Seven (7) original bids were received ranging from $56,791 to $428,000, with varying degrees of inclusion of system requirements. "Best and Final" bid pricing was received and opened on September 10, 2014. Six (6) "Best and Final" bids were received ranging from $73,396 to $408,000. Attached is the Best and Final" bid tabulation for your information. A Pretrial Services Case Management System will be a system for Justice Services to collect information, track and prepare documents and reports on pretrial defendants, and to track their assigned pretrial cases for overall case management purposes. This will aid Pretrial Services tremendously in reduction of manual processes, increased worker efficiency and in consolidation of data. The Information Technology and Justice Services staff reviewed all of the bids. Tribridge out of Los Angeles, CA scored highest with regards to System Capabilities, and also had high scores with Financial Viability and References. Tribridge provided defendant risk assessment inclusion and scored highly based on case searching, tracking key demographic attributes and key case attribute fields and therefore best meets business needs compared to the other solutions proposed. Year One cost will be $139,085 for the implementation and initial cost of the software licenses, plus first year of support. Years Two-Five cost will be $9,961/year for ongoing support and maintenance. Total 5 year cost will be $178,929. With the above information, we recommend the board award the Pretrial Services Case Management System to Tribridge for a 5 year cost of$178,929. Note: There will be an addition expense of$8,000 needed in the project for hardware and software costs that were not included in the Tribridge RFP response.
