Proposed use of the property: Rain For Rent is a company that provides liquid handling solutions and equipment rental to a variety of industries. The proposed immediate use for the property will be as a drop/staging yard for empty storage tanks designed to hold fluids, pumps, hose/pipe and trucks, loading tanks/pipe, maintenance of equipment and hydro-testing pumps/tanks. Nothing will be fixed or permanent at this time. The large shop in the center of the property will be renovated to house a few mechanics and drivers, as well as one of the on-site buildings for possible sales staff. The long term goals for the property are to demo the existing old wood barns and parking garage, and continue to renovate existing buildings to be utilized by Branch personnel. In general, existing property grounds will be cleaned-up and existing structures will be demolished or renovated as needed. 2. How this proposal is consistent with the intent of the Weld County Code, Chapter 22 of the Comprehensive Plan: This proposal is consistent with the intent of the Weld County Code, Chapter 22 of the Comprehensive Plan in the following ways: 1. The site will remain the current agricultural zone designation to maintain agricultural opportunities for the future per A.Goal 1. 2. The land-owner will continue to promote a quality environment free of derelict vehicles, refuse and litter(A.Goal 4). 3. Existing buildings will be used in-order to minimize the built areas on the parcel (A. Goal 5). 4. This site can support the conversion of agricultural land and the proposed use is compatible with the region (A.Goal 7). 5. Adequate existing sanitary sewage and water systems area available for the site, surrounding roadways are adequate to serve the proposed land-use and the existing storm water management will not change since the site will be used in an 'as-is' condition (A.Goal 8). 6. Natural site features such as topography and water courses will be conserved since the site will be used in an 'as-is' condition (A.Goal 9). 3. How this proposal is consistent with the intent of the Weld County Code, Chapter 23 (Zoning) and the zone district in which it is located: The current zoning is Agricultural with a USR for the site. The zoning will remain the same for this site. The uses, buildings and structures will operated and maintained in accordance with the requirements and procedures set forth in Section 23.-3-20, Article II, Division 4, W. Types of uses surround the site: Agricultural uses surround this site. 5a/b. Number of people who will use this site: As this is a drop/staging yard, which will support our Branch #56 in Fort Lupton, the number of employees using the site daily will fluctuate based on work load for the surrounding areas. The Branch will probably have 1 full time mechanic. Drivers will leave in the morning and return at the end of the day. On average, there will be between 6-15 people (total number of employees), based on current work load for that area. We do not anticipate any customers visiting the site. 5c. Hours of operation: Trucks will leave in the morning (between 5-8am), and do not return until end of work day (between 5-8 pm). 5d. Type and number of structures to be erected (built) on this site: There are no plans for any new construction buildings for this site, only to renovate what is currently built on site. 5e. Type and number of animals, if any, to be on this site: None. 5f. Kind of vehicles that will access this site and how often: Ten semi winch trucks and approximately 8-10 F Series Trucks are projected to be operating out of the yard. Trucks will leave in the morning, and do not return until end of work day. We are planning on utilizing the same access road and gate from the West, as the current trucking company tenant utilized for their business. 5g. Fire protection: Fire protection for the site will be provided by Eaton Fire Protection District. 5h. Water source on the property: Existing North Weld County Water District tap. 5i. Sewage disposal system on the property: Existing 8" City of Greeley sewer line. 5j. If storage or warehousing is proposed, what type of items will be stored: Drop/staging yard for tanks, pumps, hose/pipe and trucks. Nothing will be fixed or permanent at this time. 6: Proposed landscaping: The site will be used in an `as-is'condition. No landscaping is proposed at this time. Rain for Rent is a provider of pump, tank, pipeline, and filtration equipment and supplies. Site access will be provided by an existing site driveway to 'AA' Street. Based on operator provided information, the following site traffic is representative: • Employees: up to 20 split between two work shifts. Most employees will be drivers or field personnel with 1 — 2 being mechanics. All employees will arrive and depart the site using personal vehicles. • Pickup Trucks (company owned): 10. These vehicles will be dispatched from the site at the beginning of each shift and return at the end of each shift. • Semi-Trucks (company owned): 10. These vehicles will be dispatched from the site at the beginning of the shift and return at the end of the shift. Typically semis will only be used during one shift each day. • Miscellaneous — 5. These vehicles will be passenger cars, pickups, and step-van type vehicles and arrive randomly for mail and other miscellaneous purposes. Two work shifts are planned each day with shifts generally starting / ending at 5:00 AM and 5:00 PM. Shift lengths will vary depending on the location of the work site, actual travel times, and the time required to complete the day's work activity. Actual shift lengths could vary by 1-2 hours before or after the indicated shift times. The preferred route for most company owned vehicles leaving the site will be west on 'AA' Street to Road 37, north on Road 37 to SH 392 and east on SH 392 to the areas east of US 85. This route takes advantage of the traffic signal at SH 392 and US 85 and provides an efficient route to the area served by Rain for Rent. Employee and miscellaneous trips will use the most efficient route chosen by the driver. Based on the above information, the Rain for Rent site will generate up to 55 round trips per day, 10 of which will be semi-trucks. Since actual shift times will normally occur within a window of time, site peak hour traffic is estimated at 10 round trips with most of these trips expected to occur before or after traditional street peak hours. As stated in the meeting, routine truck traffic is very conservatively estimated at up to 10 trucks over a 3 - 4 hour window surrounding the beginning and end of the work day. Each truck will only make one trip per day with all trucks outbound in the morning and inbound in the afternoon. Rain For Rent has indicated that most trucks will exit the site to the west on AA Street, turn north onto CR 37 and then east on SH 392 to the areas east of U.S. 85. The number of trucks in the peak hour and the distribution of these trucks to area streets are shown on the attached figure. Please give me a call if you have any questions.
