RELATED EQUIPMENT, INCLUDING, BUT NOT LIMITED TO, FIVE (5)
COMPRESSORS ASSOCIATED WITH GAS PROCESSING OR WHICH COMPRESS
GAS TO ENTER A PIPELINE FOR TRANSPORT TO MARKET, AND A 100-FOOT IN
HEIGHT COMMUNICATIONS TOWER IN THE A (AGRICULTURAL) ZONE DISTRICT-
70 RANCH, LLC, CIO DCP MIDSTREAM, LP
A public hearing was conducted on March 5, 2014, at 10:00 a.m., with the following present:

The following business was transacted:
El I hereby certify that pursuant to a notice dated January 30, 2014, and duly published
February 4, 2014, in the Greeley Tribune, a public hearing was conducted to consider the
request of 70 Ranch, LLC, do DCP Midstream, LP, for a Site Specific Development Plan and
Use by Special Review Permit, USR13-0062, for Mineral Resource Development, Oil and Gas
Support and Service, including oil and gas processing facilities and related equipment,
including, but not limited to, five (5) compressors associated with gas processing or which
compress gas to enter a pipeline for transport to market, and a 100-foot in height
communications tower in the A (Agricultural) Zone District. Brad Yatabe, Assistant County
Attorney, made this a matter of record.
la Kim Ogle, Department of Planning Services, presented a brief summary of the proposal
and entered the favorable recommendation of the Planning Commission into the record as
written. He said there are nine (9) property owners within 500 feet, one residence within
approximately 1,800 feet, and communications or concerns were received by the Planning
Department. He added that the area will be fenced, 24/7 operations are proposed, and two
referrals offered comments.
El Don Carroll, Department of Public Works, provided a brief overview of the transportation
plans and requirements. Access is off of County Road 388, a collector status road, and there is
some high traffic.

E Lauren Light, Department of Public Health and Environment, reviewed the water and
sewer provisions, and noted no concerns. An air emissions permit is required.
El Patrick Groom, Attorney, represented the applicant and stated this is a five (5) compressor
station proposal located in the west edge of the 70 Ranch, to direct flows. He noted that a gas
processing plant is much larger than a compressor station. In response to Commissioner
Conway, Mr. Groom said that it is not likely the lights can be seen from a half mile away; it is
downcast and minimal. In response to Commissioner Kirkmeyer, Mr. Groom said they use
mufflers to keep the decibel levels down.
E No public testimony was offered concerning this matter.
ID Kim Ogle asked the following language be added to Development Standard #22,
"Following the commencement of operations, the applicant shall develop an Emergency Action
and Safety Plan with the Office of Emergency Management and the Fire District. The plan shall
be reviewed on an annual basis by the Facility Operator, the Fire District and the Weld County
Office of Emergency Management. The applicant shall submit evidence of acceptance to the
Department of Planning Services." He suggested that Development Standard #24 be changed
to, "Upon termination of the use of the communication antenna tower, the applicant shall adhere
to the Decommissioning Plan that has been submitted for review and approval," for consistency
with the previous USR.
IE Commissioner Kirkmeyer suggested the deletion of Development Standard #19, since this
is an unmanned facility, and suggested Development Standard #6 also be deleted, as a Dust
Abatement Plan is unnecessary on such an isolated site; done by assent of the Board.
In response to Chair Rademacher, Mr. Groom indicated he and the applicant have
reviewed, and agree to abide by, the Conditions of Approval and Development Standards, as
amended.
E Commissioner Kirkmeyer moved to approve the request of 70 Ranch, LLC, do DCP
Midstream, LP, for a Site Specific Development Plan and Use by Special Review Permit,
USR13-0062, for Mineral Resource Development, Oil and Gas Support and Service, including
oil and gas processing facilities and related equipment, including, but not limited to, five (5)
compressors associated with gas processing or which compress gas to enter a pipeline for
transport to market, and a 100-foot in height communications tower in the A (Agricultural) Zone
District, based on the recommendations of Planning staff and the Planning Commission, with
the Conditions of Approval and Development Standards as amended and entered into the
record. The motion was seconded by Commissioner Conway, and it carried unanimously. El
Commissioner Conway said this facility is needed to bring product to market and keep trucks off
County roads. There being no further discussion, the hearing was completed at 11:57 a.m.
