RE: Weld County Parkway -Atkins Engineering Services Change Order No.3

Brief description of the problem/issue:
In accordance with the work session on May 7, 2014, the Public Works Department requests modification to
Atkins original scope of design services and subsequent change orders to include the design of a traffic signal at
the intersection of WCR 60.5/47. In addition, Atkins will need to provide some minimal services during the
construction of the project, so the change order also includes post design support during construction. Details
of the scope of services and fee breakdown are described in the attached Change Order No.3.
The additional engineering services to be provided by Atkins are in the amount of $37,816.00. Staff has
reviewed the proposal and recommends approving the change order.
What options exist for the Board:
Option 1: To approve the attached Change Order No.3 with Atkins.
Option 2: Delay or Cancel the proposed additional engineering services.
Recommendation to the Board:
Public Works recommends option 1 to approve Change Order No.3 with Atkins. If approved, the consultant
plans to have the traffic signal design completed by August, 2014. The construction services will take place
until August, 2015.

The following change is hereby made to the Contract Documents: The original scope of services related to the
Agreement for Professional Services dated May 21 , 2012 and the subsequent Change Orders needs to be modified. The
County desires to add the design of a traffic signal at the new intersection of WCR 60.5/47 to the scope of work. In
addition, Atkins will need to provide some minimal engineering services during the construction of the project; shop
drawings review, responding to request for information inquiries from the construction Contractor, and assistance with
any design modifications initiated by the County. Details of the scope of services and fee breakdown are described in the
attached documents provided by the consultant.
CHANGE TO CONTRACT PRICE:
Original Contract Price: 5774.252.00
Current Contract Price adjusted by previous Change Orders: $1,321 .454.00
The Contract Price due to this Change Order will be increased by: _ £37,816.00
The new Contract Price, including this Change Order, will be: $1,359,270.00
CHANGE TO CONTRACT TIME:
The Contract Time will be increased by 12 months.

CONSTRUCTION SUPPORT AND TRAFFIC SIGNAL DESIGN
June 6,2014
I. GENERAL
Description of the project
As part of the Weld County Parkway (WCR 49 Extension) Project an improved intersection will be
constructed at the new WCR 49 connection with WCR 60.5/47. A traffic analysis completed for this
project determined that construction of a traffic signal at this location should be considered and will be
needed due to traffic volumes. The design of a traffic signal at the WCR 47/60.5 intersection will be
completed for planning and construction.
The US 34& CR 49 Intersection Safety Improvement(RAMP)and Weld County Parkway Projects are
being led by Weld County. The construction plans, quantities and specifications for both projects are
being bid and the construction is being managed by Weld County. During the construction,Atkins
will be available to review shop/working drawings, answer questions, and complete design revisions
as needed.
The additional scope of work items included in change order#3 includes the following:
• Preparation of a stand-alone traffic signal design for the WCR 47/WCR 60.5 intersection
• Post design support during construction
• Project management and coordination
II. SCOPE OF SERVICES
The following work tasks will be completed under this modification.
A. TRAFFIC SIGNAL DESIGN-WCR 47/60.5 Intersection
The design includes plans, specifications, cost estimates for the construction of a traffic signal at the
WCR 47/60.5 intersection.
I. Final Design and FOR Meeting—Prepare traffic signal plans,notes, specifications,and estimate.
Submit to Weld County for review and attend plan review meeting with County staff.
2. Preparation of final PS&E — Make plan revisions per County comments and finalize the
specifications using the CDOT standards and specifications. A construction cost estimate for the
intersection work will be prepared.
B. POST DESIGN SUPPORT DURING CONSTRUCTION
Atkins will review shop/working drawings, answer questions, and complete design revisions.
1. Design Support During Project Construction—During Construction, Atkins will review contractor
shop drawings and respond to requests for information(RFI's) from the contractor. Atkins will
also make design adjustments and resubmit plans to fit field conditions if needed. Design
modifications will be agreed to by the County before initiating any work. Attendance at the
project partnering workshop(2 attendees).

III.DELIVERABLES -The following is an estimate of the deliverables required for this project.
Final Design—Traffic Signal
• Combined F1R/FOR Plan Package (plans, specifications, and cost estimate) (5 half-size copies)
• Final Plan Package (plans, specifications, and cost estimate) (1 original pdf, County will make
necessary copies)(5 half-size copies)
Post Design Support during construction
• Shop drawing review approval or request for additional information using tracking stamp
• Responses to RFI's
• Design plan modifications (as needed and directed by County)
IV. LIST OF ASSUMPTIONS
I. The signal design will involve Signal notes and Plan sheets only. Project specifications and
construction estimate will also be prepared. The work is likely to be change ordered into the current
construction project.
2. The duration of the construction is anticipated to be one-year.
3. Attendance at weekly construction meetings is excluded.
