RE: APPROVE SCOPE OF WORK AGREEMENT FOR NORTH JAIL COMPLEX VIDEO
VISITATION UPGRADES AND AUTHORIZE CHAIR TO SIGN - SIERRA DETENTION
SYSTEMS
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with a Scope of Work Agreement between the
County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld
County, on behalf of the Department of Buildings and Grounds, and Sierra Detention Systems,
with terms and conditions being as stated in said agreement, and
WHEREAS, after review, the Board deems it advisable to approve said agreement, a copy
of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the Scope of Work Agreement between the County of Weld, State of
Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the
Department of Buildings and Grounds, and Sierra Detention Systems, be, and hereby is,
approved.
BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized to
sign said agreement.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 15th day of September, A.D., 2014.

Subject: Video Visitation Upgrade
The Video Visitation System for the Jail was upgraded in 2011 for total of $513,000. This upgrade
included a software warranty/maintenance contract for $59,000 per year for three years. This contract
expires this year.
The most cost effective solution is to renew a software maintenance contract rather than bid an entirely
new system. The quote from Sierra Detention Systems is for $103,500. It includes an upgrade to the
current version of software and provides a three year software warranty/maintenance contract with the
average cost being$34,500 per year.
Since this amount is below the original amount and presents a value added with a newer version of
software, Buildings & Grounds is recommending the proposal from Sierra Detention Systems in the
amount of$103,500 be approved.

SCOPE OF WORK
Weld County North Jail Complex Video Visitation Upgrades
General Provisions:
Sierra Detention System proposes to upgrade the current video visitation at the Weld County North Jail Complex.
The upgrades to the current system will include the following:
O New HP virtual server suite SQL/SIP/FOG 1TB
o New Firewall
o Image all existing phones with latest software
• Install new software on existing computers and servers
o Final Testing of all phones
o Five(5) Spare G3 Computers
O 3 year software warranty from VizVox
O 1 year hardware& installation warranty from VizVox & Sierra Detention Systems
Clarifications
1. Proposal contingent on Weld County North Jail Complex providing two (2) public IP's and an increase in
download/upload speeds. The current remote access is insufficient and would cause longer delays in the
upgrade process as well as any service work that would be necessary.
2. Not included in this contract is any work required due to fire, riot, act of God or abuse. Abuse is defined as any
act, condition, or lack of service resultant from the actions of the staff or its agents, that results in the degradation
or malfunction of any item in the system.
3. OWNER REQUESTED EXTRA WORK NOT INCLUDED IN THE CONTRACT-Shall be quoted on an as needed
basis and shall be subject to itemized billing. The itemized billing shall separate labor, materials, travel, licenses,
incidentals and other related expenses. The hourly labor rate for this work shall be subject to a discount in
accordance with the following schedule.

Warranty Provisions
1. Sierra warrants all newly installed hardware and software for a period of one (1) year upon project completion and
issuance of warranty letter. VizVox warrants all software ware for a period of three (3) years upon project
completion and issuance of warranty letter.
a. This warranty does not apply if the software, product or any other equipment upon which the software is
authorized to be used (a) has been altered, except by VizVox or its authorized representative, (b) has not
been installed, operated repaired, or maintained in accordance with instructions supplied by VizVox, or(c)
has been subjected to abnormal physical or electrical stress, abnormal environmental conditions, misuse,
negligence or accident.
2. Emergency service calls on the Video Visitation system will have a maximum of a two (2) hour phone response
time from Sierra personnel. M2 technologies, which is Sierra's off site support does not offer afterhours or
weekend support, but Sierra technicians are available 24/7 through the emergency support number below. M2 is
available Monday thru Friday 7am to 4pm MDT. If the issue cannot be resolved over the phone a technician will
be dispatched as soon as time, travel schedules and weather permits.

Base Bid Price: $103,500.00 one hundred three thousand five hundred dollars and zero cents
