Ault JOE STOCKTON, GIIcresl CI COUNTY eaffittvr,,..,a Honorable Norman Carlson, Chairman AUG 8 197 8 Larimer-Weld Regional Council of Governments 201 E. 4th Street Loveland, CO 80537 GREELEY,: Qpseia RE: Comments on Draft Areawide Water Quality Management Plan Dear Mr. Carlson: After reviewing the draft 208 Areawide Water Quality Management Plan and participating in hours of committee meetings, the Weld County Health Department submits the following comments: 1) This department agrees with the Principles and Concepts as listed in Chapter Three of the Draft Plan. However, in Paragraph 3.4 we would propose the addition of wastewater from the petroleum industry (oil well brine and drilling mud) as a non-point source of pollutant. In Weld County alone, there are some 1200 plus oil and gas wells that produce an undetermined amount of wastewater. 2) This department supports the Plan's water use classification. 3) This department has some reservations regarding task assignments as depicted in Table 6.2.2-A. Our role in these assignments is in conjunction with the Colorado Department of Health; therefore, we feel some role delineation is necessary specifying each agency's exact responsibility. When this is accomplished, there is the_ ,distinct possibility additional staff will be required to accomplish these responsibilities, therefore posing the question of funding. 4) Since water has always been vitally important to the arid West, we in public health must maintain the posture of placing priority on the domestic use of water. 5) Having said we place priority on domestic use, we recognize the necessity for maximal supply of agricultural water. This water must remain within permissible limits of dissolved solids, e.g. nitrates, heavy metals, e.g. cadmium, chromium, etc. , persistent pesticides and microorganisms. 6) In a letter dated July 21, 1977, we expressed our concerns, to the Colorado Water Quality Control Commission regarding the DRCOG 208 Areawide Waste Treatment Management Plan. In this letter, westated our concern for the potential long-range health problems associated with yet unregulated pollutants (e.g• cyanide) 780727 • Norman Carlson, Chairman -2- August 4, 1978 Larimer Weld COG 0 6) originating from Denver and passing through Weld County via the South Platte and St. Vrain Rivers. Certainly, we still maintain our concern in this area and would urge the Larimer-Weld COG to address this problem. • In summary, this department is willing to support the Draft Areawide Water Quality Management Plan with the above reservations.
