Grant Adjustment Notification for 2009-D1-BX-0263.

Weld County was the recipient of the 2009 Congressional Select Award: 2009-D1-BX-0263 and it
has an unobligated balance of approximately $ 355,500.
FORMAL REQUEST: The Weld County Commissioners/Sheriff's Office are requesting a no cost
extension of 12 months on the 2009-D1-BX-0263 Congressional Select Award. The new
projected end date would be September 30, 2015. The details as to why we are seeking this
extension are noted below.
On September 21, 2009, the Weld County Sheriff's Office was notified that they had become the
receipt of a Congressional Select Award for$500,000. The funds had been requested to assist
the Regional Lab in "Operation and Maintenance Costs" during the first 2 years of operation while
the participating agencies established their budgets to adjust for the additional costs relative to a
central facility. The creation of a central laboratory in which all of the examiners and analysts in
the region would operate was tantamount to the spending down of these dollars. At the request
of NIJ, adjustments and clarifications were made to the grant (November 10, 2010) and the funds
were released to the County in December, 2010.
One of the stated purposes of the grant was to assist victims of crimes, and this crime lab has, and
will, continue to perform those functions. However, the incorporation of all of the staff in a central
facility will allow for greater efficiencies and better service to the participating agencies. As
evidence of the lab's service to the area, in 2011, the regional crime lab was the recipient of the
August Vollmer Excellence in Forensic Science Award from the IACP for laboratory collaboration
with local law enforcemeht. Additionally, Congress has made quality forensic lab services a
priority, and having a central facility will provide a more effective means of assuring that quality
through improved communications, audits and onsite inspections by managers.
Due to economic conditions in the past few years, which, in part, resulted in the loss of a
$2,000,000 grant, the County reevaluated the situation and sought other funds to build the lab.
That process has taken several years to locate a source for the additional funds. Within the past
few months the Weld County Commissioners were able to secure additional funds to allow the
construction of the facility to begin. On May 21, 2012, the Weld County Commissioners held a
press conference where they announced a time line for the process of bringing a crime lab facility
to completion by the fall (September) of 2014. The 2009 Congressional Select Award

(2009-D1-BX-0263) now has a budget period of 10/01/2009 to 09/30/2014. This award was
designed to assist in the Operation and Maintenance costs of the facility for a two-year period
following the completion of the regional lab facility.
In the spring of 2013, a FONSI was issued releasing the funds for this grant. In August of 2013,
the building was dedicated and opened for service to agencies in the Northern Colorado region.
In the fall, the County began using the funds from this grant to cover the O and M costs as outlined
in the budget narrative. As noted in the narrative, the plan was to use these funds to support the
O and M costs for the first two years of operation and, therefore, we are requesting a no cost
extension in order to continue the use of those funds for the rest of this year(2014) and into 2015.
During the ten (10) months we have been in operations at this site, we have seen many positive
results. We have begun to serve a larger number of agencies because of the location and ease of
access for the agencies. We have added a second firearms examiner and a part-time computer
forensic examiner to our analytical staff. We are currently in the process of obtaining ISO 17025
laboratory accreditation.
