HomeMy WebLinkAbout20143929.tiff RESOLUTION RE: APPROVE GRANT CLOSEOUT AND FINANCIAL RECONCILIATION FOR 2011 CONGRESSIONAL SELECT GRANT AND AUTHORIZE ELECTRONIC SUBMITTAL WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Board has been presented with a Grant Closeout and Financial Reconciliation for the 2011 Congressional Select Grant(Grant#2011-DD-BX-0017)from the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County,on behalf of the Northern Colorado Regional Crime Laboratory, to the U.S. Department of Justice, Office of Justice Program, and WHEREAS, after review, the Board deems it advisable to approve said grant closeout, a copy of which is attached hereto and incorporated herein by reference. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado,that the Grant Closeout and Financial Reconciliation for the 2011 Congressional Select Grant (Grant #2011-DD-BX-0017) from the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the Northern Colorado Regional Crime Laboratory, to the U.S. Department of Justice, Office of Justice Program, be, and hereby is, approved. At that time we had spent down the funds and I am now in the process of doing the final close out of that grant. What options exist for the Board? (Include consequences, impacts, costs, etc. of options) Recommendation: Approve the close out of the 2011 Congressional Select Grant. Funds have been spent as approved, by the County Commissioners in the work sessions and formal hearings, and by the Federal agency monitoring the grant in Washington DC. Garcia l 2014-3929 Weld County Sheriff's Office Congressional Select Grant# 2011-DD-BX-0017 11 December 2014 NARRATIVE: FINAL/ CLOSE OUT PROGRESS TOWARDS GOALS/OBJECTIVES GOAL: The goal of this grant is to provide the foundational support for the future sustainability of the Northern Colorado Regional Forensic Laboratory so as to: I. reduce the backlog of submitted cases coming from law enforcement agencies in the region 2. Enhance the quality of the forensic laboratory through ISO 17025 accreditation 3. Improve the responsiveness of the lab to submitting agencies. and 4. Improve the overall efficiencies in the laboratory. Thereby improving the functions of the criminal justice system in the region and increasing the confidence of the communities in the criminal justice system as a whole. OBJECTIVE I: To provide funds to support the equipment needs associated with centralizing the Northern Colorado Regional Forensic Lab into a single facility. a. Activities implemented: I. Over the course of the past 18 months, once we had a designated date for building completion. we began to purchase items that were initially identified and approved, by the grant manager and Weld County Commissioners. We 1 ;70* 2 p/ started the purchasing those items in the spring of 2013, going through the hid process as required by Weld County. Once bids were approved. purchase orders were sent to the tendon and in the summer of 201 3 products +y ere shipped to the lab. By the end of 2013 the lab had obtained the items identified, except for those needed in Ibrensic hiologs and a few items for the digital multimedia evidence (Dy1E) unit. In the summer of 2014 we began purchasing the forensic biology items that had been identified for this section. In addition_ as the result of cost saving measures taken and changes in equipment technology. there were additional funds that remained allo++in_the lab to purchase additional items tiny the regional lab. A budget modification was submitted. approved. and once approved. final purchases v+ere made. These items have been incorporated into the lab sv stem to enhance the services offered by the regional lab to those agencies that submit evidence into the lab system. h. Problems encountered: Overall there were no problems in the process of securing the items needed fir the lab. In the end the lah ++as able to expand its capacit through the funds provided and theretiire the lab has been able to provide tiffensic sea ices to the lay+ enlorcentent communities in the region. Significant changes: As mentioned above, through the use of the hid process we \\ere able to obtain the best price for the items we purchased. One of the aspects of having a central facility was to create a location tier agencies in the region to easily submit evidence to the lab for work in Greeley or transportation to the CBI in Dent er. The year 2013 was a transition period in which the 4 labs were brought in to a central facility and a Lab Information Management System (1_IMS) year 'aas implemented. Yet in comparing sear 2012 to 2014 we observed a significant increase in submissions to the regional lab, with most of the increase is the result ol'agencies taking advantage of the shortened travel to submit evidence to a ti'rcnsic lab. It is rather obvious. but, hay ing all examiners in a single facility has allowed for improved and more effective communication. especially relative to the multi- disciplined cases. Rather than having to tray el to another lab to 'iew evidence or call Dyer the phone the analysts can sit down and discus; ease specifics. Vs,hen necessary they can view the evidence and discuss possible options to optimize the Information obtained from items of e'idence. In addition. something as simple as eating lunch together and shanng experiences has helped expand the knowledge base of all examiners h. Funds expended: See Objective 1. c.
