Project Portfolio Management System

Requests for Proposal were received on October 23, 2014 for the Project Portfolio
Management System (PPM). Four (4) responses were received ranging in price from
$35,026 - $192,650 for one (1) year implementation, license and maintenance costs.
Following initial review and introduction to the Board of County Commissioners IT staff
requested "Best and Final" proposals. All four vendors replied with updated proposals
identifying one year implementation and license costs from $28,310.00 to $163,886.00.
Attached is the Best and Final bid tabulation for your information.
Two vendor responses, CA Technologies and Planview were eliminated following review
of the "Best and Final" proposals. Final proposals received from these vendors were
nearly four times the amount budgeted for this project. The discrepancy in pricing was
attributed to the breadth of the feature sets included in the recommendations along with
significantly higher consultation and annual licensing rates.
Changepoint provided Weld County with the lowest one year price of$28,130.00
covering all consultation services, configurations, licenses and maintenance. Costs for
years two through five were listed at$18,630.00/year for licenses and maintenance with a
five year total of $102,650.00. By selecting Changepoint Weld County would receive a
commercial, out-of-the-box comprehensive solution providing both Portfolio and Project
Management resources.
The second lowest cost for a one year solution was provided by Vertiba, Inc at$30,452.00
with a five year total of$81,764.00. Vertiba's solution is built upon the SalesForce.com
application, and would require significant customization to meet Weld County's needs.
Additionally, Vertiba's proposal only included Portfolio Management resources; any
additional Project Management resources would come at additional cost to Weld County
for customization and licensing.
After conducting a comprehensive review and evaluation of all responses Information
Technology has determined that the solution "Daptiv" offered by Changepoint best met
the requested functionality requirements.
With the above information, we recommend the Weld County Board of County
Commissioners award RFP #B1400182, Project Portfolio Management System to
Changepoint at the initial cost of $28,130.00.
