Approval of previous month's minutes: Correction: Highway 14 instead of 13.Ted Poszywak moved to
accept; Roger Ainsworth seconded; motion carried.

Old Business:
1. Staff Report—Mike Wallace
Staffing: Dispatchers available: Full time: 53; part time: 5; in training: 9; 11
vacancies. Won't fill until March because we need to train the new personnel and get moved. Have 3
applicants in background. Won't begin next round of testing until end of Feb.
Statistics: Two statistics reports next month,one each with old and new formats
for old and new systems. Totally new format for March.
Doug Rademacher-911 texting? Contract signed with Century-Link/Intrado. Texting won't happen by
the time the new center opens, as we had planned. Intrado is not responding because of technology
changing on the part of the other phone providers. Other agencies in the state have this, but only for
Verizon through an internet protocol. Ours will come through the 911 phone system;the technology for
our use hasn't been completely determined yet.
On Feb 11th we will start switching to FRCC starting at 6PM. Nunn tower will be the first test. At 2100
on the 11th we will start cutting other towers over. Debbie Nasta will send a time schedule plan to all
Police and Fire chiefs. Please give Debbie input on this before leaving this meeting. We need a contact
person for each agency.There will be a specific phone number for dispatch for agencies to call if there
are any issues in the field. We will let WAC know if you need help. Do NOT hit"Home" button until we
say"Go." OK to use letter Ted Poszywak sent to his staff to share with other agencies.
Each station's radios will need to be reset. The final draft of the schedule will be sent out closer to date
in case of weather or other issues. Adams County is cutting over on the 10th; Mike Wallace and Debbie
Nasta will be there with additional staff to see how that operation flows. Ken Poncelow—Will radios in
storage need to be pulled out and programmed? Yes. Hit Home button. Users in the field may need to
call our number. We'll have DTRS portables at our consoles to find those users if they get lost. We'll do
roll call for all agencies in the field before we begin, another as the towers come down, and a third time
when FRCC comes online. Dave Bressler—will we know that Adams is on FRCC? You must touch
portables, mobiles,consolettes, etc. All chiefs will be getting numerous communications from us before
we cutover. Chiefs need to disseminate this information down the line. South Weld—when Adcom
goes on FRCC--will reaffiiliate with another DTRS site.
There will be a 48-hour window between Adams going down and us live on FRCC in which we won't
have talk groups because the various systems won't be talking together. If there are any major issues on
the 10th, we will halt the cutover until the issue has been resolved. All the bordering agencies and
mutual aid will be involved, using either MAC from DTRS or NMAT/SMAT FRCC. We will send scenarios
to as many areas as possible. Roger Ainsworth—call dispatch on the 10th, because number won't be live
yet. First draft of the plan will be out tomorrow. During the transition,the Weld dispatch will be
operating in both current and new facilities. Phones and CAD will be operated from the current
location; phones from the new, until the transition is complete. During the interim (at least 15 minutes
to an hour) calls will be routed to Adams County. Hope to be done by 3AM on the 12th in the new
facility.
Open House Feb 5th from 1-4PM. All are welcome to come. Open to the public.

Roger Ainsworth—What have we learned about the two state tower locations? State was not
communicating with us because they are constructing a new site adjacent to ours at New Raymer. So
they apparently are not going to accept our offer. But we already have a repeater up at Briggsdale
School and are working on a location in the Point of Rocks area.
New legislation—Senate Bill 127—read it, because it would affect all of us if passed. It could hinder our
assets, operations and how business is run in Public Safety. CCSA bill a few years back is what prompted
us to get off the State system in the first place. Trying to put everything the under department of Public
Safety—State wants to take over the entire system and determine how it's used.
2. CAD Update—Mike Stearns—standalones for the new center are all in, and cabled.
Operational by the end of the week or Monday at the latest. PS switches are in the new
building. CBI required us to get off the old Public Safety Network,which was completed Jan
2nd Now there is a new issue—Records will need changes to Spillman to do their reports.
Downside to that is that patch 1311 will be needed. The latest it can be done is Feb 4th
.
There will be a 45 minute outage for the patch early AM Feb 4th
.
3. Public Safety New Hires: Mike Wallace introduced and welcomed Jack Statler as Public
Safety Information Technology Operations Manager. Russ Butler,Tom Morgan, Mike
Stearns and Troy Puchan(GIS) will be moving to Public Safety IT. We will be interviewing for
3 other new positions this week. This division will be used solely for anything connected to
Spillman and Public Safety. We are still in the process of evaluating Spillman, and should
have an answer by the end of February.
4. Weld County New Hires: Commissioner Rademacher introduced and welcomed Ryan Rose
as the Director of Information Technology for Weld County.
5. Dispatch of Air Medical Transport Helicopters—Ted Poszywak—Fire chiefs a couple years
ago wanted to facilitate best practices map for helicopters and fire engines. Weld County
dispatch does not dispatch for helicopters. We call for some, but no actual dispatching. We
need Ted Poszywak and Tom Beach to help us with protocol. Maps need to be updated
maps to indicate the increase in medivac copters. Debbie will schedule that for February.
New Business:
1. Dave Bressler—reported that Poudre Valley EMS has not scheduled a work session with the
BOCC to discuss the small response area on Highway 14 in the Poudre Valley Fire
Departments response area. Poudre Valley Fire is requesting Poudre Valley EMS to respond
in this area since they are closer.
The Greater Brighton Fire District is requesting that Platte Valley EMS respond with them to Weld
County Road 6; east and west to the Weld County line. Platte Valley EMS and the Greater Brighton Fire
District need to schedule a work session with the BOCC.

2. Cheyenne Fire Departments, Warren AFB are interested in FRCC? Any impact to us? No,
only on MAC. Under DIRS we can't control anything. Under FRCC we can control channels.
So busies won't happen as often. Other agencies can be shut off for listening in, so system
failures won't happen as often.
3. Roger Ainsworth—Heard "Standby 911" on primary channels 3 times this week. Must be
because of training personnel. This does not follow protocol and will be remedied with
training.
Action Item: Updated maps of helicopter coverage areas reflecting increasing number of medical
helicopters.
