HomeMy WebLinkAbout20142208.tiff Minutes WELD COUNTY COUNCIL May 19, 2014 The Weld County Council met in regular session in full conformity with the Weld County Home Rule Charter, Monday, May 19, 2014, at the Weld County Southwest Service Building, Dacono, CO. ROLL CALL: The meeting was called to order by Councilwoman Marge Klein and on roll call the following members were present, constituting a quorum of members thereof: Councilwoman Marge Klein Councilman Brett Abernathy RECEIVED Councilman Don Mueller Councilman Bernard C. Kinnick JUL 1 6 2014 Councilman Jeffrey Hare WELD COUNTY COMMISSIONERS Also present: County Assessor, Christopher Woodruff and Sarah Mundt, Council Secretary. APPROVAL OF AGENDA: Councilman Mueller made a motion to approve the May 19, 2014 Agenda. The motion was seconded by Councilman Hare and the motion carried. APPROVAL OF MINUTES: Councilman Abernathy moved to strike Councilman Hare's mileage from the minutes. Councilman Kinnick made a motion to approve the April 21, 2014 Minutes with changes. The motion was seconded by Councilman Mueller, Councilman Hare abstained, and the motion carried. REVIEW PROGRAM: Christopher Woodruff, County Assessor. The Assessor's office has 34 FTE's. Colorado is on a 2 year appraisal cycle. Reappraisals happen on the odd years and carry into the even years. The Assessor's Office function is to discover list and value, methods of valuation and assessment rates, and value and revenue statistics. Property Valuation Issues for 2014 include oil and gas values, intervening year values, reappraisal of all property (market value changes and new construction), and protest of valuations. Residential properties include apartments, condominiums, single family homes, and manufactured homes. Vacant land is assessed at 29% Q-e Residential land is assessed at 7.96% Commercial land is assessed at 29% Industrial land is assessed at 29% Agric Land is assessed at 29% C 7- 2-I- Z0I4 2014-2208 Weld County Council May 19,2014 Minutes Agric residences is assessed at 7.96% Natural Recourses land is assessed at 29% Oil and Gas is assessed at 87.5% Prim, 75% Sec State Assessed property is assessed at 29% Business personal property is assessed at 29% Growth in Value since 2000: Agricultural Land has stayed steady in valuation by design in the Constitution at below $500 million. Vacant Land valuation has also stayed steady at below $500 million. Industrial Land has had minimal growth up to $500 million, State Assessed land and Commercial land has had growth up to $7 million. Residential land has had growth up to $11 million and Oil and Gas has had the greatest growth in valuation for Weld County assessed at $38 million. 2010 had a huge drop in revenue due to the drop in barrel prices, but since then there have been a huge rebound. Weld County's Assessed Value for 2013 is Oil and Gas at 54.79%, Residential at 15.81%, Commercial at 10.07%, State Assessed 9.98%, Industrial at 6.25%, Natural Resources at 0.20% and Vacant at 0.95%. The total assessed valuation for 2013 (Printed in the Abstract of Assessment- County Assessor's Office) is $7,118,834,517. Weld County's forecast for Assessed Value is $7.96 million. Construction is starting again and the forecast may be above the projection. Oil and Gas, Dairy, and other business are starting to grow. Property Valuation Issues for 2014 include where the valuation is assessed. Currently the pad, the well head and the equipment are all assessed, but with horizontal drilling there are questions about how much of the revenue is not allocated to the providing entities. All collection data is the responsibility of the Oil Companies to report to the Assessor's Office. Be watching for ballot measures regarding Oil and Gas value assessment. All properties will be reappraised in 2015 to account for Market Value changes and New Construction. The window for Protest for Valuations will open May 1-June 2, 2014. OLD BUSINESS: Salary will be on the agenda in July NEW BUSINESS: Coordinator Reports — Councilman Mueller went to the brown bag lunch. Fostering is a big need in Weld County. Many children are being sent out of the County for services. Also the Library District issue was discussed. Upcoming Meetings/Invitations —Women of Weld is having a Pancake Breakfast on May 31st in Fort Lupton at the Fort at 8:30am and all Elected Officials are invited. Pay Bills: Councilman Kinnick motioned that the bills be paid. Councilman Abernathy seconded, and the motion carried.
