CDBG-DR FUNDING FOR NON-FEDERAL SHARE Grant recipients may be eligible to use Community Development Block Grant—Disaster Recovery(CDBG-DR)funds for a portion,or all,of the non-Federal share match requirement to FEMA's Hazard Mitigation Grant Program (I-IMGP). The physical location of the activity must be within a county listed in FEMA Presidential Declaration FEMA-DR-4145-CO. This section of the application should be filled-in only if you are seeking to obtain CDBG-DR funds for this purpose. An activity may be assisted in part with CDBG-DR funds only if ALL of the following requirements are met. 1. Connection to FEMA-DR-4145-CO CDBG's Disaster Recovery funds must be used for necessary expenses related to disaster relief, long-term recovery, restoration of infrastructure and housing,and economic revitalization. The activity must show a direct link to damages received during the September 11-30,2013 flooding,which resulted in FEMA Presidential Declaration FEMA-DR- 4145-CO. To comply with this mandate, written coordination must occur with the state and Federal agencies listed below to provide documentation relative to its potential effect on the physical,biological and built environment. Permanently installed 20 kilowatt single-phase generators for two critical facilities in Weld County Provide a clear and detailed description of your proposed activity Weld County,Colorado The Weld County Office of Emergency Management proposes to purchase and install new 20 kW single-phase generators for each of two critical infrastructure transportation support (CITS) facilities: the Ault refueling station on Highway 14 in Ault and the Johnstown refueling station on South 2"d Street in Johnstown. These fuel stations are used by Weld County Public Works staff to refuel snow removal and debris clearance vehicles, as well as county transportation trucks used for emergency protective measures and traffic control during disaster. All users of these refueling stations are conducting tasks that are critical to the safe and continuing operations of area transportation, emergency response, and recovery operations. The loss of this fuel capacity due to a power outage would critically reduce the response time year round for transportation and emergency services as well as for snow removal/road clearance during winter storms and traffic control during flash flooding. The Ault site holds a refueling capacity of 6,000 gallons of diesel fuel; the Johnstown site holds 4,000 gallons of diesel fuel. Currently there are no generators or other back-up power at these facilities. In the past 3 years,these sites have experienced a total of 10 power outages for various reasons, including lightning strike. In the Weld County annex of the 2009 Northeast Colorado Regional Hazard Mitigation Plan, Section 5.1.1 is the following goal and objective(pages 5.3- 5.4): Goal 2: Improve County capability to reduce disaster losses. Objective 2.4 "Reduce damage to and maintain functionality of critical facilities and infrastructure." It has been a priority of the County to ensure that all critical facilities are protected from loss of services/reduced function due to natural hazards. These fuel stations are used by Weld County Transportation staff to refuel snow removal and debris clearance vehicles, as well as county transportation trucks used for emergency protective measures and traffic control during disaster. All users of these re-fueling stations are conducting tasks that are critical to the safe and continuing operations of area transportation,emergency response and recovery operations. The loss of this fuel capacity due to a power outage would critically reduce the response time year round for transportation and emergency services as well as for snow removal/ road clearance during winter storms and traffic control during flash flooding. These outages are typically brief, but in one case the outage lasted more than 9 hours. Who will the mitigation activity benefit/impact? This mitigation project will benefit a large percentage of the population within Weld County, as the public works department and emergency response/recovery staffs serve the entire population after re-fueling at these two stations. The population of Weld County is 269,785 (per US Census, estimated 2013 pop.) Without these refueling stations, emergency and law enforcement vehicles will rely upon alternative fueling means, thereby greatly reducing service efficiency and increasing response time in all scenarios. Describe how the project is technically feasible and will be effective in reducing the risk by reducing or eliminating damages to properly and/or loss of life in the project area. The permanent installation of these generators is technically feasible and will be effective in reducing risk of loss of life by allowing transportation and emergency services to operate without extended time due to returning to central re-fueling stations. Transportation vehicles conduct emergency protective measures and traffic control operations during disaster, winter snow and disaster debris removal, and Weld County Office of Emergency Management staff conduct emergency response and recovery services post-disaster. These tasks will be able to be completed most efficiently without having to rely upon a central re-fueling station farther away from the fueling pumping station in order to continue their critical work throughout the county. Who will manage and complete the project? The Weld County Office of Emergency Management in coordination with the Weld County Department of Buildings and Grounds will implement this project if awarded. After FEMA award notification and state contracting, Weld County will employ its normal procurement methods to obtain two new 20 kilowatt, single-phase generators, all accessories required for permanent installation, and the services of an experienced contractor to install the generators at the Ault and Johnstown refueling stations. While the Johnston site is expected to use natural gas from a piped in source,the Ault site may choose to use propane gas for operation (versus gasoline)due to a lack of natural gas lines reaching this remote site. The selected contractor(s) will conduct all necessary inspections, engineering, and permitting work, associated transfer switch installations, and generator pad site preparations. This includes preparation of plans, schematics, or information required by the local building official to obtain permits to complete the project. The generators will be installed in accordance with all applicable federal, state local building and electrical codes. Will the project address all the hazards identified and what risk will remain after implementation? This mitigation project addresses a majority of the impacts for the hazards identified, but there will remain some residual risk such as failure of equipment, an interruption in the natural gas line that feeds the generator at the Johnston site, and risks associated with a propane tank at the Ault site. When will the mitigation project take place? Within one year after notice of award, presumably in 2015 Explain why this project is the best alternative. What other alternatives were considered and why was this project chosen? This project was selected as the best alternative because it allows for efficient continuity of critical services. Without this mitigation project, emergency operations including response and recovery as well as traffic control, emergency protective measures, and snow and post-disaster debris removal may operate under reduced capacity due to power outages at these refueling stations. This would have the potential for loss of life if emergency protective services were slowed down due to fuel replacement only in urban areas. No Action Alternative: Without this mitigation project, emergency operations and emergency protective measures (such as traffic control during disaster) and snow/ debris clearance may operate under reduced capacity due to power outages at these remote refueling stations. Unmitigated, there would be a potential for loss of life if emergency services vehicles were slowed down due to fuel replacement only in urban areas. Feasible Alternative Proiect: An alternative project would be to use portable generators for these two sites, at a reduced cost difference of $2,704 per generator. The County heavily uses these sites, however, and needs the immediate power of a permanently-installed generator versus the human intervention required to connect a portable unit. If this alternative is selected, it is estimated that the additional manpower to visit the site and connect the generators when needed would more than offset savings within the first year. Identify the entity that will provide long term maintenance? For all sites, the Weld County Building and Grounds Department will develop and implement a generator maintenance plan that includes routine monitoring of the generators plus periodic exercise of these generators under load. Other application requested information An Operations & Maintenance Plan will be developed by the Weld County Dept. of Buildings& Grounds; this plan will be delivered as a part of the final close-out of this project, and will be implemented in perpetuity immediately upon completion of all project tasks. Additionally, a signed maintenance agreement has been submitted as a part of this application. Both the Weld County Office of Emergency Management and the Dept. of Buildings&Grounds will be responsible for the security, maintenance and exercising of this equipment. Annual estimated costs of $544.00 per site include staff time to exercise and maintain equipment in coordination with local utilities. A letter of match commitment from Weld County(12.5%cost share) is included in the application package. Reduction in federal and state cost share option This two-site request is the number two priority for Weld County. If a reduction of federal and/or state cost share would be necessary, the County would prefer that these two generators not be cut from funding, but rather that other sites be cut such as those in the Briggsdale or Southwest Services Center applications.
