HomeMy WebLinkAbout20142704.tiff RESOLUTION RE: ACTION OF BOARD CONCERNING WAIVER OF TEN-DAY WAITING PERIOD FOR CONSIDERATION AND INVESTIGATION OF BID #61400149, (CNG) 1/2 TON 4X4, 4-DOOR SUPER CAB LONG BOX (QTY 2)-TOWN OF HUDSON WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Department of Purchasing has requested waiver of the ten-day waiting period for Bid Request #61400149, (CNG) 1/2 Ton 4x4, 4-Door Super Cab Long Box (Qty 2), for the Town of Hudson, due to the need to place the factory order no later than September 12, 2014, and WHEREAS, the Board of County Commissioners deems it advisable to waive the ten-day waiting period for said bid. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, that the ten-day waiting period for Bid Request #B1400149, (CNG) 1/2 Ton 4x4, 4-Door Super Cab Long Box (Qty 2), for the Town of Hudson, be, and hereby is, waived. BE IT FURTHER RESOLVED by the Board that the low bid from Spradley Barr Ford, in the amount of$37,682.00 each, for a total of$75,364.00, be, and hereby is, accepted. The above and foregoing Resolution was, on motion duly made and seconded, adopted by the following vote on the 3rd day of September, A.D., 2014. DATE: September 2, 2014 FROM : Elizabeth Relford, Transportation Planner SUBJECT: Bid Approval for 1/2 ton NGVs: B1400141 , B1400145, B1400149, B1400151 CDOT Contract #20111 Public Works requests the half ton bids received on August 27, 2014 be presented and approved on September 3, 2014. Public Works received bids from one vendor, Spradley Barr Ford, who has an ordering deadline date of September 12th. CNG vehicles have a small window of kit certifications for current model years and as a result an order delay could impact the receipt of vehicles from six months to a year in order to get the next vehicle model year certified by EPA. Since this project is part of a CDOT Congestion , Mitigation , and Air Quality Grant, staff is requesting the Board approve the sole bid from Spradley Barr as an emergency approval for the seven half ton trucks only. Four of the half ton trucks are for Public Works. Both the Engineering and Road & Bridge Divisions have reviewed the bids and find they meet specifications. The remaining three half-ton trucks belong to Hudson (2 trucks) and Platteville ( 1 truck) . Both communities have reviewed their half ton bids and recommend support to award the bids in order to meet the ordering deadline. These communities have provided their approval letters (B1400149 & B1400151 ). Please do not hesitate to contact me if you have any questions about this project. 444. The Town agrees to pay the matching amount for the grant in a total amount for the two trucks of 17.21%of the bid total, $12,970.14. We appreciate Weld County's leadership in promoting CNG and assisting Hudson and the other towns in acquiring grant funds for CNG vehicles. Please let me know if you need anything else.
