Please find enclosed copies of annexation impact reports for the two referenced annexations above. The
applicant for the proposed annexations is the City of Greeley. The attached documents fulfill the statutory
requirements pursuant to C.R.S . 31 - 12- 108, of filing one copy of an annexation impact report with the
county within the area proposed to be annexed.

INTENDED/PROPOSED USES The City proposes to annex approximately 160.4
acres of land that is owned by the City of Greeley.
The subject site is located north of C Street, south
of O Street, and West of 5901 Avenue (see
Attachment A & B). The subject property includes
the Cache la Poudre River, the Poudre River Trail,
two oil and gas wellheads and tank batteries, and
Greeley #3 ditch. A portion of the subject property
is within the Cache la Poudre River floodway and
floodplain (see Attachment C). At this time, no
further uses are proposed. The City of Greeley
intends to establish C-D (Conservation District)
zoning on the property. The property must be zoned
within 90 days of annexation. The zoning request
will be evaluated during that process.
COMPREHENSIVE PLAN The property is entirely within the City of Greeley' s
Long-Range Expected Growth Area (LREGA).
ANALYSIS The proposed annexation has 24% contiguity with
existing municipal limits which exceeds the State of
Colorado one-sixth (16.67%) contiguity standard
regarding annexations.
The annexation will not further extend the
municipal boundary of the City of Greeley in any
direction.
The annexation of this site into the City would be
consistent with present growth patterns and
Comprehensive Plan policies. There is evidence
that this site shares a common interest with the
City's future. The requirements of State statutes
and City of Greeley guidelines for annexation
appear to have been met by this requested
annexation.
Since it is anticipated that the site will be used as
open space and as a Poudre River Trail trail head,
there should be no impact on School District No. 6.

The intended use for this annexation is for a future segment of the Sheep Draw Trail. There are no plans
for further development of the property. There are no plans for any modifications to the section of
Greeley Ditch No. 3, which traverses the property.
COMPREHENSIVE AND PARKS TRAILS AND OPEN LANDS PLANS
The entire site lies within the Long-Range Expected Growth (LREGA). The area within the proposed
annexation is located outside of the floodway and floodplain. Based on the proximity to the Poudre
Annexation Impact Report Page 1 of 2 Sheep Draw Trail 59111 Ave Annexation
River, the City's 2060 Comprehensive Plan and the Parks Trails, and Open Lands Plan recommends that
the subject property be used for continuation of the Sheep Draw Trail and natural area uses.
ANALYSIS State law requires 1/6 (16.7%) of the length of all boundaries of annexations be
contiguous to the existing City boundary. The proposed annexation has 47% contiguity with existing
Greeley City Limits, which satisfies the requirement.
The annexation will not further extend the municipal boundary of the City of Greeley in any direction.
The property is proposed to be withdrawn from the Western Hills District and receive fire services from
the Greeley Fire Department.
The annexation of this site into the City would be consistent with present growth patterns and
Comprehensive Plan policies. There is evidence that this site shares a common interest with the City's
future. The requirements of State statutes and City of Greeley guidelines for annexation appear to have
been met by this requested annexation. Since it is anticipated that the site will be used for a segment of
the trail system, there should be no impact on Eaton RE2 School District.
