CTB needs a copy of the response letter. I have been told to contact the departments as these items are generally passed back to the particular department for follow up.The responses to letters of concern are scanned into Tyler as back up and may also be added to an agenda as communications. I realize this is from April of last year but Esther has asked me to take care of this so we can close it out and put it to rest properly. This request is for the installation of a courtesy "Please, NO Jake Brakes, Thank You." sign. The reason for this request is because semi truck traffic from McClaine Western and other carriers has increased steadily over the past several years due to the installation of a much needed traffic light at the intersection. A great deal of residential development and the building of a new school in the area have increased traffic as well. Because of construction, we have dump trucks that run in multiple groups of three both coming and going within minutes of each other on County Road 1 from sun up until sun down. The noise from the large vehicles as well as the increased car traffic is what has to be expected from living here. The problem, however, is the use of jake brakes by a large number of the trucks. These brakes are applied from the time the northbound trucks crest the small hill on the road until they arrive at the intersection (at least .2 miles). They rattle windows when they go by and any conversation must stop till they reach the intersection. Watching TV in the home when a jake brake blasts for the duration makes the programming inaudible. We no longer sit on the front deck to enjoy the mountains because of the blatting of these brakes. As you are aware, Weld County and the City of Longmont will soon be constructing turn lanes at this intersection, making this course even easier for truck traffic. Along with this, Weld County and the City of Longmont will be expanding Union Reservoir, building a new road in that area and building a new recreational facility—all good for users of the reservoir. However, along with this expansion and construction come even more dump trucks and jake brakes. Leon Sievers, Weld County Land Surveyor, suggested we discuss our sign request with the county traffic engineer, Janet Carter. In visiting with Ms. Carter, she said that the way things stand in the county right now, it would not be possible to install this sign because there is no code on the books to enforce the request of the sign. Our understanding is that the sign does not have to be covered by a code if it is a courtesy sign. We have seen many such signs in Boulder County. We also discussed that if we put a courtesy sign up on our road that that would set a priority and the county would have to put signs up on other rural roads. I'd like to address these issues in two different ways. 1. Weld County Road 1 isn't rural any longer. Thirteen homes within close proximity of this intersection, housing developments already in place along the 3-mile stretch from Hwy. 119 to Hwy. 66 and others with plans to be built, McClaine Western and other businesses along the road, and the expansion of Union Reservoir, has made this a non-bucolic area and the road in our front yards is now a high traffic corridor. For this reason, we believe we don't fit the perceived definition of rural and should be given special consideration for a courtesy sign. z 2. Weld County is an immense county so we understand why priorities and precedents need to be set with caution. But, Weld County is becoming very populated in many areas. Perhaps it is time to consider setting a precedent for some courtesy noise control in extreme traffic areas. Or perhaps it is time to look at putting a traffic code on the books to cut down on the use of jake brakes in some areas. We choose to live in Weld County for many reasons. We don't choose to have the amenities of where we live changed to a less comfortable situation because of road changes, residential and business growth, or expansion of recreation areas. But it happens. When it does occur, we believe Weld County should recognize these changes to neighborhoods and take strides to make them as pleasant to live in as possible in spite of the changes.
