RE: A SITE SPECIFIC DEVELOPMENT PLAN AND USE BY SPECIAL REVIEW PERMIT,
USR13-0069, FOR A MINERAL RESOURCE DEVELOPMENT FACILITY, INCLUDING
OIL AND GAS SUPPORT AND SERVICE (TWO WATER DEPOTS) IN THE A
(AGRICULTURAL) ZONE DISTRICT- ULRICH FARMS, INC.
A public hearing was conducted on March 19, 2014, at 10:00 a.m., with the following present:

The following business was transacted:
6 I hereby certify that pursuant to a notice dated February 4, 2014, and duly published
February 19, 2014, in the Greeley Tribune, a public hearing was conducted to consider the
request of Ulrich Farms, Inc., for a Site Specific Development Plan and Use by Special Review
Permit, USR13-0069, for a Mineral Resource Development Facility, including Oil and Gas
Support and Service (two water depots) in the A (Agricultural) Zone District. Brad Yatabe,
Assistant County Attorney, made this a matter of record.
Diana Aungst, Department of Planning Services, presented a brief summary of the
proposal and entered the favorable recommendation of the Planning Commission into the
record as written. She said only one Condition of Approval remained to be addressed after the
Planning Commission meeting. She described the water depots and the water loading
procedure and said there is a private residence (mobile home) on the site. A maximum of 979
acre feet per year of water may be used from the wells, according to the Division of Water
Resources, the hours of operation are 24/7, and the site is adjacent to the Town of Platteville's
corporate limits. Ms. Aungst reviewed surrounding land uses, said no concerns or objections
have been received, and showed images of the site and adjacent area.
El Don Carroll, Department of Public Works, provided a brief overview of the transportation
plans and requirements. He said access is off County Road (CR) 21, which has a high traffic
count. He outlined the circulation of the trucks onsite; there will be approximately 25 truck trips
per day. The department is requesting tracking pads and an offsite Road Improvements
Agreement to offset any damage. Chair Rademacher reviewed the dates of the traffic counts.

Lauren Light, Department of Public Health and Environment, reviewed the water and
sewer provisions. She said there is a Waste Handling Plan, there are no Conditions of Approval
or outstanding issues, and portable toilets are acceptable.
• Tim Naylor, AGPROfessionals, LLC represented the applicant and stated they are
currently working with staff on the Improvements Agreement. He confirmed although there are
two locations for the depots at the site, it is considered one facility. He said part of that
augmentation is for a fish pond, so not all of the water is being used for the oil and gas industry.
Ci No public testimony was offered concerning this matter.
• In response to Chair Rademacher, Don Carroll said the traffic count cited was taken in
July of 2013, and he reviewed previous counts, noting they are consistent.
EI In response to Chair Rademacher, Mr. Naylor, indicated he and the applicant have
reviewed, and agree to abide by, the Conditions of Approval and Development Standards.
• Commissioner Conway moved to approve the request of Ulrich Farms, Inc., for a Site
Specific Development Plan and Use by Special Review Permit, USR13-0069, for a Mineral
Resource Development Facility, including Oil and Gas Support and Service (two water depots)
in the A (Agricultural) Zone District, based on the recommendations of Planning staff and the
Planning Commission, with the Conditions of Approval and Development Standards as entered
into the record. The motion was seconded by Commissioner Garcia, and it carried
unanimously. There being no further discussion, the hearing was completed at 11:16 a.m.
