WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Board has been presented with a Work Order Form (Flood Repairs - EM-20.5-5) Pursuant to Agreement for Design Services between the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the Department of Public Works, and Icon Engineering, Inc., commencing January 13, 2014, with a completion date of March 30, 2014, and with further terms and conditions being as stated in said work order form, and WHEREAS, after review, the Board deems it advisable to approve said work order form, a copy of which is attached hereto and incorporated herein by reference. EXHIBIT A - SCOPE OF SERVICES Weld County 2013 Flood Recovery EM-20.5-5-CR20.5 Road Repairs February 11, 2014 Structure Description : Flows from the 2013 flood in Boulder Creek backed up along Weld County Road 20.5 east of the 20.5-3B bridge. Flows overtopped and washed out a portion of the roadway approximately % mile away from the bridge. County Road 20.5 in this area is a two lane asphalt paved roadway. The 2013 inspection report for the EM-BR 20.5-3B Bridge indicate an average daily traffic load of 3,218 vehicles, s. . . -- - ..4F- .:;..^,.- �,. • with a future anticipated traffic load of nearly illik �. 1. ,... — double. The roadway e._ -.- •- in the vicinity received emergency repairs as shown on the picture provided by the County above to the left. At the time of our site visit, the borrow ditch drainage to the east had been re-graded as depicted in the photo below. It is our understanding that at least a t portion of the fill used to rebuild the ' ' roadway included concrete debris, ‘ "_.t " resulting in the potential for voids and subsequent settlement of the roadway. :', • .f 'is'�e T The frequency of overtopping of the • 4 : roadway due to excess flows in Boulder - Creek is not known at this time, although it _ i could be estimated from a floodplain frequency analysis of the EM-BR2O. 5-3B bridge and upstream channel. (c (cII ) Trtktj ENGIMEERIMG, INC. hydraulic capacity of the culvert, it would be a good idea to re-vegetate the borrow ditch / channel and consider installation of a stabilizing mat designed for the anticipated overtopping velocities. Work Required Before Spring Run-Off: Although the roadway received emergency repairs, and appears to be well constructed, at this time we have not been able to verify that the construction meets design standards. As a result of the roadway embankment work, the unpaved area on both sides of the roadway lacks vegetation and would be subject to erosion from surface runoff. Additionally, if the Boulder Creek bank capacity upstream of the bridge is again exceeded, then the roadway would again be overtopped, with likely similar results as occurred from the 2013 event. Consequently, it is our recommendation that the integrity of the roadway embankment be confirmed, and that armoring and revegetation of the eastern shoulder be undertaken . Work Required To Return Assets To Pre-Flood Conditions: Assuming that the pre-spring runoff repairs are made, and assuming that the detailed inspection does not reveal significant deficiencies in the roadway embankment, , we do not envision further modifications will be required to bring the assets up to pre-flood conditions. . Work Required For Mitigation or Betterment: Depending on • the results of the hydraulic analysis, the hydraulic capacity of the culvert crossing may need to be increased . Right Of Way Needs: We believe that the construction can be . %. completed within exiting County ROW. In the event that the :.4 mitigation / betterment repairs are initiated, additional temporary access easements may be needed if a large capacity culvert is required . Construction sequencing, constructability issues: We do not foresee significant sequencing or constructability issues for this work. Utility Research: We will request utility maps from owners known to operate in the area, and will plot the locations based upon the provided information. For purposes of this proosl, we have included time for completing 3-potholes. 4. Geotechnical Investigations: None anticipated. 5. Analyze the available information from the emergency repair inspection reports, and visual observation of the roadway paving to evaluate the adequacy of the reconstructed roadway embankment and pavement. From this information we will: • Make earthwork recommendations, including recommendations for temporary and permanent cut and fill slopes, suitability of on-site soils for use as engineered fill, and fill placement and compaction criteria; • Recommend local drainage erosion protection for the existing culvert; • Provide erosion control and scour protection for recently reconstructed roadway embankment slopes. 6. Environmental Permitting Evaluations: We do not anticipate needing any environmental permitting for this work. Phase 1: Design Work To Be Done So Construction Can Be Completed Before Spring Runoff: 1. Detailed site visit 2. Prepare Hydraulic Analysis of proposed improvements (Note: Based on capacity of existing culvert, and capacity of borrow ditch. Does not include potential flows from Boulder Creek.). 3. Prepare plans for proposed improvements (described herein) 4. Depending on results of tasks 2 and 3, make recommendations for future phases of work, possibly to include removal and replacement of roadway embankment. 5. Prepare plans for revegetation and barrow ditch/channel stabilization 6. Prepare Traffic Control Plan (in conjunction with EM-BR20.5-3B 7. Coordination with local land owners 8. Coordination with ICON Team Members 9. Quantity Estimates 10. Unit Price Cost Estimate 11. Prepare Write-up Bid Documents 12. Submit Draft Plans and Specifications To County 13. Revise and resubmit 14. Provide up to 50-hours of Construction Observation.
