HomeMy WebLinkAbout20141194.tiff WELD COUNTY CRIMINAL JUSTICE ADVISORY COMMITTEE MEETING MINUTES Date: January 14,2014 Present: Judge James Hartmann, Commissioner William Garcia,Judge Michele Meyer, Trevor Jiricek, Karen Salaz, Doug Erler, Kendall Alexander, Dionne Sund, Jeff French, Sterling Geesaman,Jim Burack,Jerry Green, Michael McCormick,Jim Mersen,Jack Statler, Rick Dill, Shelly Cox, Ryan Broswell and Kamie Cooley Chair,Judge Hartmann called the meeting to order at 12:00 p.m. Introductions of attendees. AGENDA 1. Meeting Minutes: A. The October meeting minutes were accepted with no changes. 2. Subcommittee Reports: A. Sheriff's Office Jail Reports—Sterling Geesaman reported on Weld County Jail Admission Information, Offender Supervision Bureau Trend Charts,and YTD Adult Custody Summary Reports. Of particular note, he noted the increase of DUI arrests creating higher utilization at the jail as well as increases in Parole and Community Corrections(ICCS)revocations. Ryan Broswell,from the Work Release program, summarized his report to the attendees highlighting increases of orders to the program,with slight decreases of orders for electronic monitoring in lieu of traditional placement. Of particular concern was the number of offenders who enter the program submitting a urine sample that tests positive. Judge Meyer generally inquired about the number of defendants who are ordered to a work release sentence in a different county. She indicated that it is sometimes difficult to coordinate these sentences and that she and other judges find it difficult knowing the particulars of those programs. Quite often,defendants and their counsel are left to research this information and bring it back to the sentencing judge who can then process the sentencing document to that work release program. Rick Dill pointed out that Weld County's program is the largest in the state and as such, what occurs in Weld County cannot always be translated and delivered in another counties program. Doug Erler volunteered to work with Judge Meyer to gather contact information and descriptions about programs across the state. Addendum: this was done and information given to Judge Meyer. 2014-1194 B. Pretrial Services Reports- Kamie Cooley from Weld County Justice Services reported on statistics for the Pretrial Services program for the year ending 2013. Pretrial staff assessed at the jail for bail setting on average 135 defendants per month, completed 148 supervision intakes (by defendant)per month. She also reported that on average, Pretrial Services closed 186 cases per month and maintained a 96.5%supervision public safety rate(3.5%defendants committed some kind of alleged new criminal offense)and an 87.4%court appearance rate (12.6%defendants failed to appear for a court hearing and in which a warrant was issued). In total,the program assessed over 1,600 defendants for bail/bond setting, and received over 1,700 new defendants for pretrial supervision,with over 900 defendants on active daily supervision. Finally, she reported the percentage of Complaint Affidavits filed by Pretrial Services to the DA's Office for defendants' non-compliance that resulted in Motions for Revocation of Bond to the Court. 3. Mental Health/Criminal Justice Subcommittee Update: A. Chair of this subcommittee, Kendall Alexander from North Range Behavioral Health (NRBH) updated attendees on the ongoing saga surrounding the award of funds from the Colorado Department of Behavioral Health for the delivery of certain mental health services. He reminded everyone that the RFP's submitted by agencies, including North Range, involve establishing crisis stabilization services to include more nurse/medical assistance,peer services specialists, enhancing face-to-face psychology coverage, more walk-in services, enhancing observation capabilities, community education and possibly more transportation and in-home services. He said that once decisions are made he could offer more information to the attendees. As for the day-to-day work of the subcommittee, he reported on the visit by committee members to Larimer County's AIIM program ("Alternatives to Incarceration for Individuals with Mental health needs"). AIIM is lodged in Larimer County's Criminal Justice Services Department and works collaboratively with Touchstone, 8i1 JD Probation and the Sheriffs Office to provide ancillary evaluation and treatment services for dually diagnosed offenders in various stages of their criminal justice system. Most clients of this program are sentenced to AIIM as part of their sentence to Probation or to supplement their placement in (residential)Community Corrections. AIIM personnel were able to offer valuable information to the Weld team. Kendall said there was great discussion and the Weld team came away with some very good ideas in how possibly to implement such a program in Weld County. 4. Criminal Justice Analysis A. Rick Dill introduced his new role with Weld County. He is tasked with providing resource assistance and analysis of our local criminal justice practices and offering his observations to the Commissioners. He is in the process of speaking with various officials representing parts of our system as a way to learn more, collect data and be able to determine where efficiencies could be achieved. He commented that while arrest rates are down,bookings at the jail are up. He also reported on his involvement with the Mental Health/Criminal Justice Subcommittee.There is some overlap occurring in this area and he indicated there might be some value to evaluate ways to combine some efforts. In a recent meeting with Don Warden and Trevor Jiricek with Weld County and representatives from this Subcommittee, he updated everyone regarding the ongoing idea to create an"AIIM like"program in Weld County. He said that meeting went well and he is working on putting together recommendations to move this idea forward. 5. Roundtable Captain Jack Statler with the Greeley Police Department reminded attendees of his upcoming retirement. All attendees expressed their thanks to Jack for this dedicated public service and wished him all the best. With no further business, the meeting was adjourned at 1 : 15 PM.
