WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Board has been presented with a Work Order Form (Flood Repairs - EM-BR53/58A) Pursuant to Agreement for Design Services between the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the Department of Public Works, and Atkins North America, Inc., commencing January 13, 2014, with further terms and conditions being as stated in said work order form, and WHEREAS, after review, the Board deems it advisable to approve said work order form, a copy of which is attached hereto and incorporated herein by reference. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, that the Work Order Form (Flood Repairs - EM-BR53/58A) Pursuant to Agreement for Design Services between the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the Department of Public Works, and Atkins North America, Inc., be, and hereby is, approved. BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized to sign said work order form. GENERAL Description of the project The scope of services will include the work items necessary to assess and develop"write up"plan set and construction documents to provide additional emergency repairs to protect the site from spring runoff.This will include a visual assessment of the existing bridge structure(s),visual geotechnical assessment of south abutment,identification and acquisition temporary easements(if needed),hydraulic analysis of the South Platte River,and development of required emergency repairs.The limits of the project are approximately the southern abutment of the WCR53 South Platte River bridge. SCOPE OF SERVICES AND COST ESTIMATE The scope of services for the project includes project management,structural,geotechnical and hydraulic assessment of the South Platte River bridge and concrete box culvert, hydraulic analysis,erosion control design,constructability review,property owner coordination and temporary easement acquisition and coordination with county staff. Bidding support,construction management services and post design support may be provided in the future but are not included in this scope of work. The following work tasks will be completed for the preparation of one abbreviated construction plan package for the recommended restoration activities. A. ENVIRONMENTAL PERMITTING a. Prior environmental clearance will be used for this site. Scope of Services Weld County Post Flood Engineering Em-BR53/58A B. GEOTECHNICAL ASSESSMENT AND RECOMMENDATIONS Visual assessment of the south abutment and south roadway side slopes will be made. A summary memo will be provided to identify and recommend emergency repairs. C. RIGHT OF WAY The recommended emergency repair activities may require temporary construction easements. If required,we will provide 1. Identification of temporary construction easements 2. Preparation of legal descriptions,exhibit maps,CDOT ROW plans 3. Preparation,coordination and acquisition of temporary construction easements D. STRUCTURAL ASSESSMENT AND RECOMMENDATIONS Structural engineers will visually assess the bridge structure(s) to identify potential flood related damage.A brief summary memo will be provided to identify and recommend emergency repairs. E. CIVIL ASSESSMENT AND RECOMMENDATIONS Roadway engineers will visually assess the roadway to identify potential flood related damage. 1. Evaluation of roadside side slopes and grading within ROW. 2. Determine Traffic Control needs construction activities. 3. Determination of construction access requirements. F. HYDRAULIC ASSESSMENT Water resources staff will use the existing South Platte River Hydraulic model to evaluate potential erosion issues and develop additional emergency repairs to the south abutment to protect from the spring runoff. 1. Assessment of bridge abutments and development of temporary emergency bridge armament design 2. Assessment of roadside slopes and development of erosion control protection. 3. Assessment of debris and recommendation for debris removal. G. CONSTRUCTION DOCUMENTS The recommended actions identified above will be incorporated into a"write-up"plan set to provide a construction contractor information on the proposed emergency repair activities. 1. No geotechnical boring, samples or testing is included in this Scope of Work. 4. Bidding support,construction management and post design services are not included with this Scope of Work. 5.
