I am writing about the proposed expansion of the Varra Gravel Pits on East 16th Street in East Greeley(Docket#2014-72, COULSON EXCAVATING COMPANY(USR14-0023). I apologize for not getting these remarks to you sooner. I do not take the Greeley Tribune and I noticed the posted sign on the property just before the October 1 date. When I arrived at the hearing I found that it had been moved to the 29th. So, I wanted to get these comments to you before the hearing on October 29. I am writing with a number of concerns. 1. AIR POLLUTION--HEALTH CONCERNS: Since moving to Greeley, I have been diagnosed with asthma. After 50+years of no asthma,you can imagine what a shock this diagnosis and the disease symptoms have caused for me. Now I hear that the air pollution is about to get even worse with the eastern expansion of the 16th Street gravel pits. The earth digging and trucks coming and going create an incredible amount of air and noise pollution. As you can probably imagine,the thought of breathing even more compromised air is completely unappealing to me. Even if you don't care about the health of older adults, a large number of school-age children live in close proximity to the gravel pits, as well. These children will also suffer health issues from the increased dust and air pollution;this should at least give you reason to pause and re- look at the expansion of this site. 2. FLOODING CONCERNS: As you may be aware, last year we had a great amount of flooding in this area from the torrential rains (September/October 2013). The existing gravel pits filled up with water from the Poudre River and threatened 50+ homes in the area. With more gravel pits, the danger will only increase,as this filling of the pits was due to the weakened banks of the Poudre that border the gravel pits. After living through last year's flooding, anything that increases the chance of homes and properties being flooded again in the future does not seem like a good safety risk for the citizens who live in the area. What is Coulson doing to address this potential safety risk to all of us with properties that would be affected by increased flooding into the gravel pits? 3. SAFETY-ROAD AND WATER CONCERNS: With the expanded gravel pits,the amount of trucks in the area will increase greatly. Also, I am unclear whether all trucks will continue to use the existing entrance road or if an additional entrance/exit road is being proposed with this expansion. Regardless, this property does not sit on a highway and trucks must pass by many homes to reach the property. This creates many safety concerns for people and animals who live in this area. In addition,the increased truck activity will compromise the already poor condition of the roads in the area, leading to more possible safety concerns, as well as personal auto damage, for residents due to poor road conditions. There are a LOT of people who live to the south, east and west of the gravel pits who will be EXTREMELY unhappy if truck traffic multiplies in front of their homes and properties. If this expansion is approved,the truck traffic needs to be routed to reach highways (Business 34 or 8th Street) as quickly as possible, passing by as few homes as possible to reach the highways. EXHIBIT a E._, Gt re.!L( -06 . 3 . 4. NOISE AND VISUAL POLLUTION/ REAL ESTATE DAMAGE: With a proposed operation of this size, I am sure that the noise and air pollution will be astounding. As well, these pits are an eye- sore . If you were proposing this out on a highway where homes are spaced miles apart, I could understand this proposal. However, that is most certainly not the case here. With all the talk about helping everyday citizens of Colorado get onto better economic footing, I find it amazing that the Weld County Commissioners would consider expanding this site, which will affect even more homeowners in the area . All of our property prices, which have already suffered due to flooding issues last year, will take an enormous dive with this eye-sore and pollution producer being expanded in the neighborhood . I would prefer that the expansion is not granted . However, should you decide that it will be allowed, would Coulson / Varra be willing to do some landscaping, with fast-growing evergreens, along the open field on 16th Street, towards the east end of the property? A year-round tree border might help cut down on some of the pollutants, would hopefully help it become less of an eye-sore, and might help in case of flooding.
