Section 1
1 . Proposed Use of Property
Circle B Land Company, LLC, a wholly owned subsidiary of Bill Barrett Corporation
(BBC) proposes to construct an oil and gas storage yard facility and operations office on
its property located at the northeast corner of the intersection of County Road 70 and
County Road 85 in Weld County. The subject parcel measures approximately 80 acres in
total size and is zoned for agricultural uses. The proposed site, referred to as the Circle B
Rudd 6-61 -7 Multi-Use Facility, will be used exclusively by BBC for the storage of oil
and gas production related equipment. The proposed office will be converted from the
existing vacant residence located on site to house staff that will manage the day-to-day
operations of the facility. The proposed office operations office area ( 1 .43 acres) is
located on the southwestern corner of the site and the storage yard (5.5 acres) will be
positioned directly to its north. A 20-foot tall radio communications tower is also
proposed to be installed to provide communication to regional offices, incoming traffic,
and support groups. The proposed storage yard, office, and tower will be permanent
facilities and will operate year-round. A complete list of structures and equipment is
listed below. Due to the size of the parcel, it is possible that additional oil and gas related
facilities will be planned for the site in the future. Eight oil and gas wells have been
permitted on site and exist as a use-by-right.
The proposed storage yard will be surrounded by a six-foot tall chain link fence
separating the office from the yard as depicted on the Site Plan. The storage yard will be
screened from view of automobiles traveling on County Road 85. All parking for the
proposed office will be screened from view by the proposed office and garage.
The proposed facility is located in the south half of the southwest quarter of Section 7,
Township 6 North, Range 61 West, 6th P.M. adjacent to CR 70 and CR 85. Ownership

2. Consistency with the I ntent of the Comprehensive Plan
BBC has reviewed the Comprehensive Plan as outlined in Chapter 22 of the Weld County
Code and believes this project is consistent with its guiding principles. Section 22-2-
10(D) emphasizes extraction of natural resources as an important part of the economy
and should minimize impacts to agricultural lands. The proposed 5.5 acre storage yard
will support oil and gas related activities in the surrounding region. It will be located on
lands owned by BBC's subsidiary that are currently non-irrigated rangeland located in a
rural area with existing oil and gas activity.
3. Consistency with the I ntent of the Zoning and Zone District
The storage yard facility is classified by Weld County as an Oil and Gas Storage facility,
and the proposed office is classified as an Oil and Gas Support and Service facility.
Section 23-3-40.A. 1 and 2 of the Weld County Code states that these facilities are uses
allowed to be constructed, occupied, operated and maintained in the A (Agricultural)
Zone District upon approval of a Use by Special Review permit in accordance with the
requirements and procedures set forth in Article II, Division 4 of Chapter 23 .
The Weld County code indicates that uses that are "more intense and have a potentially
greater impact" are permitted within the A (Agricultural) zone district. The operation of a
storage yard for oil and gas operations can be considered more intense than most uses and
is therefore more suitable for remote locations such as the proposed site.
4. Type of Uses Surrounding the Site
The proposed storage yard facility is surrounded by agricultural properties comprised of
low-density development and oil and gas wells.
5. Project Details

Approximately six to 12 delivery trucks will access the facility on a daily basis for
the purpose of delivering or picking up storage equipment.
Ten employees will access the site in addition to the delivery trucks.

The facility will operate 24 hours a day, seven days a week. However, typical
access in and out of the facility will occur during daylight hours.

g. Fire protection
The property falls within the Briggsdale Fire Protection District. A referral packet
will be sent to the district by Weld County upon application for the USR.
h. Water source
Water will come from an existing on-site well (Permit #69938). The existing
permit is residential, a change of use permit to commercial is being processed
with the State Division of Water Resources.
i. Sewage disposal system
An existing septic system exists and will service the office facility on site (Permit
# SP-0400015). The septic system will serve employees of the office operation
located on site. Portable toilets will be provided for operators of delivery trucks
accessing the storage yard.
j . Storage (what type)
No additional storage is required for this facility beyond what is indicated in d(i)
and d(ii) above.
6. Proposed Landscaping
After the facility is constructed, reclamation for those portions not necessary for
operations would be completed according to COGCC regulations. The storage yard and
communications site would be graveled along their travel paths and graded for positive
drainage and a 6-foot chain link fence will surround the facility. No further landscaping is
proposed.
7. Proposed Redamation
When use of the facility is terminated, all facilities will be removed and the land will be
returned to its native state according to COGCC regulations.
8. Storm Water Drainage
The facility is located on a relatively flat parcel and will be surfaced with gravel. Please
see the Drainage Memo included with this application.
9. Construction Process
Upon approval of the USR permit and any applicable grading permit, construction
operations for the well pad would commence. Upon commencement of construction, the
total timeline would be as follows:

10. Waste M anagement Plan
No significant waste will be generated on the site. BBC predicts that the majority of
wastes produced will be typical daily office related materials. Any waste associated with
the proposed storage yard will be minor and handled on a case-by-case basis. The site
does not propose to store any liquids related to the Oil and Gas industry in large volumes.
BBC maintains a corporate Waste Management Plan that covers the management of all
wastes typically associated with our operations. This plan is used to determine how to
best manage common wastes small and large. The objective of the plan is to ensure that
generation of wastes is minimized and materials are reused or recycled whenever
possible. When that is not possible the plan is utilized to ensure that wastes are managed
in accordance with all Local, State, and Federal regulations. BBC personnel are trained
on waste management practices.
BBC anticipates that the following wastes will be generated at the site:
• Used oil
• Tank bottoms
• Spent filters
• Light bulbs
• Spent batteries
• Hydrocarbon impacted soil from minor vehicle traffic leaks
• Used packaging material, including cardboard, scrap lumber from crates, metal
strapping, etc.
Two small dumpsters will be placed on site and municipal solid waste will be managed
by Waste Management Incorporated. The dumpster will be emptied weekly or bi-
weekly. A RCRA Universal Waste program will be set up and managed by Clean
Harbors Incorporated for the proper management or recycling of universal wastes such
as spent batteries and light bulbs. Hydrocarbon impacted soils will be removed from the
facility as needed and disposed of at Waste Management Incorporated's landfill in
Keenesburg, Colorado.

11 . Dust Abatement Plan
During the construction phase of the project, BBC will use water or magnesium chloride
trucks for dust suppression. Soil erosion will be mitigated through the appropriate use of
best management practices contained within BBC's Storm Water Management Plan.
After construction is completed, BBC will gravel the access and travel ways within the
facility area. Gravel will be utilized for the proposed storage yard as well. Water or
magnesium chloride application will continue to be applied on an as-needed basis.
SECTION 2
1 . Notification Requirements
County Notices
Section 23-2-210(B)(1): Upon application completeness, agency notice submittal (28 day
comment period). This step is completed by Weld County staff

Section 23.2-210(8)(4): Notice to owners of property within 500 feet of the parcel. As
per 23-2-260(B)(9), the list attached was created from Assessor records of Weld County
on September 13, 2013.
2. Operational Standards
Noise Control:
The operation of the facility shall comply with the noise standards enumerated in Section
802 of the COGCC Amended Rules 2008 in addition to any other applicable state noise
standards.
Minimal noise emissions are expected from this site. Noise sources are expected to be
limited to vehicle traffic in addition to the loading and unloading of storage equipment.
White noise backup beepers will be utilized for all large hauling vehicles.
Air and Water Quality:
All activities will be in compliance with the permit and control provisions of the
Colorado Air Quality Control Program, Title 25, Article 7, and C.R.S. as applicable. No
waste water will be discharged on the surface of the site. Human wastes will be contained
within the ISDS septic tank on site.
Lighting:
Lighting on the site will be downcast and shielded lighting will be provided on the
proposed building. Lighting is for nighttime security and emergency work only. Lighting
will be controlled with an on/off switch and only used when needed.
Any source of lighting on the site shall be shielded so that light rays will not shine
directly onto adjacent properties where such would cause a nuisance or interfere with the
use on the adjacent properties. In addition, neither direct nor reflected light from any light
source on site will create a traffic hazard to operators of motor vehicles on the adjacent
access road
Weed Control:
The facility will be kept free of weeds, rubbish, and other waste material. The area shall
be treated if necessary and as practicable to prevent invasion of undesirable species and
noxious weeds.
3. Required Permits
Weld County:
A Use by Special Review Permit is required to be approved by the Board of County
Commissioners.
The current access on site will be vacated due to its close proximity to the adjacent
intersection. Access to the site will be relocated to three separate access point off of both
WCR 85 and WCR 70. The proposed access points will be coordinated with the Weld
County Department of Public Works. An access permit application for each proposed
access has been included with this submittal.
A grading permit is expected to be required.
BBC will submit any additional permits necessary for county approval prior to the
commencement of construction on site.
Briggsdale Fire Protection District:
The Site Plan and Use by Special Review Application will be referred to and reviewed by
the Briggsdale Fire Protection District.
Oversize Load Permits:
If necessary, oversize load permits will be obtained prior to moving any new equipment
onto the site.
4. Traffic
Please see the Traffic Memo located the Appendix.
5. Fire and Emergency Response
There is adequate provision for the protection of the health, safety and welfare of the
inhabitants of the neighborhood and the county.
All roads leading to and those in the site area are designed and maintained to support fire
apparatus. Ample turnaround room to accommodate fire apparatus is present. BBC
support personnel in the field or on call at all times to provide technical assistance in fire
prevention and elimination.

6. Containment/SPCC Plan
If required, a SPCC plan will be created for the facility prior to commencing operations.
It is BBC's policy to create and maintain SPCC plans at all of its non-transportation
related facilities in accordance with 40 CFR Section 11 . Upon completion of the SPCC
plan, a signed copy will be provided, per the request of Weld County.
7. Noise Abatement Plan
Given the rural nature of the site and the proximity of existing residences a full noise
abatement plan is not a part of this application. As stated in the Operational Standards,
above, the facility will comply with all applicable state and COGCC regulations. See
"Operational Standards" above.

INTRODUCTION/OVERVIEW
This letter is intended to serve as the site drainage overview for the above referenced
project. Baseline is processing an application for improvements to serve a parcel generally
described as part of the South 'A of the Southwest Quarter, Section 7, Township 6 North,
61 West in Weld County Colorado at the northeast corner of WCR 70 and WCR 85.
Currently this site is native rangeland and is 100% pervious consisting of native vegetation.
Total acreage of the site is approximately 80 acres. A new Storage Yard and associated
access is proposed that will encompass approximately 8 acres.
EXISTING SITE DESCRIPTION
The existing site is situated on the north side of Weld County Road 70 approximately 22
miles east of Greeley. The site and surrounding area is undeveloped rangeland. No
existing drainage issues are apparent.
PROPOSED SITE DESCRIPTION
Under the proposed conditions the majority of the overall site will remain unchanged. The
proposed improvements will include re-grading and access improvements over a disturbed
area of approximately 8 acres, or roughly 10% of the site. The site pavement (impervious
surface) will be gravel and total approximately 5.6 acres or 7% of the total site. Of the 8
acre disturbed area the resulting watershed impervious will be roughly 20% The applicant
is responsible for providing a water quality feature at the downstream end of the developed
site that conforms to the methodology outlined in Volume 3 , Section 3.3.0 of the Urban
Storm Drainage Criteria manual. The calculations below reflect a required WQCV of 0.08
acre-feet:

Drainage Letter
DRAINAGE CONDITIONS
The site drains to the west towards County Road 85. There are two drainage basins within
the 80 acre site that split it in half from north to south. The easterly of these two basins will
remain undeveloped and drains offsite to the southeast. The westerly basin which
encompasses the proposed development drains west to an existing culvert located under
County Road 85. Proposed site grading will maintain historic drainage patterns and flow to
a water quality feature prior to leaving the site. There are no known issues with the current
drainage or the existing culvert.
WAIVERS FROM CRITERIA
Due to the size of the existing parcel, 80 acres, the minimal amount of disturbance (10%),
the small percentage of impervious surface (5%) being added within the basin, in addition
to the remote nature of the project, a waiver from stormwater detention is being requested .
CONCLUSION
The proposed drainage system will continue to follow historic drainage paths. The runoff
from the site will pass through a water quality feature prior to out-falling at the existing
culvert under County Road 85 at near historic runoff rates.
This drainage letter has been prepared in conformance with the Weld County Storm
Drainage Criteria Addendum to the Urban Storm Drainage Manual and the County
Engineering and Construction Criteria.

OVERVIEW
This traffic memo is prepared to accompany the Use by Special Review permit application for the Circle B
Rudd 6-61-7 Multi-Use Facility. If approved, this facility will be located on property near the intersection of
Weld County Road 85 and Weld County Road 70. More specifically the site is positioned in the south half of
the southwest quarter of Section 7, Township 6 North, and Range 61 West of the Sixth P.M . in Weld County
(Parcel 079507300005). This memo provides an overview of the long-term traffic associated with the
proposed USR uses.
BACKGROUND
Three access points are proposed to the site located off of both WCR 85 and WCR 70. Each proposed
access will maintain a 30 foot-wide driveway with 60-foot turning radii. WCR 85 and WCR 70 are dirt
roads with one lane for each direction of travel . All traffic accessing the site for its intended use will
travel either from the north or south using Weld County Road 85. The adjacent County Roads all have 60
feet of right-of-way.
The proposed uses and improvements on site consist of one office building, radio communication tower
(20-feet), and an oil and gas equipment storage yard . The site will house approximately ten employees.
The site will be accessed daily for the loading and unloading of equipment associated with the storage
yard in addition to employees that will staff the on-site office building.
WCR 85 will be the main traffic arterial for the haul route with secondary access points to be provided
via WCR 70. As mentioned, the majority of associated traffic is proposed to access the site via northerly
and southerly directions. When the delivery trucks empty their loads they will leave the site via WCR 85
and disperse north and south . Major east/west routes off of WCR 85 are WCR 68 and WCR 74. The
proposed employee traffic will follow the same proposed route.

501 of all trips in and out of the proposed site will come from the north and 501 will come from the
south .
CONCLUSION
The proposed use of the site and associated traffic is consistent with the existing uses on surrounding
properties with existing traffic onto WCR 85 in addition to WCR 70 if the secondary access is utilized in the
future. Intersections along the route have adequate control measures and adequate line of site for proposed
traffic volumes. The access and use of the site for load drop off should not create any adverse impacts on the
surrounding road network.

The site drains to the west towards County Road 85 . There are two drainage basins within
the 80 acre site that split it in half from north to south . The easterly of these two basins will
remain undeveloped and drains offsite to the southeast. The westerly basin which
encompasses the proposed development drains west to an existing culvert located under
County Road 85. Proposed site grading will maintain historic drainage patterns and flow to
a water quality feature prior to leaving the site . There are no known issues with the current
drainage or the existing culvert.
WAIVERS FROM CRITERIA
Due to the size of the existing parcel , 80 acres, the minimal amount of disturbance ( 10%),
the small percentage of impervious surface (5%) being added within the basin , in addition
to the remote nature of the project, a waiver from stormwater detention is being requested .
CONCLUSION
The proposed drainage system will continue to follow historic drainage paths. The runoff
from the site will pass through a water quality feature prior to out-falling at the existing
culvert under County Road 85 at near historic runoff rates.
This drainage letter has been prepared in conformance with the Weld County Storm
Drainage Criteria Addendum to the Urban Storm Drainage Manual and the County
Engineering and Construction Criteria .
