To date only one pay phone has been installed in the first floor main lobby.
Three phone enclosures were installed at the north portion of the main lobby
for public use. Three graduated installation heights were provided - one for
the handicapped, and two for average height users.
In a discussion with Mr. Al Haberman, Mountain Bell Marketing Consultant, the
installation of the remaining two pay phones shall not be completed unless
the County agrees to pay an additional lease fee per month. The programming
intent as set forth by the architect was to provide one centralized location
(main lobby) to facilitate this function for the convenience of the general
public. It is reasonable to assume that the areas accommodating the general
public - cafeteria, assembly room, motor vehicle department, etc. shall
experience heavy use during special peak use periods, etc. The marketing
decision to install pay phones is predicated primarily on usage demand, profit
margin, maintenance overhead expense, etc. The consideration for public
convenience and consideration of the users' mobility state is of secondary
importance.
Mr. Haberman further explained that if the existing pay phone takes in $2.40
per day in revenue, $72.00 per 30 day use period, that the addition of a second
pay phone (at no additional cost to the County) would warrant consideration.
A revenue review shall be made by Mr. Haberman in December.

In the interest of public convenience and completion of the functional design
intent, the Architect requests that the Owner monitor the review consideration
for the addition of at least one or two pay phones in December.
