OVERVIEW
Tri-State is a non-profit cooperative electrical utility and is registered with the Federal
Communications Commission (FCC) as private carrier operating in the Microwave Industrial
Business Pool under CFR Title 47 Part 101 . Part 101 allows for communication systems to
be licensed for the purpose of supporting the overall business needs of the organization of
providing reliable cost effective bulk electric power supply for its member organizations.
As a bulk power utility, Tri-State is required to meet regulatory compliance as established by
the Federal Energy Regulatory Commission (FERC), the National Energy Regulatory
Commission (NERC), and Western Energy Coordinating Council (WECC).
PURPOSE AND NEED
The purpose for this communications system build-out is to provide a high speed
geographically diverse digital communication link between the Tri-State operations control
center computers located at Westminster, Colorado and Frederick, Colorado with the
proposed Keota 345KV and Redtail 115KV substations.
Requirements are to communicate with the Supervisory Control and Data Acquisition
(SCADA) equipment, transmission line relay protection equipment, with the substation
revenue metering equipment, the FERC mandated security systems for a bulk power
substation , and voice communications for the safety of the maintenance personnel working
around the energized equipment.
KEOTA COMMUNICATIONS FACILITY LOCATION
The proposed Keota Communications facility will be located approximately 1070 feet west of
road CR-89 on the proposed substation property approximately 740 feet northeast of the
Laramie River Station 345KV (LRS 345) line structure 203 and near to the proposed Keota
345KV substation at Latitude 40°44'32.8"N , Longitude 104° 13'27.2"W and at an elevation of
4958 feet above mean sea level. The location and elevation will vary slightly based on the
final substation location and general arrangement.
The area surrounding this proposed facility is agricultural grassland with only one residence
located approximately one mile from the site. The general terrain is considered low rolling
hills with no trees and the site will be located in a low elevation spot.
TRI-STATE COMMUNICATION SYSTEM DESIGN CRITERIA
Tri-State uses a mixture of various communications technologies such as the proposed point-
to-point terrestrial microwave as well as fiber optic systems throughout its service territory to
provide multi-channel communications to its various facilities. The type of technology and

method used depends on the communication requirements, costs and what system is
available in the area.
The critical nature of the Keota Substation as defined by FERC and NERC for the bulk power
system requires a high reliability design be deployed for a 345-kV substation . The following
criterion is used for designing the communication system to accomplish this.
• Use of existing wholly owned , joint-owned or partner owned communication facilities
whenever possible. New facilities to be considered if no adequate facilities are available.
• Path Reliability will be better than 99.9995% (2.6 minutes/year outage time) to achieve
the overall network reliability of 99.995% (26.2 minutes/year outage time).
• Obstruction Clearance criteria will be 20 feet above the highest point of the obstruction .
(Some modification consideration can be given for the type of obstruction and the
location with-in the path)
• Tower Heights (minimized) due to cost, structural , maintenance and safety issues.
• East / West path designs will be avoided where possible due to propagation issues
caused by sunrise/sunset and storm path issues.
TRI-STATE COMMUNICATION FACILITY CRITERIA
Tri-State's communication facility requirements are:
• 220 VAC single phase commercial power available sufficient to handle the building , DC
plant and HVAC loads.
• Standby emergency generator system (EGS) that will run for 6 days before refueling
• 48VDC plant with a 12 hour run time a full equipment load
• HVAC sized to maintain 77 deg F inside building air temperature with a 100 deg F
outside air temperature.
• Automatic waveguide pressurization system to keep water condensation out of the
waveguide.
• Three feet of front and rear clearance for all equipment installed in the building for
maintenance activities.
• Road access by 2-wheel vehicle except during inclement weather conditions where 4-
wheel drive and/or snow cats can be used .
TRI-STATE COMMUNICATION SYSTEM DESCRIPTION
To meet the FERC, NERC and WECC regulatory requirements, Tri-State operates a high-
speed fiber and microwave communications network across its four-state service territory.
The back-bone system consists of several SONET self-healing geographical diverse rings to
provide protection against fiber cuts, microwave propagation outages, and equipment
failures. Three of those rings currently traverse the southern portion of Weld County using six
of the approximately 400 locations that make up the Tri-State network. See Exhibit A for a
partial route map.

KEOTA COMMUNICATION SYSTEM DESIGN
To meet the protection requirements for a high reliability multi-channel communications
system, a new standalone facility complete with a communications tower will be required on
the substation property for the expressed purpose of providing multi-channel communications
for Keota and the Redtail substations. In order to meet regulatory compliance, system
reliability and safety, the existing system will be modified to extend the route diversity
communication route to Keota. See the Point Of Rock, Keota, Weldona paths shown in red
on Exhibit A. The installation and commissioning of this communication system is proposed
to be completed in the 3nd Quarter of 2014 to allow for the substation to be placed in-service.
To meet Tri-State's long term communication needs, the facility will be developed to handle
microwave, fiber, multiple address polling radio (MAS) and mobile radio system needs for this
area.
KNOWN OBSTRUCTIONS
The near end obstructions that were noted are the LRS 345-kV transmission line structures
203, 204, 205 and 206 located just south of the proposed Keota communication site. The
proposed Weldona and Point Of Rock microwave paths must cross in-between the structures
listed . Per the LRS line plan and profile drawings, the average height of these structures with
their associated lines is 100 feet above ground level (agl).
FACILITY COLLOCATION STUDY
As per FERC/NERC and Weld County requirement, Tri-State considered eleven of the
existing Tri-State / partner facilities and found only three locations that meet the path
requirements. The Tri-State partner facility, Weldona, owned by Western Area Power
Administration (WAPA) and the partner facility, Point-Of Rocks, operated by Basin Electric
(Weld CUP-37) were selected based on Tri-State's path / site selection criteria.
To meet the County code requirement to examine other existing structures in Weld County
not associated with Tri-State, another 16 locations were identified and considered for
collocation or as intermediate repeater sites to lower the required Keota tower height using
the GIS map supplied by Weld County and research done using the FAA and FCC Antenna
Registration System databases. Only one site, Nobel Energy (Weld USR-13-0013) was found
to be possibly close enough to be considered in lieu of a facility build . Evaluation of this
location is addressed in more detail . Three additional sites were identified and evaluated as
possible intermediate repeater sites. Exhibit B lists all of the sites evaluated .
BASIC STRUCTURE HEIGHT
The basic structure height to clear the LRS 345-kV transmission line and structures to the
south and east of Keota is 130 feet plus 10 feet for any mobile radio antennas and a lightning
rod.

A space diversity antenna system will require an additional 30 feet of separation for the upper
antenna making the structure 160 feet. The permitted structure height to include the lighting
rod and possible mobile radio/MAS antennas would then be 170 feet. The remaining 90 feet
is required to clear topographical obstructions.
PREFERRED DESIGN PATH DESCRIPTION
Path I (Weldona)
Based on a new facility build required at Keota, the WAPA owned Weldona Communication
site was chosen based on Tri-State's site selection and system design criteria. It was
determined that the path length is 24.5 miles, and would require the space diversity antennas
at Keota to be located at the 240/210-foot agl elevations and at 170/140-foot agl elevations at
Weldona to clear a terrain obstruction located at 5.44 miles from Keota to make the path
reliability requirements.

To make the Weldona 240-foot antenna elevation will require a 250-foot-tall supporting
structure at Keota. The overall structure height including lighting rods and mobile radio
antennas will be 260 feet.
Path 2 (Point Of Rocks)
Based on a new facility build required at Keota, the Basin Electric owned Point Of Rocks
Communication site (Weld CUP-37) was chosen based on Tri-State's site selection and
system design criteria requirements. It was determined that the path length is 16.5 miles, and

would require the space diversity antennas at Keota to be located at the 180/150-foot agl
elevations and at 180/150-foot agl elevations at Point Of Rocks to clear a terrain obstruction
at 6.95 miles from Keota to make the path reliability requirements.

Site Collocation
Eleven additional facilities were looked at for possible collocation as required by Weld
County.
Nobel Energy, USR 13-0013, was contacted about collocation at their site approximately
1900 feet away on the adjacent property to see if a new site build at the substation could be
avoided . It was determined that their tower as designed and permitted would not be able to
support Tri-State's antenna requirements. This removed any option of avoiding a
communications site build along with a communications tower at the Keota Substation.
The three sites USR-974, USR-1750 and CUP-42 reviewed as intermediate repeater
locations for the Point Of Rocks path were eliminated based a decrease in system reliability
and would not eliminate the site build at the Keota Substation. The use of additional radio
paths would require addition FCC transmit frequency pairs to be available in an area that
already very congested .

SUMMARY:
• There is not any existing nearby communications facilities that will defer constructing a
new communications facility with a tower to serve the proposed Keota Substation.
• The 250-foot structure at Keota will allow Tri-State to meet Federal requirements for relay
protection of a critical substation by providing geographical route diversity paths to Point
Of Rocks and Weldona.
• The reduction in system reliability by adding additional collocation sites and equipment
does not outweigh the minimal cost savings of reduction in tower height.

The Federal Aviation Administration has conducted an aeronautical study under the provisions of 49 U .S . C. ,
Section 44718 and if applicable Title 14 of the Code of Federal Regulations, part 77 , concerning :

This aeronautical study revealed that the structure does not exceed obstruction standards and would not be
hazard to air navigation provided the following condition(s), if any, is(are) met:
As a condition to this Determination , the structure is marked/lighted in accordance with FAA Advisory circular
70/7460- 1 K Change 2 , Obstruction Marking and Lighting , a med-dual system - Chapters 4 ,8(M-Dual ),& 12 .
It is required that FAA Form 7460-2, Notice of Actual Construction or Alteration , be e-filed any time the
project is abandoned or:
At least 10 days prior to start of construction (7460-2, Part I )

This determination expires on 04/22/2015 unless:
(a) the construction is started (not necessarily completed ) and FAA Form 7460-2 , Notice of Actual

This determination is based , in part, on the foregoing description which includes specific coordinates , height:
frequency(ies) and power . Any changes in coordinates , heights, and frequencies or use of greater power wi
void this determination . Any future construction or alteration , including increase to heights, power, or the
addition of other transmitters, requires separate notice to the FAA.
This determination does include temporary construction equipment such as cranes, derricks , etc. , which may
used during actual construction of the structure . However, this equipment shall not exceed the overall height:
indicated above . Equipment which has a height greater than the studied structure requires separate notice to
FAA.
This determination concerns the effect of this structure on the safe and efficient use of navigable airspace
by aircraft and does not relieve the sponsor of compliance responsibilities relating to any law, ordinance , or
regulation of any Federal , State, or local government body.
Any failure or malfunction that lasts more than thirty (30) minutes and affects a top light or flashing obstructio
light, regardless of its position , should be reported immediately to (877) 487-6867 so a Notice to Airmen
(NOTAM ) can be issued . As soon as the normal operation is restored , notify the same number.
A copy of this determination will be forwarded to the Federal Communications Commission ( FCC) because tt
structure is subject to their licensing authority.
