BOARD OF COUNTY COMMISSIONERS
WELD COUNTY, COLORADO
NOVEMBER 17, 2014
The Board of County Commissioners of Weld County, Colorado, met in regular session in full
conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County
Administration Building, Greeley, Colorado, November 17, 2014, at the hour of 9:00 a.m.
la ROLL CALL: The meeting was called to order by the Chair and on roll call the following
members were present, constituting a quorum of the members thereof:
Commissioner Douglas Rademacher, Chair
Commissioner Barbara Kirkmeyer, Pro-Tem - EXCUSED
Commissioner Sean P. Conway
Commissioner Mike Freeman
Commissioner William F. Garcia

MINUTES: Commissioner Conway moved to approve the minutes of the Board of County
Commissioners meeting of November 12, 2014, as printed. Commissioner Garcia seconded the
motion, and it carried unanimously.
Fi CERTIFICATION OF HEARINGS: Commissioner Freeman moved to approve the Certification of
Hearings conducted on November 12, 2014, as follows: 1) USR14-0043 — Kay Collins and Ryan
Gallatin; and 2) USR14-0055 — Anthony and Nancy Sandoval. Commissioner Conway seconded the
motion, which carried unanimously.
1GJ AMENDMENTS TO AGENDA: There were no amendments to the agenda.
CONSENT AGENDA: Commissioner Freeman moved to approve the Consent Agenda as
printed. Commissioner Garcia seconded the motion, and it carried unanimously.
PROCLAMATIONS:
e WELD COUNTY ADOPTION DAY - NOVEMBER 21, 2014, AND NATIONAL ADOPTION DAY-
NOVEMBER 22, 2014: Commissioner Conway read the proclamation for the record. Heather Walker,
Child Welfare Services Division of the Department of Human Services, introduced Gabrielle Brighton,
Manager of Permanency; Jackie McDonald, Supervisor of Adoption workers; and Donna Haynes and
Desiree Flores, Adoption workers. Ms. Walker stated last year they completed 41 adoptions, compared
to 17 this year to-date. She explained the reduction is a direct reflection of their focus on permanency
in adoption and kinship. Ms. Brighton stated on November 6, 2014, the Youth and Family Connections

organization recognized the Adoption team of Brandi Puckett, Desiree Flores, Donna Haynes, Lori
Allen, and Lisa Travis as heroes in Weld County. Commissioner Garcia expressed his appreciation for
the opportunity to highlight the hard work that is done successfully. Commissioners Conway, Freeman
and Rademacher concurred and commended the focus on permanency and ongoing support of families
after the age of 18.
PRESENTATIONS:
El 1) GOVERNMENT FINANCE OFFICERS ASSOCIATION (GOFA), CERTIFICATE OF
ACHIEVEMENT FOR EXCELLENCE IN FINANCIAL REPORTING - BARBARA CONNOLLY,
CONTROLLER AND WELD COUNTY ACCOUNTING STAFF: Chair Rademacher read the certificate
of Achievement for the record. Barbara Connolly, Controller, expressed her appreciation for the team
effort of her staff and the contribution of all Weld County employees that submit information accurately.
She introduced the various members of the Accounting staff: Christopher D'Ovidio, Teri McDaniel,
Vicky Mau, Donna McNamara, and Kim Dewey, and confirmed this is the 33rd year of achievement in
receiving this award. Each of the Commissioners extended their congratulations and thanks for all of
the unseen but very important financial stewardship work.
PUBLIC INPUT: No public input was given.
BIDS:
El 1) APPROVE BID #B1400187, ELECTRONIC HOME MONITORING SERVICES - SHERIFF'S
OFFICE / ALTERNATIVE PROGRAMS: Trevor Jiricek, Director of General Services, stated four
vendors participated and the Sheriff's Office recommends approval of the low bid from BI, Inc., in the
amount of $133,407.50. He noted they are the current vendor with satisfactory performance.
Commissioner Conway moved to approve said bid as recommended by staff. The motion was
seconded by Commissioner Garcia, and it carried unanimously.
OLD BUSINESS:
El 1) CONSIDER CERTIFICATION OF WEED ENFORCEMENT LIEN - FRANK RAMOS (CON'T
FROM 11/3/2014): Tina Booton, Weed Enforcement Management Officer, stated Mr. Ramos indicated
he did not receive any of the mailings, notes on the door, or voice messages; however, this is a
nine-year, ongoing situation. She noted the receipts he submitted indicate treatment; however, when
staff did enforcement a week later there was no indication of prior management. She offered the option
of removing the 20 percent administration fee, which covers the expense of staff time, mailings, etc., for
a remaining assessment of $228.00 to cover the actual cost. Following discussion, Commissioner
Garcia moved to approve the full Certification of $273.60. Commissioner Freeman seconded the
motion, which carried unanimously.
2) CONSIDER REQUEST TO WAIVE BID PROCEDURE CONCERNING SMALL TRACT OIL
AND GAS LEASE, ACCEPT OFFER TO LEASE MINERAL ACRE, AND AUTHORIZE CHAIR TO SIGN
- LAND ENERGY, INC. (CON'T FROM 11/10/2014): Esther Gesick, Clerk to the Board, indicated
further review and information from the associated Landman confirmed the legal description does
accurately reflect Weld County's mineral interest, although it is not on a section line, and recommended
approval. Commissioner Conway moved to waive the bid procedure, approve said Small Tract Lease
and authorize the Chair to sign. The motion was seconded by Commissioner Freeman, which carried
unanimously.

NEW BUSINESS:
El 1) CONSIDER REQUEST TO WAIVE BID PROCEDURE CONCERNING SMALL TRACT OIL
AND GAS LEASE, ACCEPT OFFER TO LEASE MINERAL ACRE, AND AUTHORIZE CHAIR TO SIGN
- LAND ENERGY, INC. (S34, T7N, R67W- 4.51 ACRES): Ms. Gesick recommended approval of the
Small Tract Lease, with a bonus amount of$5,412.00. Commissioner Freeman moved to waive the bid
procedure, approve the Small Tract Lease, and authorize the Chair to sign. The motion, which was
seconded by Commissioner Garcia, carried unanimously.
El 2) CONSIDER REQUEST TO WAIVE BID PROCEDURE CONCERNING SMALL TRACT OIL
AND GAS LEASE, ACCEPT OFFER TO LEASE MINERAL ACRE, AND AUTHORIZE CHAIR TO SIGN
- EXTRACTION OIL AND GAS, LLC (S21, T6N, R67W - 4.62 ACRES): Ms. Gesick recommended
approval of the Small Tract Lease, with a bonus amount of $5,544.00. Commissioner Conway moved
to waive the bid procedure, approve the Small Tract Lease, and authorize the Chair to sign. The
motion, which was seconded by Commissioner Garcia, carried unanimously.
El 3) CONSIDER REQUEST TO WAIVE BID PROCEDURE CONCERNING SMALL TRACT OIL
AND GAS LEASE, ACCEPT OFFER TO LEASE MINERAL ACRE, AND AUTHORIZE CHAIR TO SIGN
- EXTRACTION OIL AND GAS, LLC (S21, T6N, R67W - 3.63 ACRES): Ms. Gesick recommended
approval of the Small Tract Lease, with a bonus amount of $4,356.00. Commissioner Freeman moved
to waive the bid procedure, approve the Small Tract Lease, and authorize the Chair to sign. The
motion, which was seconded by Commissioner Garcia, carried unanimously.
RESOLUTIONS AND ORDINANCES: The resolutions were presented and signed as listed on the
Consent Agenda. No Ordinances were approved.
Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted
by the Acting Clerk to the Board.
There being no further business, this meeting was adjourned at 9:34 a.m.
