The proposed use of this property is for RV& Boat storage facility with outdoor, covered, and indoor storage (to include mini self storage) of recreational items (such as RVs, boats with trailers, ATVs, vans, stand-alone campers, motorhomes, 5th-wheel trailers, small, medium, and large pick-up trucks with, or without, attached campers, and other similar items including industrial or commercial vehicles, heavy equipment, and materials). Items listed above may be stored inside or outside to accommodate customer needs. The site will also contain and office that will have an area designated for the storage of equipment and supplies used for the maintenance and up-keep of the property. Signage will be along CR 4 and will be provided by a freestanding sign that will be 6'or less in height 2. Describe, in detail, the following: a. Number of people who will use this site Maximum people expected on site at any given time are 5-10 people. b. Number of employees proposed to be employed at this site Up to one part time employee is proposed at this site, beginning in phase 2. The idea is to use technology to run the site. (i.e telephones, internet, email, texting) Many of the day to day tasks can be done remotely once the site is operational and will be performed by the owner/operator. c. Hours of operation Hours of operation will be, 7 days a week, 24 hour access. d. Type and how many structures to be erected (built) on this site initially only one structure will be built on site, a small office/maintenance building, and will be constructed during Phase 1. Build out of additional storage buildings or canopies will depend on market demand and will start in Phase 2. During Phase 2, a water well will be drilled and running water supplied to the office building, the septic system will be constructed in accordance with the requirements of the Weld County Code pertaining to Individual Sewage Disposal Systems Regulations, four enclosed buildings will be erected(two will be for mini self-storage and two will be for larger items), and a 10,000 gallon water storage tank will be installed for fire protection). During Phase 3, two covered canopy structures will be erected, two additional enclosed buildings, and an additional 10,000 gallon water storage tank will be installed for fire protection. At full build out the maximum number of buildings on site will be seven enclosed buildings and two canopies. e. Type and how many animals, if any, to be on this site Not applicable- there will be no animals on this site. f. Kind of vehicles (type, size,weight)that will access this site and how often Recreational storage will include pick-up trucks pulling boats, pick-up trucks pulling campers, and motorhomes. Boat sizes (trailer length) will likely be between 25'and 35'and weigh between 2,500 lbs and 4,500 lbs. Pulled campers (5m Wheels and trailers) can range in size from 20'to 40' and weigh between 3,500 lbs and 12,000 lbs. RVs range in size from 25'to 40'and weigh between 10,000 lbs and 24,000 lbs. Commercial storage may include small trucks/vans to semi- trucks and trailers. The site will be accessed by 10-35 vehicles per day. g.Who will provide fire protection to the site The subject property is under the Greater Brighton Fire Protection district boundary. h.What is the water source on the property (both domestic and irrigation) Well water under a State of Colorado issued well permit will be providing water to the site for all uses. I. Sewage disposal system on the property (existing and proposed) "Existing" No sewage disposal system is located on the property. "Proposed"; an engineered system will be designed per Weld County Codes. And will be built in the second phase of construction. During Phase 1 a porta-toilet will be utilized and will be serviced on a bi-weekly basis as needed. The porta-toilet will be removed once Phase 2 is completed. j. If storage or warehousing is proposed,what type of items will be stored? Larger units will store all types of recreational items, including but not limited to RVs, camping trailers, boats, ATVs and jet skies. Smaller mini-storage units will store personal/household items (furniture, clothing, etc.). 6. Explain the proposed landscaping for the site. The landscaping shall be separately submitted as a landscape plan map as part of the application submittal. Along the south edge, adjacent to CR4, we are proposing approximately-40 feet of native grasses and-10 feet of rock and/or mulch up to the front fence, The front privacy fence will be 6 to 8 foot tall and consist of stone/masonry columns connected with cedar pickets or similar. The east, north, and west privacy fence will consist of a 6 to 8 foot tall chain link fence with vinyl slats installed to provide screening to adjacent properties and will follow the property lines. If the fence is offset from the property line the area outside the fence will be maintained and landscaped with one of the following; native grasses, rock, gravel or mulch. Trees will be planted in the southern most property corners, with groupings of small bushes and shrubs every 50-75 feet. 7. Explain any proposed reclamation procedures when termination of the Use by Special Review activity occurs. Should the facility be permanently discontinued it would be marketed under applicable county planning and zoning regulations to its greatest and best use. 8. Explain how the storm water drainage will be handled on the site. Currently the site itself is mostly higher ground than surrounding properties. No storm water from neighboring properties will drain onto, or through, the site. The site itself is made up of four small sub-basins. One (2.44 acres) is in the southwest corner of the site and drains off to the west. The second(11.42 acres), and largest basin also drains off to the west and encompasses the southeast corner through most of the middle of the site toward the north end. The third(3.05 acres) takes up a portion of the middle of the site on the east side and also drains off towards the east. The fourth (6.27 acres) is in the northeast corner of the site and drains off to the north near the northeast corner. Historic flow patterns with be maintained as much as possible to maintain historic discharge onto the neighboring property. Details can be found in the drainage report included with this application. 9. Explain how long it will take to construct this site and when construction and landscaping is scheduled to begin. Construction will begin within 1 year of USR permit approval. Construction of the First phase will be completed in 12-18 months. Landscaping will begin in conjunction with the First phase and will be completed shortly after the rough grading is completed. The Second phase will depend on customer demand and will start when the First phase is at approximately 75%capacity. The third phase will also be dependent on customer demands. 10. Explain where storage and/or stockpile of wastes will occur on this site. No stockpiling will occur 11. Please list all proposed on-site and off-site improvements associated with the use (example: landscaping, fencing, drainage,turn lanes, etc.) and a timeline of when you will have each one of the improvements completed. Improvements to the site will begin within 12 months of USR approval. Phase 1 will construct the retention pond and grade the property in accordance with the drainage plan submitted, improve the property access (install all weather surface, layout parking spaces, and off-road staging area), build the office, install fencing around the perimeter of phase 1, install access gates, and landscape the CR4 frontage. Phase 2 construction will depend on customer needs and will grade the property in accordance with the drainage plan submitted, fence the perimeter of Phase 2, erect four enclosed building, drill water well, and install an individual septic system. This will help eliminate dust and the tracking of soil onto CR4. 2) On-site vehicle speeds will be restricted to reduce the amount of dust generated. 3) Haul trucks entering and leaving the site will be required to have loads covered. 4) Unpaved roads will utilize water to control dust. After the construction phase of the project, Mountain View RV and Boat Storage will maintain dust suppression by: 1) Covering all access roads and drives with an all-weather surface, recycled asphalt. 2) Speed limits will be posted and strictly enforced to control dust. 3) Any disturbed soil will be stabilized with a native vegetation which will not be allowed to grow over 12" high. 4) A water truck, if required, will be utilized to control dust. Waste Handling Plan USR 14-XXXX Purpose • The purpose of the plan is to project the quantities and types of waste that will be generated through operation of Mountain View RV and Boat Storage Facility and to detail the management and disposition of this waste. The plan will further outline the operational chemicals that will be stored on-site and that may require future disposal. Objective • The objective of this plan is to ensure waste generated at Mountain View RV and Boat Storage Facility is managed according to all Local, State, and Federal regulations. Further, the plan will define operational chemicals used or stored on site requiring specific disposal pathways. Weld County Public Works 1111 H Street Greeley, CO 80632 Re: Drainage Narrative for the Diamond Valley Oil Terminal Project No. 1204.0002.02 Dear Ms. Petrik, Included herein is a drainage narrative for the Diamond Valley Oil Terminal project located in the Diamond Valley area, north of the Kodak Plant and on the north side of Eastman Park Drive. The property on which the project is located is approximately 65-acres. Approximately 7-acres of the total 65-acres are being used to develop the proposed oil facilities. This drainage narrative has been prepared in accordance with the Weld County Public Works Drainage Narrative and Water Quality Guidance handout and will address the following: • Description of the historic stormwater flows across the property • Where the stormwater originates if it flows onto the property from an offsite source • Where the stormwater flows to as it leaves the property • Any previous drainage problems with the property • Proposed Water Quality Feature • Floodplain Management Topography on the site generally slopes from northwest to southeast at 0.50% slopes or less. Stormwater runoff is conveyed toward the southeast corner of the property where it leaves the property through an existing 18" culvert which is located approximate 316' west of the SE corner of the site. Runoff from this culvert is discharged under Eastman Park Drive and onto the existing southern property. 760 Whalers Way There are two separate offsite sources of stormwater runoff that are currently Bldg C,Suite 200 conveyed to the existing 18" culvert, the 100-yr overtopping from the John Law Fort Collins,CO 80525 Ditch at the railroad tracks located along the north perimeter of the site, and the 970.226.0557 main pond metro release of the offsite detention and located at the southwest corner of the 970.226 0204 fax adjacent property to the east. During normal conditions (minor storm events), there is no contributing offsite runoff from the John Law Ditch. However, because the ideas@tstinc.com existing culvert under the tracks is undersized, runoff from 100-year storm event warm.tstinc.com Y ■ and larger overtops the tracks and is conveyed south across the property to the existing 18" culvert. (This information has been inferred from the Town of Windsor John Law Ditch Letter of Map Revision (LOMR) map that is posted on the Town of Windsor's website.) The existing detention pond on the adjacent property to the east currently sits in a hole relative to the elevation of exiting 18" culvert. Runoff from this pond is pumped through the two existing cmp storm drains located at the southeast corner of the proposed property, where it is conveyed through the existing swale just south of the subject property to the 18" culvert. According to the John Law Ditch LOMR, shallow ponding of less than 1-foot occurs at the northwestern portion of the site. This ponding will not affect the proposed oil terminal facilities. Since the overall imperviousness of the site will remain below 10% with the addition of this proposed development, Weld County only requires a water quality feature to collect and settle out contaminants prior to flowing offsite. To reduce the impact on the downstreamloffsite facilities due to the additional stormwater runoff created from the proposed development, a retention pond (sized only for the WQCV) will be provided onsite. All runoff from the proposed development will be conveyed via sheet flow, swales and pipes to the proposed retention pond prior to leaving the site. In addition as part of this drainage design, the additional runoff from the proposed drill pad site (approximately 6.2-acres, currently in permitting) located just north of the proposed oil terminal, was included in as part of the water quality capture volume. Excess runoff that cannot be retained within the proposed retention pond will be released through the existing 12" storm culvert under the existing access road, through the existing swale and to the existing 18" culvert. See attached for all drainage calculations. Floodplain Management: Per the current FEMA effective floodplain map, the site is in Zone C area adjacent to the John Law Ditch floodplain. However, based on a LOMR in process, and a review of the preliminary maps published by FEMA last year, it will be in a Zone AE once the preliminary maps become effective. The site was analyzed based on the current floodplain information. After a review of the preliminary maps, the improvements were located in the southwest portion of the site. This location placed them against an area on the west and south that is out of the floodplain. Placing the improvements in this location kept them out of the primary flow path as much as possible. The model for the John Law Ditch floodplain was obtained from Weld County. The site is along the Kodak LPath, between sections 10575 and 12100. A new cross section (10900) was added thru the middle of the proposed site and was used to determine both a corrected effective water elevation based on existing topography, and then a proposed effective water surface based on the proposed improvements. While the model shows a 0.01' rise between the corrected and the proposed, it is our opinion that this is a negligible rise and within the tolerances of the model.
