install window in communications door - complete.
33. Carpet in lobby - repaired.
14. Broken sign in lobby should be received by 1/24/77 and .installed.
15. Bent table• insert has been installed and will be monitored to see if
problem is solved.

I. • Phase I
B) Old items discussed:
1. Since the parking gate has been repaired, it is operating satisfactorily.
It was decided to install second parking gate and come off of an exterior
outlet in the jail for temporary power and Phase II for permanent power
after jail has been razed.
2. Alternate heating solutions to melt ice at existing ramp are being inves-
tigated by Architect. Answer by Friday, 1/28/77.
3. It was decided that disconnects at return air fan locations will not be
installed. Each individual motor control center switch will be locked
off when fans are being worked on.
4. Architect submitted completed drawings on the west side, sidewalk stairs
near the sidewalk elevator. This solution was accepted and agreed upon.
Some dimension changes have to be made. Architect will have revised
drawing and field order on Monday 1/24/77.
5. Blocked conduit run between Phase I and Courthouse will be checked out by
Gordon Adler of Howard Electric and Henry Baker of H.P.C.C. to determine
what has to be done.
6. Architect is to have solution to ventilation problem in basement telephone
closet on Friday 1/28/77. Andy Petruzzi suggested that a branch duct be
cut into the basement mechanical room vent duct.
C) New Warranty Items Discussed:
1. Leonard McNish of Howard Electric Company will get with Andy Petruzzi
and resolve dirty fixture problem.
2. Architect will submit for review a solution to the kitchen - cafeteria
problem by Friday 1/28/77. Some proposed solutions were to convert kitchen
to a short order cook style grille - hamburgers and french fries, etc.
A possible suivey of what employees preferred was discussed.
3. Solition to m .king 1st floor west corridor door exitable in case of emer-
ger.oles will he supplied by Architect by Wednesday 1/26/77. Possible
solution - panic bar or similar device.
II. Phase II
A) Modifications:
I. Specifications have been prepared for the Pneumatic Tube System which
will be hid with Bid Package No. 5 - estimated cost $3,500 to $5,000. A
list of suppliers will be submitted to the C.M. from the Architect .
2. Architect will have details, product data and suppliers and field order
on Neutralizer Tank by Wednesday 1/26/77 .
3. Feasibility of Fuseahle lengths in mechanical ducts in Phase II for Tear
Gas, etc. , reasons are to be pursued by Architect.
4. Architect will review interior glass requirements and conditions. Thicker
glass or safer substitute may be in order.
B) General:

decisions pride on glass, finishes and other selective items of concern
in Phase II.
2. Andy Petruzzi notified Architect that no power poles will be left over from
Phase I to use on Phase II. The ones that were left over are being utili-
zed to meet the fire Department inspection requirements.
III. General Items Discussed
1. Four (4) more parking spaces are needed in the basement garage area of
Phase I for shoring required for the construction of Phase II.
2. The fence between the Courthouse and the Jail will be moved south to facili-
tate parking for the Judges.
3. The sitework 0. & M. Manuals set No. 2 of the 0. & M. Manuals for Phase I
and Phase I As—Built Drawings are being prepared for transmittal to Andy
Petruzzi.
IV. Meetings •
A) The next design/construction meeting will be Friday 2/04/77 at 8:00 a.m.
B) The orientation meeting with CNC/NHPQ, H.P.C.C. , the Commissioners, Barton Buss ,
the Sheriff and Undersheriff will be Monday, January 21, 1977 at the American
Legion.

A Item 1 — light fixture in the lobby.
Howard Electric inspected thejob on January 3, removed the light fixture
and subsequently reported that on January 8, all light fixtures in the
L x,, !, lobby will be reinstalled. In the event it cannot all be accomplished
On January 8, the operation will continue on January 15. The new fixture
$. ' will be installed by January 22; the torn carpet in.the lobby will be
repaired during the week of January 10 by Franklin Carpeting the installer.
,. The recommended procedure by Franklin is to patch the individual holes.

' II, Doors
Les Law visited the ,job January 6 and inspected all doors. There are some
additional adjustments and muting devices that will need to be installed
on some doors, the heavy duty closer on the north door has yet to be
installed. The doors will continue to be monitored. in the event the
closer arms that are installed are not satisfactory. A heavy duty surface
mounted closer will be installed on the north doors as an experiment.
III. Posts
' Immediately following the meeting, Henry Baker and Andy Petruzzi will visit
and inspect the site where the posts are needed and take the necessary actic

IV. Cafeteria Fixtures

,S ' irr '/ inspect the problem. Rather than wait for that to happen, a new panel '� `
4'4 or device should be ordered immediately and installed.
1r V. Commissioners. Table
Henry Baker reported that the Commissioner's table has been sanded but not
sealed. The intent is not to seal until all the problems are corrected.
There still are some additional rough spots. ,

the life-of the fixture. H.P. has been directed by the County to disconnect
all reostats to fluorescent tubes. The reostat knob will'remain on the
switch plate cover, but not be operable. The switches in Room 316 adjacent
to Barton Buss' office do arc when flipped on or off. Please correct.
i' . VII. . Election Office Formica
Andy Petruzzi reported that the formica at the Election office on the first
floor is separating.
VIII. Parking Gate
The difficulties in operation and repair of the existing Rusco Parking Gate
It was decided that the second Rusco Parking Gate not be installed. Some
other means of preventing egress to the parking structure in the west lane
should be determined. NHPQ is to study this action and report by January 12.

tl'' The electric mat installed on the north steps to the District Attorney's
1c0t ` ', }'4 office does not operate. This was part of the site electrical work which, tie
was performed by Herdman Electric. Corrective action is necessary.
X. Fan Disconnects
Andy Petruzzi reported that certain fans disconnects which he believed to be
part of the contract were not installed. Loren Bley reported that this
was discussed sometime earlier and that Howard Electric was to deliver
a credit for the uninstalled fan disconnects. That credit has been received.
NHPQ is to study the matter and recommend methods and locations of fan '
disconnects by January 12.

4. EI. • Phase I Maintenance Manuals

Andy has received copies of the Phase I Maintenance Manuals. He asked the
question about the status of the remaining Maintenance Manuals, in particular •
the site work Maintenance Manuals, with regard to electrical, Herdman Electric.
II Phase II
,.it, ' A. itecent Modifications to the Drawings •1P1I :
Loren distributed that date, January 7, to Hensel Phelps and Howard Electrical
and Economy Mechanical Industries Inc. the revised Architectural Drawings and
Specifications. The primary changes were in Detention equipment, going from
swinging doors to sliding detention doors and some masonry modifications.
These Detention changes should not have any affect upon the mechanical or
electrical contractors. This item will need to be confirmed.
B. Finishes
The finishes in the cells other than women and work release programs will
be bare concrete or bare concrete masonry units. There should be no paint
no carpeting or no vinyl in these areas. The only areas that some variation
should be considered are, women and work release areas. Care should be
taken to see that the proper mortar is specified in these areas. Jerry Pope
is under the impression that it should be Type "5". Please verify.
C. Funding Schedule
. Funding schedule was briefly .discussed and' pointed out that at the end of
the first quarter of 1977 the fund balance is approximately $7,000. After 'f` 'ly'
all expenses being made. This is the maximum situation. The Phase II
741 estimate was completed on January 6 and at this point in time we feel that
r.. 'r. ` i qa` the job is in balance. There is approximately' $50,000 to .$75,000 worth of),
potential savings. However, this money should be held in reserve and not
transferred to the site work until all bidding is complete and scope
increases are complete.
• D. Bid List

The bid list for bid package No. 4 was distributed to the Architect, Super—
intendent and County.
E. Scope Increases •
•
Loren Bley brought to the attention of the group that a pneumatic tube system
is needed in the jail on the first floor and the lift situation at the Phase
• I garage is inadequate. Solutions to both theseproblems will be presented •
on January 19.

A. Next meeting will be January 21, 1977, 8:00 a.m. in Barton Buss'
Conference Room.
B. The Architect and Hensel Phelps request a joint meeting of the Commissioners
and themselves at the convenience of the Commissioners. The purpose of
• 41,4_4, this meeting will be to brief them on the overall project and status of

r January 31i or at the Commissioner's convenience.
