The Public Works Department provided a Request for Proposals for engineering services related to the
September 2013 Flood Recovery. On December 16, 2014, six proposals were provided to the six
consultants that received the highest scores from the selection committee after reviewing 25 RFQ's that
were submitted.
Four individuals from Weld County staff reviewed and scored the proposals following the typical
procedures of a qualifications-based selection process. Four consultants scored the highest as a result of a
combined score which included interviews conducted on January 3, 2014.
Weld County General Services Director, along with the other members of the selection committee,
recommended the four consulting firms and received authorization to negotiate by the BOCC at a work
session on January 6, 2014. The Public Works Department and the four Engineering Consulting firms
have arrived at a final scope of work and fee agreement, and they have signed an Agreement for
Professional Services.
It is our recommendation to award contracts to Ayres & Associates, Atkins, ICON Engineering, and
Bohannan Huston. The design budget for this project will be determined on a case by case basis and is
expected to range from approximately $10,000 for the less damaged sites, to $75,000 for the more heavily
damaged sites.
