the enclosed Use by Special Review (USR) application for Lot A of Recorded Exemption No. 0963-6-3-
RECX14-0049 along with supporting documentation and for the referenced project. The project's
original pre-application meeting was held on June 12, 2014.

On behalf of Wagistics LLC and Select Energy Services, Lamp, Rynearson &Associates is filing a Use by
Special Review application for the River Farm Water Load-Out Facility located in the east half of the
southwest quarter of Section 6,Township 5 North, Range 64 West. More specifically the property is
located approximately 1,600 feet east of the intersection of Weld County Road (WCR) 49 and WCR 60''A
and 3,500 feet west of the intersection of WCR 51 and WCR 60.5. This is approximately 1.5 miles east of
Greeley.
The following questions are to be answered and submitted as part of the USR application. If a
question does not pertain to your use, please respond with "not applicable",with an explanation as to
why the question is not applicable.
1. Explain, in detail,the proposed use of the property.
The proposed Use by Special Review is for non-potable water storage and a water load-out facility.
The property contains An existing 360,000 barrel capacity reservoir. The reservoir is filled by a
variety of water rights.The non-potable water is used to support oil and gas operations including
drilling and hydraulic fracturing and can be used for augmentation to the river. As a part of this USR,
three (3)truck filling bays will be constructed to support truck hauling of freshwater.
The facility is operated by Select Energy Services and. The facility encumbers approximately 7 acres
of a larger 31 acre parcel, Lot A.The site is located strategically for surrounding projects to have
access to water by trucking and the use of distribution pipes laid on the ground surface. Trucks will
enter the property using the existing access from CR 60.5, load water at the filling bay, and then exit
the property.
The facility does not have daily operations such as a permanent office or maintenance facilities. The
site will be accessed by truck drivers picking up water, by employees checking on the facility to
ensure that the facility is within good working condition or by a pipe laying crew installing piping and
plumbing for a specific project. Since the site does not have permanent facilities, it is not envisioned
that the site would have enhanced landscaping. The site is located within a pasture and fenced to
deter access so areas disturbed will be re-seeded with native grasses. Additionally, it is not
anticipated that the site will have permanent signage, parking spaces, or lighting.
2. Explain how this proposal is consistent with the intent of the Weld County Code, Chapter 22 of the
Comprehensive Plan.
The River Ranch Water Facility is consistent with Section 22-2-10 Agriculture and Section 22-2-20
Agriculture goals and policies, of Chapter 22 of the Weld County Code. The property is currently
zoned agriculture, A.
This facility preserves the existing agricultural use of the property yet incorporates a support service
for the oil and gas industry. Weld County's Comprehensive plan recognizes that agriculture and
extraction of natural resources are vital to the County's economy. The project positively supports

mineral extraction within agriculture lands by minimizing impacts to County's roads by reducing the
number of trucks trips and reducing the number of miles driven by the trucks.
3. Explain how this proposal is consistent with the intent of the Weld County Code, Chapter 23
(Zoning)and the zone district in which it is located
As previously noted,the Water Load-Out Facility is located on property currently zoned
agriculture,A.The proposed USR is consistent with Section 23-3-10 Agriculture and Section 23-
3-40 Agriculture Intent and Uses by Special Review respectively, of Chapter 23 of the Weld
County Code.
This facility preserves the existing grazing and hay potential of the property per the intent of
chapter 23 while applying an acceptable use by special review (commercial/industrial) as noted
in section 23-3-40 (A and 5). The intent of the project, as noted in question number 2 above is
that the site will provide support service for the oil and gas industry.
4. What type of uses surround the site(explain how the proposed use is consistent and compatible
with surrounding land uses).
The River Ranch Water Facility is adjacent to the following properties:
• To the east is an approximately 35 acre parcel (Lot B) part of RE No. 0963-6-3 RECX14-0089
zoned agriculture (A)which is currently hay and grass (river bottom).
• To the west is approximately 54 acres within the USR-1968 boundary, also zoned agriculture (A)
and a 4 acre parcel which consists of a residence and the remaining area as grazing/agriculture
land.
• To the north is the feed lot owned by Diamond Land LLC, also zoned agriculture (A).
• The south boundary of the site is the South Platte River
The proposed use is compatible with the surrounding uses as the property is surrounded on the
north, west, and east by the same zoning (A).All surrounding properties appear to be open pasture,
grazing land, cattle operations, or farmland.
5. Describe, in detail,the following:
a) Number of people who will use site:
This site will not have full time employees on-site.The site will be accessed by truck
drivers picking up water, by employees checking on the facility to ensure that the facility
is within good working condition or temporarily by a pipe laying crew installing piping
and plumbing for a specific project. Generally the site will have days with zero (0)
people on site to an approximate maximum of one hundred five (150) people on site in
a 24-hour period during peak trucking operations. On average over the course of a year,
between trucks and operations,there may be sixteen (16) visits to the site per day.
b) Number of on-site employees:
This site will not have full time employees on-site. On average, the site will be accessed
by 15 water haulers per day to pick up water and one employee per day for
maintenance of the property.

c) Hours of operation:
The site will not have full time operations.The reservoir can be monitored,filled, and
emptied, by telemetry. However,the specific times that water haulers will access the
facility will vary. Potentially, water haulers can access the site twenty four hours a day,
seven days a week, every day of the year.
d) Type and number of structures to be built:
The existing facility includes an existing 360,000 barrel storage pond. Improvements
associated with this USR will include, a skid mounted pump house building, and a three
bay load-out facility for water trucks.
e) Type and number of animals:
The facility located on land zoned for agriculture so various ag operations may take
place. A barbed wire fence protects the reservoir and the load-out operations from any
cattle that may be on-site.
f) Kind of vehicles(type, size,weight)that will access this site and how often:
1. The site is accessed by an existing permitted access from WCR 60.5.
2. It is anticipated that vehicles will consist of:
a. On average, one trip per day for miscellaneous maintenance to the facility using
a Select Energy Services pickup truck.
b. On average, 5 trips per 8 hour day(shift) by 130 barrel capacity tanker trucks,
comparable to WB-50 trucks. During peak operations an estimated maximum of
50 trips per 8-hour day (shift) may be required for a period of 15 days and
distributed such that during 8 hours the peak hour may have 6 or 7 trips

g) Who will provide fire protection to the site:
Fire protection for the site will be provided by the Western Hills Fire Protection District.
h) Water source on the property:
The site will not have potable water since there are no facilities located on-site.
i) Sewage disposal system on the property:
The site will not have sewer service since there are no facilities located on-site. Portable
toilet facilities will be provided for truck drivers.
j) If storage or warehousing is proposed,what type of items will be stored:
No storage or warehousing will be located on site.
6. Explain the proposed landscaping for the site.The landscaping shall be separately submitted as a
landscape plan map as part of the application submittal.
Since the site is located within agricultural property, all disturbed areas are reseeded
with native grass mixes.

7. Explain any proposed reclamation procedures when termination of the Use by Special Review
activity occurs.
It is not envisioned that the operations will be terminated but if they are pipe will be
removed from the ground, pond liner will be removed, embankments will be graded to
fill in the existing pond,fences will be removed, and seeding will be used to stabilize the
area disturbed. The access to the site will remain as an existing access to Lot A.
8. Explain how the storm water drainage will be handled on the site:
Stormwater drainage will continue to follow historic patterns. In general, stormwater
travels from the north to the south across the site. Stormwater does not overland flow
into the water storage pond, therefore the only stormwater that will enter the pond
would be directly from a precipitation event. Runoff from gravel access and turnaround
areas will sheet flow to basic best management practices for water quality and
detention if necessary. Please refer to the Drainage Analysis provided with this
submittal.
9. Explain how long it will take to construct this site and when construction and landscaping is
scheduled to begin.
The improvements associated with the pump house and load-out may take
approximately one-month. These improvements will happen immediately.
Landscaping/reseeding is required by the previously approved grading permit associated
with constructing the storage pond therefore no landscaping is anticipated with this
USR.
10. Explain where storage and/or stockpile of wastes will occur on this site:
A stockpile of excess soil from the site grading is located to the east of the existing
storage pond.
11. Please list all proposed on-site and off-site improvements associated with the use (example:
landscaping,fencing, drainage,turn lanes, etc.)and a timeline of when you will have each one of
the improvements completed.
Improvements to this site are minimal. Originally the site was developed with a grading
permit to allow the use by right for the water storage. The grading permit improved
access to the new water storage pond. As part of the access to the pond, a turnaround
was provided for trucks. The existing access will be upgraded to allow for a water load-
out facility as a part of this USR. With this USR improvements will include; adding pipe
to supply water to the load-out, a small pump house, and adding a small water quality
improvement pond to capture runoff from the water load out area which is constructed
of a gravel drive surface. To address basics, existing fencing is barbed wire to limit
access to the existing pond and off of the remaining property and county road.
Disturbed areas are reseeded with native seed mixes. Drainage improvements were
kept to a minimum to promote sheet flow and percolation in the highly porous soils
rather than developing concentrated flows that could produce more significant erosion.
As noted, no additional improvements are foreseen with the exception of the small
water quality improvement pond. That water quality pond will be constructed with
approval of the drainage memo included with this application.

DUST ABATEMENT PLAN
SELECT ENERGY SERVICES
RIVER FARM WATER FACILITY

Through the life of this project, Select Energy Services will utilize watering and other best
management dust suppression practices to control fugitive dust.
On unpaved roads, Select Energy Services will utilize water trucks as needed to control dust.
Vehicle speeds will also be limited to ten miles per hour to reduce dust. The main access drive,
truck circulation areas, and truck loading areas are constructed with road base, thereby
reducing dust emission.
If areas are disturbed due to facility maintenance activities, disturbances will be watered to
control dust as needed and vehicle speeds will be limited to ten miles per hour. Revegetation of
the disturbed area shall be completed within one year. To prevent dust emissions, disturbed soil
shall be furrowed a minimum of six inches deep at right angles to prevailing winds. If needed,
silt fence shall be installed as a wind break.
Water used for dust suppression will be provided by the onsite source and Select water trucks.

WASTE HANDLING PLAN

Purpose
The purpose of the plan is to project the quantities and types of waste that will be generated through
operation of the Facility and to detail the management and disposition of this waste. The plan will
further outline the operational chemicals that will be stored on-site and that may require future
disposal.
Objective
The objective of this plan is to ensure waste generated at the Facility is managed according to all Local,
State and Federal regulations. Further,the plan will define operational chemicals used or stored on site
requiring specific disposal pathways. The plan is written to provide training and guidance to site workers
to ensure all materials are properly handled and disposed.
Site Specifics
Select Energy Services has detailed policies and procedures in place that will be applied to the specifics
of any spill or release resulting from the operations.
Solid Waste:
Solid waste generated by the proposed use will be collected and disposed of by a contracted waste
disposal company. No hazardous waste will be generated by the proposed use. Solid waste generation is
on anticipated at this facility, however if waste transportation is required the following companies
would be contracted:

Dear Ms. Petrick:
LRA has completed a drainage summary for the River Farm Water Storage Facility (site), located
within the east half of the southwest 1 /4 of Section 6, Township 5 north , Range 64 west. More
specifically the property is located approximately 0.2 miles west of the intersection of Weld County
Road (WCR) 49 and WCR 60 1 /2. The site is roughly 4. 5 miles east of Greeley. The existing site is
comprised of agricultural land with soils consisting of Dacono Clay loam . The area considered for this
drainage analysis accounts for approximately 7.2 acres. A gravel access road will be built in
conjunction with the water storage facility. It is our understanding that the proposed site will consist of
a water storage facility that will provide freshwater for oil and gas purposes. There are no identified
structures located on the site at this time.
Site Conditions
Proposed site conditions are contained within a ± 7.2 acre parcel and will include a freshwater storage
pond and a gravel access road that provides access road to the site from WCR 60 '/2. In general ,
discharge flows overland from the northern portion of the site to the southeastern portion of the site,
draining approximately 2 , 000 feet southeast into the Platte River.
Analysis & Results
Site imperviousness contributing to potential increased discharge was considered . The increase in
peak runoff due to the gravel access road was determined to be approximately 1 .4 cfs and 2 .0 cfs for
the 10-year and 100-year design storm events, respectively. Discharge increases will be handled by a
water quality pond placed within the proposed swale area that is located along the eastern side of the
water storage facility. Evaluation of water quality capacity was done by employing the Weld County
sizing requirements.
A drainage basin area of 3.71 acres was defined as the water storage pond area . The proposed
bench that establishes the perimeter of the storage pond will be elevated above the existing ground
so that potential flows from upstream of the water storage pond will be prohibited from entering the

storage pond . As such , the water storage pond will receive only storm event precipitation that falls
directly on the storage pond . It was assumed that the water storage facility was 100% impervious as
a result of the rainfall event occurring on the water surface. Peak discharge generated from the
storage pond was calculated using the FAA method which determined the 100-year flow to be 33 cfs.
Haestad methods software (i .e. Flowmaster) was employed to size the emergency spillway based on
the 100-year flow. Placement of the emergency spillway is along the east bench of the water storage
pond and was determined to be a 50-foot long weir that is 6-inches high . In addition , the pond design
includes 1 -foot of freeboard above the maximum freshwater surface elevation of 4,609.5 feet.
Therefore, the emergency spillway is activated only after the water surface elevation reaches a crest
elevation of 4,610. 5 feet.
Please see the Weld County GRD14-00046 grading permit for supplemental drainage calculations.
Conclusion
The proposed swale will function as a water quality pond where minor increases in peak runoff rates
will be handled . Stormwater drainage will continue to follow historic patterns. The water storage pond
is not intended to receive surface runoff and will only capture storm precipitation that falls exclusively
on the water storage pond . The emergency spillway was sized to pass the 100-year design storm
event.

Dear Ms. Petrik:
As required by the USR application, Lamp, Rynearson and Associates ( LRA) is providing a traffic
narrative regarding the traffic associated with the proposed use, the River Ranch Water Load-
out Facility. The property is located in the southwest quarter of Section 6, Township 5N, Range
64 West. More specifically the property is located approximately 1,600 feet east of the
intersection of Weld County Road (WCR) 49 and WCR 601/ and 3,500 feet west of the
intersection of WCR 51 and WCR 60.5 .
The proposed facility is a freshwater storage and a water load-out facility. The property
contains an existing reservoir. Improvements to the site will construct three (3 ) truck filling
bays. The non-potable water is used to support augmentation to the river and oil and gas
operations including drilling and hydraulic fracturing. The facility is operated by Select Energy
Services.
The site will utilize the existing access from Weld County Road 60.5 (AP14-00217) . Anticipated
truck traffic to the site includes 130 barrel water tankers (WB-50) and Select Energy Services
employee pickups. The water facility will be used to provide water for oil and gas drilling
operations and hydraulic fracturing jobs along with augmentation to the river.
It is the intent of this facility to reduce overall length of vehicle trips by being located in a
strategic location for servicing drilling sites . It is expected that trucks entering or exiting the
facility will travel either east or west along CR 60.5 . The haul route utilized by the trucks will be
determined by the location of the job which is variable. No staging of trucks will occur on WCR
60.5 . WCR 60.5 is a 2-lane paved road from the Weld County Airport (approximately WCR 45 )
to WCR 59. Per the Weld County 2035 Transportation Plan, WCR 60.5 from WCR 45 to WCR 55

is classified as a collector road with a capacity of 2000 to 7000 vehicles per day. Traffic counts
at the time of publishing the 2035 Masterplan ( May 2011) were 3,693 along CR 60. 5 between
WCR 49 and WCR 55 .
The site will not have full time employees on-site; however it can be assumed that the site will
be accessed daily by a Select Energy Services employee to ensure proper maintenance of the
facility. Personnel accessing the site will be driving typical pickup trucks. For normal operations,
the average number of trips to the facility by water tankers is anticipated to be five (5) trips per
8-hour day (shift) . When a hydraulic fracture requires water an estimated maximum of fifty
(50) trips per 8-hour day (shift) may be required for a period of 15 days and distributed such
that during 8 hours (shift) the peak hour may have 6 or 7 trips. During a peak 24-hour period it
is estimated that there may be approximately 150 vehicle trips to the site. Vehicles entering
the site may be distributed as 50% entering from the west and 50% entering from the east. It is
estimated that approximately 70% of the vehicles leaving the site will exit to the east to and the
remaining 30% will exit to the west.
The River Farm USR Water Load-Out Facility will result in an average increase of sixteen ( 16)
trips per day and a peak of one hundred fifty ( 150) during a 24 hour period to the surrounding
county roads.
