If a question does not pertain to your use, please respond with"not applicable", with an explanation as to why the question is not applicable. 1 Explain, in detail, the proposed use of the property. 2. Explain how this proposal is consistent with the intent of the Weld County Code, Chapter 22 of the Comprehensive Plan. 3. Explain how this proposal is consistent with the intent of the Weld County Code, Chapter 23(Zoning)and the zone district in which it is located. 4. What type of uses surround the site(explain how the proposed use is consistent and compatible with surrounding land uses). 5. Describe, in detail,the following: a. Number of people who will use this site b. Number of employees proposed to be employed at this site c. Hours of operation d. Type and number of structures to be erected (built)on this site e. Type and number of animals, if any, to be on this site f. Kind of vehicles (type, size, weight)that will access this site and how often g. Who will provide fire protection to the site h. The landscaping shall be separately submitted as a landscape plan map as part of the application submittal. 7. Explain how long it will take to construct this site and when construction and landscaping is scheduled to begin. 10. Explain where storage and/or stockpile of wastes will occur on this site. Site Specific Development Plan and Use by Special Review (USR) Questionnaire 1. The proposed use of the property is to turn it into Nieto Oilfield Service LLC location. It will be a yard in which Tandem Dump Trucks and Belly Dump Trucks will be kept along with the employees vehicles while they're at work. A future shop will be where trucks will get their maintenance, and it will include an office which will only be used by one employee (secretary). 2. This proposal is consistent with the intent of the Weld County Code, Ch. 22 of the comprehensive Plan. A. Policy 7.2 states: Conversion of agricultural land to nonurban residential, commercial and industrial uses should be accommodated when the subject site is in an area that can support such development, and should attempt to be compatible with the region. The property proposed is indeed in an area that can support such development and is compatible with the region. 3. This proposal is consistent with the intent of the Weld County Code, Ch. 23 Zoning and the zone district in which it is located. Sec. 23-3-40.A.2 States: Mineral resource development facilities including; oil and gas support and service uses may be operated upon approval of a permit in accordance with the requirements and procedures set forth. 4. Looking at the property from CR 50, A & W Yard is located directly in front of the property. They are a Trucking Company as well. The parallel side of the site, as well as the left side consists of farming area. On the right side you will see the rest of Jose's property which will not be used for the Company. As you can see, all surrounding areas will be compatible with the proposed use of the property because they aren't being used much, other then A & W who will be doing similar work to us. Also, the property is fenced all around. 5. a. 15-20 employees dropping off their own vehicles and picking up either a Tandem or Belly 1-2 mechanics working on maintenance of trucks. 1 secretary b. 15-25 employees c. Operation: Monday through Friday (sometimes Saturday) 12Hrs/day. 6:00am to 6:00pm Office: Monday through Friday 8hrs/day d. One shop with one bathroom. 120 ft x 60 ft. e. 2 Horses, 8 Chickens, 3 Sheep f. About 5 Tandem Dump Trucks (18,0001bs), About 10 Belly Dump Trucks (33,000lbs) Will access the site during hours of operation. g. La Salle Fire Department will be providing fire protection to this site. h. Central Weld County Water District will be the Water source (An invoice has been included) i. There is an existing septic system (septic permit# SP0800246) and will continue to be used as the sewage disposal system. j. Tires,uniforms, maintenance supplies for trucks such as antifreeze, tools etc. Will be stored in the shop. 6.No landscaping plans 7. N/A 8. Storm water will drain into a low spot on site 9. The construction of the shop is scheduled to begin as soon as approval is received. 10. No waste will be stored on site. Any tires needing to be disposed of will be taken by B & C Refuse, a trash service. Waste Handling Plan Waste generated on this site will be contained in a large dumpster and will be removed by the regular bi-weekly trash service, B & C Refuse. Oil and anti-freeze will be stored in the shop and the used oil and anti-freeze will be taken to La Salle Oil company where they will properly dispose of it. Most will be drivers with the exception of 1-2 mechanics and 1 secretary arriving and departing in personal vehicles. Dump Trucks: Upon the arrival of the drivers in their personal vehicles,they will each pick up either a Belly Dump Truck or a Tandem Dump Truck. Once all necessary procedures are complete they will exit the site,beginning the shift, and return and park at the end of the shift. Miscellaneous: B & C Refuse will be entering the site biweekly to pick up the waste on site, Alsco will be entering the site biweekly to pick up dirty uniforms and drop off the clean. S &B Porta Bowl will also be entering the site biweekly for maintenance of the porta potty that will be on site. PUBLIC WORKS DRAINAGE NARRATIVE AND WATER QUALITY FEATURE Drainage Narrative 1. Where the water originates if it flows onto the property from an offsite source. From the US GS Topo map, storm water generally flows South West 2. Where it flows to as is leaves the property Towards the east side of the property 3. The direction of flow across the property, and Flowing North East across the property. 4. If there have been previous drainage problems with the property, There have been no problems with the drainage. Water Quality Feature The water quality feature was sized 1,000 cubic Ft. This is based on a 120 x 60ft. shop and a 60 x 12ft. mobile home.
