RESOLUTION RE: APPROVE AMENDMENT TO MEMORANDUM OF AGREEMENT BETWEEN WELD COUNTY, COLORADO, AND UNITED WAY OF WELD COUNTY AS A RECIPIENT OF WELD COUNTY GENERAL FUND MONIES AND AUTHORIZE CHAIR TO SIGN WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, an Amendment to the Memorandum of Agreement between Weld County, Colorado, and United Way of Weld County as a recipient of Weld County General Fund monies has been presented to the Board of County Commissioners of Weld County, Colorado, a copy of which is attached hereto and incorporated herein by reference, and WHEREAS, United Way of Weld County has been awarded the sum of $44,992.00 from Weld County General Fund monies, which monies are for the purpose of providing long term flood recover coordination services to Weld County citizens, and WHEREAS, this sum shall be increased by $7,152.00, for a total amended sum of $52,144.00, and WHEREAS, the contract period shall be extended through July 31, 2014, and WHEREAS, the Board of County Commissioners deems it advisable and in the best interest of Weld County to approve said amendment. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, that the Amendment to the Memorandum of Agreement between Weld County, Colorado, and United Way of Weld County as a recipient of Weld County General Fund monies be, and hereby is, approved. As we enter the next phase of recovery we will be presented with new challenges: 1. First will be the implementation of the FEMA funded grant for Disaster Case Management. While not a program we requested, nor were prepared for,it will provide Weld Recovers with the much needed personnel to move case management further along. Weld Recovers has worked diligently to create,among all partners,processes that will best support flood survivors as they work toward recovery. The challenge for Weld Recovers will be the infusion of the grant into the current structure and how those managing the grant will be guided towards following the procedures and protocols established for the flood survivors in Weld County. We have seen a tremendous increase in the frustration and disillusionment of survivors and should those administering the grant want to go in a different direction I anticipate a significant push-back from those still needing help. To avoid this problem will require day-to-day interface with those hired through the grant to serve as supervisors. We believe the Weld Recovers project manager position will be the conduit between the grant,Weld Recovers,survivors, and county government in insuring successful outcomes for all involved. 2. Additionally the Unmet Needs committee will require support to appropriately administer funds within the parameters each funding source has established. Documentation, reporting and compliance will be essential to the transparent accountability of fund management. It has been a pleasure working with the many volunteers, organizations and partners serving Weld Recovers as well as being part of a true partnership with Weld County in recovery. We hear of the issues facing our neighboring counties and we are so proud to be part of a system where we can pick up the phone and call partners,such as Roy Rudisill,and work together in resolving the newest challenge. If at any time you have questions about the progress of Weld Recovers we are more than happy to discuss them with you. In the meantime we respectfully ask that you support this request to continue the funding to Weld Recovers for project management through the end of the year. The Weld County Community Recovery Committee (WCCRC)has been formed for the following purpose: to strengthen area-wide disaster coordination by sharing information, assisting individuals and families that have specific unmet needs, and by providing a coordinated effort to bring available resources together to aid in the recovery of Weld County citizens impacted by the September 2013 flooding. Mission: "Weld Recovers will coordinate the long term, unmet, recovery needs within the Weld County Community by providing the help, healing, and hope necessary to rebuild our community to a new level of safety and stability following the September 2013 floods". Accomplishments • Continued to facilitate weekly General Community and Executive Board meetings with an average attendance of 50 community partners and 6 out of 7 Executive Board members attending respectfully. Set schedule through September 1 at rotating community locations. • Continued to meet and facilitate communications with Colorado Department of Homeland Security, Office of Emergency Management, FEMA, Weld County Office of Emergency Management, and Weld Housing Authority related to emerging and continuing recovery programs. • Provided supervision for the Disaster Employment Grant administrative assistant position which has been responsible for 458 case management intake calls since the position was implemented in mid-December 2013. Develop job description and submitted grant request for continued support. • Recruited 5 additional members for the Unmet Needs committee. o Provided leadership for initial case review process which resulted in the awarding of the ln unmet funding request in the amount of$11,000.00 to a member of the agricultural community. • Support House in a Box distribution. Program provides all items necessary to set up house including beds, couch, table and chairs, dishes, pots and pans, linens, cutlery and more. Current distribution has reach 36 units with 2 pending. 1 • Using the data collected through the intake process, provided specialized data to Tom Teixeira, Housing Authority, to support his application under the CDBG grant. • Provided ongoing resource materials and updated program information for case management to use with flood survivors. • Responded to 236 calls related to flood recovery issues. • Continued tracking donations received through the United Way of Weld County and Community Foundation for unmet needs of flood victims including the submission of grants to private foundations and corporations. o Amount currently available- $718,935.95 • Recruited new Construction/Re-construction Chairman for the Executive Board after the previous chairman resigned. • Did reconnaissance and site visits to potential facilities for re-locating case management office. • Successfully procured new office space and negotiated lease. Identified financial sponsors to cover increased monthly rental. • Facilitated moving office furniture and supplies from old to new location. • Coordinated with Catholic Charities of Denver to install telephone and internet service in new office. • Arranged for in-kind donation of three desks from Weld County surplus inventory. • Secured in-kind donation of additional office equipment (desks, chairs, file cabinets etc.) for new case management office. • Arranged and supervised delivery of all office furniture. • Worked with FEMA to establish Duplication of Benefits process and accountability. • Facilitated public forum presenting the CSU research done on the flood response and recovery efforts. • Established new case identification and reporting for tracking volunteer and construction/re-construction projects. • Provided for the expansion of the Weld Recovers website, including adding General Meeting minutes. 2 • Originated design and production of Weld Recovers Thank You notes through the Communications Committee. • Distributed resources and information between government programs, partners and case management. • In conjunction with United Way of Weld County, fiscal agent for Weld Recovers, devised request and distribution plan for checks to be allocated by the Unmet Needs committee. • Provided ongoing administrative support for Weld Recovers including distribution of meeting announcements and minutes, updating of contact sheets and general support for community partners and Executive Board members. • Attended Colorado United; Colorado Funding Workshop to expand knowledge and requirements for available state and national funding available to support ongoing recovery efforts. This includes the CDBG funds, Emergency Conservation Program for Rural Properties, Energy and Mineral Impact Grant Program, and more resources that can be utilized by case management. • Researched and communicated finding on Little Thompson River project to Commissioner Conway assuring that Weld Recovers was plugged into their work. • Coordinated with FEMA and Colorado VAL's, American Red Cross and local volunteer programs to address the ongoing need for additional case managers. • Wrote and published job description for Volunteer Case Managers. • Coordinated with Red Cross on communicating their ability to provide individual, financial aid, and the potential for supporting administrative, recovery projects and their ongoing support of recovery. • Recruited 3 volunteers to provide data entry into the CAN system thus allowing case managers to focus more specifically on cases rather than administrative functions of case management. • Developed additional reporting needs for case management. • Continued work with Church World Service to obtain grant for Weld Recovers Ex. Board support. • Collaborated with Boulder County long-term recovery to transition cases that crossed county lines and to further identify duplicate applications. 3 Program Presentations Attendance • In response to concerns from the Recovery Coordinator at 50+ Bella Romero, conducted 2 % hour bi-lingual, question and answer evening to assist community members in understanding programs, processes, resources. Greeley Optimist 23 Friday Kiwanis 18 • Consulted with Catholic Charities Denver Archdiocese on the coordination and implementation of the State Disaster Case Management grant awarded to Colorado by FEMA and to be managed in Weld County by Catholic Charities. Challenges • Working with faith-based partners who are supplying case managers,to emphasize the need to relax requirements and focus on actually hiring case managers. • Relocation of case management office. • Identifying replacement staff for departing administrative assistant and VISTA • Verifying volunteer projects completed by faith-based organizations. • Guiding faith-based case managers to understand the need to address the massess and not a specific audience. Goals throught December 31, 2014 • Continue to support the Weld Recovers collaborative model. • Successfully infuse the State Disaster Case Management grant into the current Weld Recovers process, including training for all new and existing personnel. • Solidify the process by which cases can be forwarded directly from case management to construction and/or volunteer committee. • Close an additional 125 cases currently in case management. The goal of Long Term Recovery is to bring a community back to a new normal after it has been devastated by a disaster. "Recovery is not only about the restoration of structures, systems and services—although they are critical. A successful recovery is also about individuals and families being able to rebound from their losses, and sustain their physical, social,economic and spiritual "well-being." 1 I. They did not view the program need as a long term arrangement. The July 31, 2014, date will allow Sandi six weeks to close out the agreement. If you have any questions, please do not hesitate to contact either me or Sandi Meier. I am unavailable from June 13`h to June 30th as I will be out of the office and out of the state. Sandi will be out starting June 19th as she also is out of state on vacation. If a meeting with the Commissioners is not possible before that time we do have Board volunteers that could attend the meeting and both Sandi and I could make arrangements to conference call in. Sandi is on weekly calls with other recovery agencies. Robin Knappe with state of Colorado did say she thought DOLA might have money available to cover costs like the Weld Recovers coordination. I know you have a long term relationship with Don Sandoval. Do you want to check with Don or do you want me to call him?
