McCool Federal Coordinating Officer, FEMA-4145-DR-Co 9195 East Mineral Ave, Suite 200 Centennial Colorado 80112-3556 Subject: Time extension request for Public Assistance Emergency Work; FEMA-4145-DR-CO; Weld County, Colorado; Categories A Debris Removal and B Emergency Protective Measures Dear Mr. McCool, Pursuant to 44 CFR § 206.204, Weld County hereby requests that FEMA (Grantor) and the State of Colorado (Grantee) approve this request for a time extension on all emergency work under Categories A (Debris Removal) and B (Emergency Protective Measures), Public Assistance Grant Program. At this time, FEMA has not completed or obligated any Category A or B Project Worksheets (PW) for Weld County. This request is for an additional six months to the anniversary of the declaration date in September 2014. In September 2013, Weld County was impacted by the flooding incident declared by the President under FEMA-4145- DR-CO. Much of the damaged public infrastructure in Weld County was on locally owned and maintained bridges and roads. Due to the continued high levels of the water table, and flood plain, as well as the onset of the winter climate, the completion of emergency protective measures and debris removal is uncertain. As the State and FEMA are aware, Colorado is expected to have a significant spring melt and run-off which may impact the public infrastructure that has yet to be restored. It is anticipated by the Weld County Public Works Department, that many of the damaged facilities, which have yet to be restored, may require additional protective measures to minimize potential further damages and loss. Weld County has identified several sites where components of the infrastructure that was washed away by the flooding, has been discovered on non-public land. This debris has not been removed, because it was not a priority during the first 60 days after the flooding, and the County was occupied with emergency repairs and getting the roads opened. The County is now working on the appropriate due diligence required to remove that debris. The County made a request for Private Property Debris Removal to be approved by FEMA; however that initial request was denied. Weld County intends to appeal that decision. Weld County is not delaying the removal of this debris because of FEMA. It has been delayed because of the local due diligence requirements and coordination with local residents.
