RE: APPROVE PROPOSAL/QUOTE FOR ACCELA AUTOMATION AND AUTHORIZE
CHAIR TO SIGN -TRUEPOINT SOLUTIONS, LLC
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with a Proposal/Quote for Accela Automation
between the County of Weld, State of Colorado, by and through the Board of County
Commissioners of Weld County, on behalf of the Department of Information Technology, and
TruePoint Solutions, LLC, commencing upon execution of signature, with terms and conditions
being as stated in said proposal, and
WHEREAS, after review, the Board deems it advisable to approve said proposal, a copy
of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the Proposal/Quote for Accela Automation between the County of Weld,
State of Colorado, by and through the Board of County Commissioners of Weld Count on behalf

of the Department of Information Services, and TruePoint Solutions, LLC, be, and hereby is,
approved.
BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized to
sign said proposal.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 3rd day of March, A.D., 2014.

Re: Accela Septic Module
New State regulations were approved in June of 2013 and will take effect June 2014.Changes to the County's
Accela Health module(Septic permits)functionality will be required to support these new regulations. On
February 31112014 via a BOCC work session the project was approved. The total amount for the septic module
implementation is$17,000.
With the above information,I recommend we approve the statement of work provided by TruePoint to complete
the project as specified in the proposal.

2 Project Understanding
Weld County has determined that new State regulations have generated the need to implement
modifications and enhancements to the county's septic permits as configured within the
Environmental Health module. A number of process and configuration changes are required to
meet new State regulations. Weld County has requested assistance from TruePoint Solutions in
implementing these changes.
TruePoint has been working with County staff to further define and understand the requirements
for these items so that a plan and an estimate of effort for addressing them can be developed.
This proposal is a result of that effort. The items proposed for work are identified below with an
estimate of the expected level of effort. A summary cost estimate for this work is included in the
Cost Proposal section of this document.
3 Proposed Scope of Work
New State regulations were approved in June of 2013 and will take effect June 2014. Changes to
the County's Accela Health module (Septic permits) functionality will be required to support these
new regulations. The record (permit)types affected by this work include:

Note: Changes are required and will be applied to this group of permits as a whole (separate,
specific changes to individual permits will not be required). The following items describe the
changes that will need to be completed:
3.1 New/Modified Septic Permit Screens
Revisions to Accela Application Specific Information (ASI) (custom data elements on
Accela forms) have been identified as necessary by EHS. TruePoint will work with
EHS and Weld County Office of Information Technology staff to confirm requirements
for adding new ASI fields and removing/disabling old ASI fields. TruePoint will also
work with EHS and Weld County IT to arrange/re-arrange ASI fields on Septic permit
screens/forms to better support EHS Septic permit data intake and permit processing
needs.
3.2 Modified Septic Permit Workflow/Inspections Processes
EHS staff has also identified that regulatory changes will require changes to Septic
Permit workflow and inspections processing. TruePoint will work with Weld County
EHS and IT staff to confirm changes to:
• workflow tasks
• workflow task statuses

• inspection/workflow processing
Once confirmed, TruePoint will implement the necessary workflow and inspection
configuration changes. TruePoint will then develop scripting (via the Accela Event
Manager Script Engine) needed to automate workflow and inspection processing in
order to support the generation of inspections based on workflow task statuses and the
update of workflow tasks statuses based on inspection results.
3.3 New/Modified Septic Permit Calculations
TruePoint will work with Weld County EHS and IT staff to identify the data elements,
form layouts and business rules necessary to perform the calculations required for
Septic permit processing. TruePoint will then configure the necessary fields, forms,
and calculations utilizing Accela's Expression Builder and/or Event Manager Script
Engine (EMSE) functionality.
3.4 New/Modified Septic Permit Reports
EHS has identified a new Septic Permit report and changes to existing reports as
being required due to the new State regulations. TruePoint will work with EHS and IT
staff to identify and confirm the requirements for the new report and any modifications
to existing reports needed to support the new State regulations. TruePoint will work
with Weld County IT staff to develop the new report and complete the necessary report
modifications.
TruePoint estimates that changes to workflow, inspections, inspection result changes and
associated scripting will require approximately 16 hours of TruePoint staff effort. Revisions to
ASI, form layouts, calculations, and development of a new report to support the new State
regulations are estimated to require approximately 96 hours of effort. On site work (primarily
meetings to discuss requirements and demonstrate/confirm solutions with EHS staff) will also
likely be required. Estimates for expenses related to on-site work are included in the cost
proposal section of this document.
