RE: APPROVAL OF MEMORANDUM OF UNDERSTANDING BETWEEN THE DIRECTOR
OF PUBLIC HEALTH OF WELD COUNTY AND THE WELD COUNTY GENERAL
HOSPITAL BOARD OF TRUSTEES AND AUTHORIZATION FOR CHAIRMAN TO
SIGN THE SAME.
WHEREAS, the Board of County Commissioners of Weld County,
Colorado, pursuant to Colorado statute and the Weld County Home
Rule Charter, is vested with the authority of administering the
affairs of Weld County, Colorado, and
WHEREAS, a Memorandum of Understanding between the Director
of Public Health of Weld County and the Weld County General Hos-
pital Board of Trustees has been presented to the Board of County
Commissioners of Weld County, Colorado. A copy of said Memorandum
of Understanding is attached hereto and incorporated herein by
reference at this point, and
WHEREAS, said Memorandum of Understanding is a recommendation
to the Board of County Commissioners of those agreements which are
to be in effect during fiscal year 1979 for the operation of both
parties ' respective alcoholism treatment programs, and
WHEREAS, it has been determined through past experience that
cooperation between Weld County Public Health and Weld County
General Hospital increases that quality of service to the service
area and economies in the cost of the provision of those services,
and
WHEREAS, said Memorandum of Understanding shall become effec-
tive upon the inception of the Weld County General Hospital pro-
gram and approval of the Hospital Board of Trustees and also upon
approval of the Weld County Board of County Commissioners. Said
Memorandum of Understanding shall remain in force and effect to
and including December 31, 1979, and
WHEREAS, the Board of County Commissioners deems it advisable
and in the best interests of Weld County to approve said Memorandum
of Understanding and further to adopt said Memorandum as the public
policy of the Board of County Commissioners of Weld County, Colorado.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commis-
sioners of Weld County, Colorado that the Memorandum of Understanding

between the Director of Public Health of Weld County and the Weld
County General Hospital Board of Trustees concerning the operation
of alcoholism treatment programs be, and hereby is, approved and
further that the Chairman of the Board is hereby authorized to
sign the same.
BE IT FURTHER RESOLVED by the Board that said Memorandum of
Understanding be, and hereby is, adopted as the public policy of
the Board of County Commissioners of Weld County, Colorado.
The above and foregoing Resolution was, on motion duly made
and seconded, adopted by the following vote on the 31st day of
January, A.D. , 1979.

MEMORANDUM OF UNDERSTANDING
This Memorandum of Understanding is entered into by the Director
of Public Health of Weld County, hereafter designated as "County Health" , and
the Weld County General Hospital Board of Trustees , hereafter designated as
"Hospital " , as a recommendation to the Board of County Commissioners of
Weld County of those agreements which are to be in effect during fiscal
year 1979 for the operation of both parties ' respective alcoholism treat-
ment programs.
WHEREAS, County Health and Hospital both have a responsibility for
providing effective medical services within their respective service areas ;
and
WHEREAS, County Health and Hospital have determined through past
experience that cooperation between themselves increases the quality of
service to the service area and economies in the cost of the provision of
those services; and
WHEREAS, County Health and Hospital both will be providing alcoho-
lism treatment programs to much the same service area
NOW, THEREFORE, IT IS HEREBY AGREED AS FOLLOWS:
1 . Comprehensive Care Corporation will provide a Medical Direc-
tor for both the Hospital and County Health at a rate to be
determined in separate agreements with each party.
2. The Medical Director will serve as the medical program
coordinator of both alcoholism treatment programs.
3. The above Medical Director will serve as a medical resource
to the Hospital , Director of Public Health, and Board of

County Commissioners on matters pertaining to the alcoholism
treatment programs of the Hospital and County Health.
4. The Medical Director will participate with medical expertise,
in determining whether the best interests of both programs
and the citizens of the service area are served by the
specific alcohol treatment programs of both the Hospital and
County Health.
5. The Medical Director will keep County Health and Hospital
continuously advised concerning medical aspects of the al-
cohol treatment programs.
6. The Medical Director will inform County Health and Hospital ,
in advance, and consider their assessments of proposed
major changes to the programs which may affect either program.
7. The Medical Director will make recommendations, through nor-
mal administration channels, to ensure the efficient use of
program resources in both programs in providing alcohol
treatment in the common service area.
8. The Medical Director will recommend to the Hospital and
County Health policies and guidelines necessary to best co-
ordinate and allocate both programs ' resources in maximizing
quality service to all alcohol treatment patients.
9. The Medical Director will , in consultation, prepare evaluation
materials which will assist in evaluating patient needs for
recommending the treatment program that best serves the indi-
vidual patient.
10. The Medical Director will review data and prepare material
which will demonstrate to County Health and Hospital that the

best interests of both programs and the citizens of the ser-
vice area are served by the specific alcohol treatment pro-
grams of both Hospital and County Health.
If any provision of this Memorandum shall be held invalid by
operation of law or by any court of competent jurisdiction, or if compliance
with or enforcement of any provision shall be restrained by any tribunal ,
the remainder of this Memorandum shall not be affected thereby, and the
parties shall enter into negotiation for the sole purpose of arriving at
a mutually satisfactory replacement for such provision.
It is agreed that the foregoing shall be jointly submitted to
the Weld County Board of County Commissioners by the Director of Public
Health and the Hospital for the Board's consideration and approval . Upon
approval , the Board shall adopt a resolution specifying that the memorandum
is the public policy of the Board of County Commissioners of Weld County.
This Memorandum of Understanding shall become effective upon the
inception of the Hospital 's program and the approval of the Board of Trustees
of the Weld County General Hospital and the Weld County Board of Commissioners
and shall remain in force and effective to and including December 31 , 1979.
