RE: NORTHERN COLORADO WATER CONSERVANCY DISTRICT BOUNDAR Y
CHANGE,
WHEREAS, a southern boundary change within Weld County, Colorado,
of the Northern Colorado Water Conservancy District would lend continuity
and complete jurisidctional authority within Weld County for both Weld Ca.cnty
Government and the Northern Colorado Water Conservancy District (NCWCD),
and
WHEREAS, the needs for adequate domestic warer, specifically in
Fort Lupton, Colorado and Erie, Colorado, that will meet future water quality
standard requirements of the federal government necessitate a change in the
southern boundary line of the NCWCD, and
WHEREAS, availability cf water is vital to Weld County to be able to
guide proper growth contiguous to existing incorporated municipalities as set
forth in Weld County's Comprehensive Plan which restricts new growth in
agricultural areas not contiguous to existing towns, and
WHEREAS, it is this Board's understanding of the NCWCD policy that
the NCWCD basically serves agricultural interests and that by a change in the
southern boundary of the NCWCD in Weld County, agricultural lands could he
continued to be protected under the County Comprehensive Plan, agricultural
economic stability of the area ensured and healthy growth contained around
existing municipalities;
NOW, THEREFORE, BE IT RESOLVED, that the Board of County Corr
m.issioners, Weld County, Colorado, recommends and requests the Northern
Colorado Water Conservancy District to make a change in its service boundary
as follows, to wit:
Beginning at the Northwest corner of Section 6, Township 1 North,
Range 68 West of the 6th P.M. , Weld County, Colorado, where it
intersects with the present NCWCD Boundary line; thence continuing
South along the Boulder-Weld County line to the Southwest corner of
Section 31, Township 1 North, Range 68 West of the 6th P. M. , Weld
County, Colorado, which is a point common to Boulder, Weld and
Adams Counties; thence East along the Adams-Weld County baseline
road (also known as Weld County road #2) to the Southeast corner cif
Section 32, Township 1 North, Range 66 West of the 6th P. M. , Weld
County, Colorado; thence North along Section lines (also known as
County road #29) through Townships 1 North, 2 North and 3 North in
Range 66 West of the 6th P.M. , Weld County, Colorado, to the North-
east corner of Section 17, Township 3 North, Range 66 West of the
6th P. M„ Weld County, Colorado, where it intersects with the present
NCWCD Boundary line.
The above and foregoing Resolution was, on motion duly made and
seconded, adopted by the following vote on the 5th day of November, A . D. , 19-( 5.

Lear Mr. Nix,
Enclosed is a resolution unanimously approved by the Board of Weld County
Commissioners at today's Board meeting. The Board feels the resolution
states clearly the importance of the needed change, as described in the
resolution, in the NCWCD southern boundary line in Weld County so that
the NCWCD boundary coincides with the Weld-Boulder and Weld-Adams lines.
The Board believes that this request for a change in boundary would in no
way leave the NCWCD open to future requests for boundary changes to the
west in the mountainous areas in Larimer and Boulder counties because
adequate danestic water needs are in danger in this case in terms of the
southern municipalities' , particularly Fort Lupton's and Erie's, ability
to meet future water quality standard requirements of the federal government .
Protection of Weld's agricultural lands, planned growth contiguous to existing
towns according to the Weld County Comprehensive Plan and economic stability
of southern Weld County could depend on the extension of the NCWCD boundary.
Extension of the boundary to coincide with the county lines would also
Lend continuity and canplete jurisdictional authority for both NCWCD and Weld
County.
A basic policy of the NCWCD, as understood by this Board, is the serving of
agricultural interests. Weld County's Comprehensive Plan is geared to
preserving agricultural land. Therefore this Board feels the requested boundary
change imperative to interests of both the NCWCD and the people of Weld County.
This Board would appreciate hearing from or meeting with you regarding this
matter at your earliest convenience.

A motion was made at today' s meeting of the
Fort Lupton Water Board to support the County Com-
missioners in their fine efforts in the approach
to the Northern Colorado Water Conservancy Distrcit
to extend their boundaries that would include Erie
and Fort. Lupton.
The Board and the City Council do thoroughly
appreciate your time in preparing this presentation
and hope to be of assistance as you pursue this
further.

Dear Mr. Reeb,
Thank you very much for your letter of November 11 and the copy of the NCWCD
resolution. As you requested, Weld County will endeavor to keep you advised
of any activities which would involve the interests of Weld County in the
creation of the proposed Metro Water District.
This week the Board of Weld County Commissioners met with municipalities in
the southern end of Weld County; the meeting included representatives from
Erie, Frederick, Firestone and Dacono, Fort Lupton and Keenesburg.
There was major discussion of this Board's resolution presented to the NCWCD
requesting the inclusion in the NCWCD of souther areas of Weld County. Even
though a vote was not taken, major interest was indicated, with strong feeling
particularly from Fort Lupton, about encouragement of further discussion and
negotiations regarding including southern Weld County in the NCWCD.
Most of the Fort Lupton Town Council members present were not desirous of any
participation in the Metro Water District and were very much opposed to crossing
of jurisdictional boundaries by major utilities or the proposed Metro District.
As Chairman of the Board of Commissioners, I requested fran towns involved
letters indicating official action by,those town councils regarding this
Board's resolution requesting extension of the NCWCD boundaries.
I appreciated your quick response to this Board's resolution and will keep you
posted of any further information regarding this matter.

Directors of the Northern Colorado Water Conservancy District. As

to work with the Denver Metro Water Committee to "delineate respective
service boundaries commensurate with the needs and desires of the
people and public agencies concerned." We would, therefore, appreciate
being kept advised of any activities which would involve the interests
of Weld County in the creation of this proposed Metro District.
