AN OIL AND GAS SUPPORT AND SERVICE FACILITY (STORAGE AND STAGING OF
OIL AND GAS EQUIPMENT, ALONG WITH BUILDINGS UTILIZED FOR AN OFFICE,
LIGHT VEHICLE MAINTENANCE AND MATERIAL STORAGE) IN THE
A (AGRICULTURAL) ZONE-ANADARKO E&P COMPANY, LP
A public hearing was conducted on May 28, 2014, at 10:00 a.m., with the following present:

The following business was transacted:
e I hereby certify that pursuant to a notice dated April 18, 2014, and duly published April 23,
2014, in the Greeley Tribune, a public hearing was conducted to consider the request of
Anadarko E&P Company, LP, for a Site Specific Development Plan and Use by Special Review
Permit, USR14-0008, for a Mineral Resource Development Facility, including an Oil and Gas
Support and Service Facility (storage and staging of oil and gas equipment, along with buildings
utilized for an office, light vehicle maintenance and material storage) in the A (Agricultural) Zone
District. Brad Yatabe, Assistant County Attorney, made this a matter of record.
e Chair Pro-Tern elect Conway advised David Grigsby of Landmark Builders, representing
the applicant, that, since Commissioner Rademacher and Commissioner Kirkmeyer were not
able to be present, he had the option of continuing this matter to a date with the full Board
present. However, if he decides to proceed today, it will require three affirmative votes. Mr.
Grigsby indicated he would like to proceed.
e Chris Gathman, Department of Planning Services, presented a brief summary of the
proposal and entered the favorable recommendation of the Planning Commission into the
record as written. He noted the 70-foot communications tower was removed from the
application. Up to 40 pick-ups, with and without trailers, will access the site daily, and a tractor-
trailer will access the site up to three times a day; there will be five employees during normal
business hours, and one employee onsite for security purposes during off hours. There is a
Recorded Exemption. He reviewed the proximity of three residences, which are partially

screened by existing trees, and noted there are additional residences on a hilltop 1,200 feet to
the northeast; therefore, the Department of Planning Services is requiring some landscaping or
screening for the outdoor storage at the eastern end of the facility. The site is adjacent to two
existing oil and gas USRs, and within the 3-mile referral area for the Towns of Platteville and
Gilcrest. No communications of concern have been received. Mr. Gathman showed photos of
the proposed development, explaining this is an existing defunct turkey processing facility and
the site has been in need of an overhaul. He confirmed that the three closest residences were
noticed, but not those farther away. In response to Mr. Yatabe, he confirmed this is lot A of
RECX13-0096.
Don Carroll, Department of Public Works, provided a brief overview of the transportation
plans and requirements. He showed aerial views, entered into the record as Exhibit E, and
reviewed surrounding land use related to oil and gas. Mr. Carroll said access is off of CR 35,
and traffic will generally go N/S along CR 35. He commented that a Drainage Plan has been
approved, noting that a drainage easement was acquired to cross the road and go onto DCP
Midstream's property. The applicant is in the process of acquiring a drainage easement from
them.
E Lauren Light, Department of Public Health and Environment, reviewed the water and
sewer provisions; there will be a commercial well and an engineer designed septic system, a
certificate of occupancy will be required for the building, and the parking will be asphalt. Also,
fluids from vehicle maintenance must be disposed of by an approved company.
El Mr. Grigsby explained the initial phase of the project will be two of the four proposed
buildings. He said they had considered a secondary access point off of CR 38, however, in favor
of the neighbors they chose to limit themselves to CR 35. There is also an emergency use only
access and an available fire hydrant. He stated they worked with the fire authority for the
design and location of buildings on the site. There will be pole-mounted lighting around the
perimeter, and that will be downcast and limited to their site. He said passenger vehicles would
be parked on paved asphalt, and the access point will be concrete to withstand the high traffic.
The screening will be on the east boundary and will most likely be chain-link fence. He said the
existing buildings will be demolished, and those permits have been obtained. He noted the net
impact of consolidating all of their outdoor storage sites in this one area will be a net gain in
terms of impact to the County. In response to Chair Pro-Tem Conway, Mr. Grigsby said
Landmark's contribution to this project is primarily to obtain all the permits and provide the
design. Construction will begin with the demolitions, but there is no timeline for that. Chair Pro-
Tem Conway said he appreciates Anadarko trying to consolidate all of their sites, and Mr.
Grigsby praised Weld County staff for their help and expertise.
No public testimony was offered concerning this matter.
El Mr. Yatabe suggested correcting the legal description to add "Lot A of RECX13-0096,
being part of the," with the rest of the present description to follow; this was done by assent of
the Board.

El Chair Pro-Tern Conway asked about the approved signage plan under Condition of
Approval #1.H.7, which was deleted by assent of the Board. Mr. Gathman confirmed that a 3x5
sign attached to the fence at the gate would not require a plan, and Commissioner Garcia noted
the sign code would cover this contingency. Development Standard #5 was also deleted as
pertaining to signage. Mr. Grigsby also remarked that the drainage easement between
Anadarko and DCP Midstream is being worked out between the two companies; he
understands that easement needs to be recorded, before the final plat is recorded.
El In response to Chair Pro-Tem Conway, Mr. Grigsby said he and the applicant have
reviewed, and agree to abide by, the Conditions of Approval and Development Standards, as
amended.
Commissioner Freeman moved to approve the request of Anadarko E&P Company, LP,
for a Site Specific Development Plan and Use by Special Review Permit, USR14-0008, for a
Mineral Resource Development Facility, including an Oil and Gas Support and Service Facility
(storage and staging of oil and gas equipment, along with buildings utilized for an office, light
vehicle maintenance and material storage) in the A (Agricultural) Zone District, based on the
recommendations of Planning staff and the Planning Commission, with the Conditions of
Approval and Development Standards as amended and entered into the record. The motion
was seconded by Commissioner Garcia, and it carried unanimously. There being no further
discussion, the hearing was completed at 11:49 a.m.
This Certification was approved on the 2nd day of June, 2014.
