Home My WebLink About750199.tiff • RESOLUTION WHEREAS, by Resolution dated July 11, 1973, the Board of County Commissioners, Weld County, Colorado, granted the application of Pan- handle Eastern Pipeline Company for a Special Use Permit upon certain terms and conditions, and 1973 WHEREAS, on July 9 ,�, Panhandle Eastern Pipeline Company, being represented by W. L. Galey, requested that the use of the existing site of the Special Use Permit heretofore granted, be expanded for the installation and maintenance of liquid terminal site for the removal and storage of liquids and condensate from natural gas and for the installation of natural gas com- pressers, and WHEREAS, there was no opposition to this request, and WHEREAS, the Board of County Commissioners heard all the testimony and statements of those present; has considered the request of Panhandle Eastern Pipeline Company, and having been fully informed; NOW, THEREFORE, BE IT RESOLVED, by the Board of County Com- missioners, that the Special Use Permit granted to Panhandle Eastern Pipe- line Company, in care of Walker Miller, Greeley, Colorado, on July 11, 1973, be, and is hereby amended to include permission for the installation and main- tenance of liquid terminal site for the removal and storage of liquids and con- densate from natural gas and the installation of natural gas compressers in conformance with their application. Volumes of natural gas at Fort Lupton Liquid Terminal were expected to increase each year until future additional facilities would be required. At the present time gas producers in this area have increased the volumes of natural gas provided to PEPL to the point where new facilities must be installed by October 1975. In order to provide more efficient transportation of these larger -volumes of natural gas, PEPL proposes to install four new 994 H.P. gas engine compressor units as shown on the attached Exhibit "Bl ". Integral with each unit are gas coolers and scrubbers and engine exhaust and air intake silencing equipment, all mounted on the individual unit's skidded frames. A minimum of air pollution can be expected from the exhausts of these clean burning natural gas powered gas compressors. These four units would be enclosed by a steel building specially insulated against sound emissions. This design indicates that the property line noise level would be no higher than 60 dbA with proposed facilities installed and no more than 65 dbA with the possible future facilities installed as indicated on Exhibit "B1 ". The plant will be adequately protected from fire hazards through installation of 150# wheeled Ansul fire extinguishers and 30# Ansul dry powder hand held extinguishers located strategically throughout the facilitiy. In addition, automatic emergency shut down systems for high and low temperatures and high and low pressures will be provided on each compressor unit. This station is designed for complete unattended operation: however, one or two personnel will be present for brief periods during the day to perform necessary preventative maintenance. No sanitary or any type of water facilities are planned for this booster station. Should the need for water become evident at a later date, PEPL will apply to the Colorado Board of Water Resources for a permit to drill an exempt water well . The proposed and existing equipment, facilities and ingress and egress roads are as shown on the attached Exhibits "Al " and "B1 ".
