BOARD OF COUNTY COMMISSIONERS
WELD COUNTY, COLORADO
JANUARY 8, 2014
The Board of County Commissioners of Weld County, Colorado, met in regular session in full
conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County
Administration Building, Greeley, Colorado, January 8, 2014, at the hour of 9:00 a.m.
e ROLL CALL: The meeting was called to order by the Chair and on roll call the following
members were present, constituting a quorum of the members thereof:
Commissioner Douglas Rademacher, Chair
Commissioner, Barbara Kirkmeyer Pro-Tem
Commissioner Sean P. Conway
Commissioner Mike Freeman
Commissioner William F. Garcia

Fi MINUTES: Commissioner Conway moved to approve the minutes of the Board of County
Commissioners meeting of January 6, 2014, as printed. Commissioner Garcia seconded the motion,
and it carried unanimously.
AMENDMENTS TO AGENDA: Commissioner Kirkmeyer moved to amend the agenda to add
under BIDS: 1) Approve Bid #61300201, Engineering Services RFQ - Related to 2013 Flood -
Department of Public Works. Seconded by Commissioner Conway, the motion carried unanimously.
CONSENT AGENDA: Commissioner Conway moved to approve the Consent Agenda as printed.
Commissioner Freeman seconded the motion, and it carried unanimously.
e PUBLIC INPUT: Doug Meyer, County resident, referred to an article in the Greeley Tribune,
spoke in opposition to pro-amnesty for illegal immigrants, takings for environmental issues, Senate Bill
252, and in regard to income inequality. He also informed the Commissioners about an upcoming
e-series on 'Coordination' put out by the American Stewards of Liberty. Commissioner Conway said
Lori Bell will be returning to her post at the Pawnee Grasslands, which is good news.
I] COMMISSIONER COORDINATOR REPORTS: Commissioner Conway invited the public to an
important meeting of the new Groundwater Coalition, whose goal is to make sure other water
roundtables give adequate consideration to groundwater. In reference to House Bill 1278, he said the
study is complete and being evaluated by the legislators, and Representative Randy Fisher, the bill's
co-author, will talk about legislation he intends to introduce this year. He also attended the SARI

Conference in Oklahoma City, where he was one of a dozen speakers, and he met with legislators from
around the country. El Commissioner Kirkmeyer noted that Colorado Counties, Inc., is developing a
twitter page for instant notice about legislative issues. The Transportation Commission approved $30
million of CMAC funds off the top; she and Elizabeth Relford, Department of Public Works, have been
meeting with the Governor's Energy Office for nine months. They will now be able to work within the
County to put in another station, or two, and acquire funding for fleets as well; private companies will be
able to apply for funds to convert to natural gas, as well as fire and school districts.
BIDS:
1 1) APPROVE BID #61300201, ENGINEERING SERVICES RFQ - RELATED TO 2013 FLOOD -
DEPARTMENT OF PUBLIC WORKS: Trevor Jiricek, Director of General Services, referred to
Monday's work session and explained this bid is exceptional in that staff is seeking the Board's
approval to enter into contracts with four firms selected by review: Ayres and Associates, Atkins North
America, Inc., ICON Engineering, Inc., and Bohannan Huston. Commissioner Conway noted these
engineers will do assessments (up to design) of the roads that still need repair. Mr. Jiricek added there
are approximately 30 projects which need to be evaluated and ready before spring run-off, which is why
four firms were selected. In response to Commissioner Kirkmeyer, Mr. Jiricek said, although this is the
first time for this process, it worked very well. Commissioner Conway moved to approve the bid as
recommended by staff. Seconded by Commissioner Kirkmeyer, the motion carried unanimously.
NEW BUSINESS:
e 1) CONSIDER QUIT CLAIM MINERAL DEED AND AUTHORIZE CHAIR TO SIGN - VICTOR
HANSON LIVING TRUST - VICTOR HANSON, TRUSTEE, C/O VICKIE GREEN: Stephanie Arries,
Assistant County Attorney, explained the rights to this were established by court order, but further
relinquishment by the County is needed. Commissioner Kirkmeyer moved to approve said deed and
authorize the Chair to sign. Seconded by Commissioner Conway, the motion carried unanimously.
2) CONSIDER APPOINTMENT OF RYAN ROSE AS CHIEF INFORMATION OFFICER:
Mr. Rose introduced himself: he has lived in Greeley and worked for the University of Northern
Colorado for almost 20 years, has two kids, is on the Greeley Parks and Recreation Board, and
coaches football, basketball and baseball. Commissioner Kirkmeyer moved to approve said
appointment. Seconded by Commissioner Conway, the motion carried unanimously.
IEI 3) CONSIDER APPOINTMENT OF REBECCA KOPPES-CONWAY TO YOUTH AND FAMILY
CONNECTIONS BOARD AND EXECUTIVE COMMITTEE: Commissioner Conway recused himself.
Commissioner Kirkmeyer moved to approve said appointment. Seconded by Commissioner Garcia,
the motion carried unanimously. Commissioner Kirkmeyer noted Ms. Koppes-Conway, a retired judge,
makes a great addition to this board. Commissioner Freeman noted Ms. Koppes-Conway has
tremendous knowledge of Senate Bill 94 and the 1451 dollars available.
RESOLUTIONS AND ORDINANCES: The resolutions were presented and signed as listed on the
Consent Agenda. No Ordinances were approved.
Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted
by the Acting Clerk to the Board.
