RE: APPROVE EMERGENCY BID #61400211, INDUSTRIAL SHREDDER, AND WAIVER
OF TEN-DAY WAITING PERIOD FOR CONSIDERATION AND INVESTIGATION -
DEPARTMENT OF BUILDINGS AND GROUNDS
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Department of Purchasing has requested waiver of the ten-day waiting
period for Emergency Bid Request #61400211, Industrial Shredder, for the Department of
Buildings and Grounds, due to the need for replacement to prevent an excessive backlog of
on-site shredding of HIPAA and sensitive client information at the three Human Services
Buildings, and
WHEREAS, the Board of County Commissioners deems it advisable to waive the
ten-day waiting period for said emergency bid.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, that the ten-day waiting period for Emergency Bid Request#B1400211,
Industrial Shredder, for the Department of Buildings and Grounds, be, and hereby is, waived.
BE IT FURTHER RESOLVED by the Board that the low bid from Gobins' Inc, in the
amount of$10,360.00, be, and hereby is, accepted on an emergency basis.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 12th day of November, A.D., 2014.

Subject: Industrial Shredder; Bid #B1400211
As advertised, this bid is to replace the broken industrial shredder for the Human Services Complex. The
low bid received was from Gobins Inc. Therefore, Buildings & Grounds is recommending the bid be
awarded Gobins Inc. for$10,360.00.
Since this shredder is the only method to perform on-site destruction of HIPAA and sensitive client
information for the three buildings at the Human Services campus, getting a replacement in operation
as soon as practical is desired to prevent an excessive backlog of shredding. Therefore, Buildings &
Grounds is requesting emergency approval of this bid.
